97-22615 RESO RESOLUTION NO. 97-22615 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA APPOINTING TWO (2) INDIVIDUALS TO THE DADE COUNTY BISCAYNE BAY SHORELINE REVIEW COMMITTEE FOR A PERIOD OF TWO (2) YEARS. WHEREAS, the Mayor and City Commission of the City of Miami Beach recognize that the Dade County Biscayne Bay Shoreline Review Committee ("Committee"), established under Chapter 33.D, of the Code of Metropolitan Dade County, reviews projects that are within the Biscayne Bay Aquatic Preserve; and WHEREAS, the Mayor and City Commission of the City of Miami Beach recognize that the Dade County Biscayne Bay Shoreline Review Committee is an important facet of the development and redevelopment process which ensures the protection of the City's bayfront properties; and WHEREAS, Chapter 33.D, of the Code of Metropolitan Dade County allows for a local governing body to appoint two (2) voting members who are recognized professionals in one or more of the following fields - architecture, landscape architecture, and urban design - to serve on the Shoreline Review Committee when a project lies within the boundaries of said municipality; and WHEREAS, Ari L, Sklar and Carl J, Myers are recognized professionals in one or more of the above referenced fields and the Mayor and City Commission deem it admissible to appoint said individuals to the Committee for a period of two (2) years in order that they may lend their expertise to the Committee for the purpose of reviewing bayfront development projects within the boundaries of the City of Miami Beach, NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: I. These appointments are required to fill the vacant seats on the Board from the City of Miami Beach. BACKGROUND The Dade County Biscayne Bay Shoreline Review Committee, established under Chapter 33.D, of the Code of Metropolitan Dade County, reviews projects that are within the Biscayne Bay Aquatic Preserve, The Dade County Ordinance allows for the elected officials of a given municipality to appoint two (2) voting members who are to serve on the Shoreline Review Committee when a project lies within the boundaries of said municipality. On January 17, 1990, the City Commission initially appointed two (2) individuals as the City of Miami Beach appointments to the Dade County Biscayne Bay Shoreline Review Committee, to serve on the Shoreline Review Committee when a project lies within the boundaries of said municipality. Since that time, both of these individuals have ceased to represent the City of Miami Beach on the Committee and currently there are no representatives from the City of Miami Beach on the Shoreline Review Board, to serve on the Shoreline Review Committee when a project lies within this City's municipal boundaries. ANALYSIS The Dade County Ordinance requires that the appointments made by a local governing body be for a specified term or limited to a single development action or plan. The appointments are limited to recognized professionals in one or more of the following fields: 1. Landscape Architecture; 2. Architecture; or 3. Urban Design. Agenda Item C I ~ Date--11..-li-9/ I The following is a list of individuals and their respective professions, put together by the Planning, Design and Historic Preservation Division, who either reside in or have their primary place of business in the City of Miami Beach. These individuals have extensive knowledge and expertise in the areas of urban design, site/land planning and are intimately familiar with Dade County's unique waterfront character: 1. Ari L. Sklar Architect, Sklar & Seckinger Design Associates 2, Arleen R. Weintraub, AICP Assistant Director, City of Miami Department of Community Planning and Revitalization 3, James R. MacKenzie Architect, Russel MacKenzie & Associates, P .A, 4. Barry R. Miller, ASLA Landscape Architect, Savino & Miller Design Studio 5, Carl J, Myers Architect, Studiolido 6, Todd B. Tragash, AlA Architect, ST A Attached, for informational purposes, is a copy of the resume for each of these individuals. CONCLUSION The Administration recommends that the City Commission appoint two (2) individuals to the Dade County Biscayne Bay Shoreline Review Committee, for a period of two (2) years.
