HomeMy WebLinkAbout2005-25963 Reso RESOLUTION NO. 2005-25963 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE APPROPRIATION OF $665,000 FROM THE MIAMI BEACH SHARE OF THE COUNTY'S FISCAL YEAR 2004-05 PEOPLE'S TRANSPORTATION PLAN (PTP~ FUND, FOR MAINTENANCE WORK TO BE DONE ON THE 77 H STREET BRIDGE AT TATUM WATERWAY, AND ON THE HENEDON AVENUE BRIDGE AT BISCA YNE POINT CANAL. WHEREAS, both the 7ih Street Bridge and the Henedon Avenue Bridge in North Beach require immediate attention and repair by the City, which is responsible for the maintenance of bridges on local roads; and WHEREAS, the estimated combined cost of the two bridge maintenance projects is $665,000; and WHEREAS, Miami-Dade County Ordinance No. 02-116, established the People's Transportation Plan (PTP) Fund, as well as the criteria for the utilization of such funds by the Miami-Dade County and participating municipalities; and WHEREAS, bridge maintenance is one of the eligible uses of PTP funds; and WHEREAS, sufficient funds are presently available in the Miami Beach PTP account to fund these two projects. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the appropriation of $665,000 from the Miami Beach share of the County's Fiscal Year 2004-05 People's Transportation Plan (PTP) Fund, for maintenance work to be done on the 7ih Street Bridge at Tatum Waterway, and on the Henedon Avenue Bridge at Biscayne Point Canal. ..... CITY OF MIAMI BEACH COMMISSION ITEM SUMMARY m Condensed Title: A Resolution authorizing the appropriation of $665,000 from the Miami Beach share of the County's Fiscal Year 2004-05 People's Transportation Plan (PTP) funds for maintenance work to the nth Street Bridge at Tatum Waterway, and Henedon Avenue Bridae at Biscavne Point Canal. Issue: Shall the City appropriate PTP funds for the ntn Street and Henedon Ave. bridge maintenance projects? Item Summary/Recommendation: Both the ntn Street Bridge at Tatum Waterway, and the Henedon Avenue Bridge at Biscayne Point Canal are in need of urgent repairs and the City is responsible for maintenance and repair of bridges on local roads. The total estimated cost of the two projects is $665,000 ($235,000 and $430,000, respectively). Repairs will be done to the bridges' superstructure, undersides, and approaches. A barge as well as turbidity barriers will be utilized in connection with the underside repairs. The maintenance work should be done between November 2005 and February 2006. The larger portion of the work will be done underneath the bridges and will not impact vehicular or marine traffic. Minor maintenance of traffic will involve resurfacing one bridge lane while keeping the other open for vehicular traffic. The City will utilize its Job Order Contracting (JOC) Program to perform this maintenance work. Bridge maintenance and operations are eligible projects for People's Transportation Plan (PTP) funding. In fact, funds for these two bridge projects have been scheduled for appropriation in FY 2004-05, as part of the Miami Beach Five-Year Transportation Plan that the City is required to update and file annually with Miami-Dade County, for the City-proposed utilization of its share of the PTP fund. Sufficient funds are available in the City's FY 2004-05 PTP revenue account to cover the costs of this essential maintenance work. The Administration recommends approval of the Resolution. ANALYSIS The 77th Street Bridge and the Henedon Avenue Bridge in North Beach are in poor state of repair and require immediate attention by the City, which is responsible for the maintenance of bridges on City streets. The maintenance and repair work will entail chipping the spalled concrete below the bridge deck, replacing the corroded rebar and applying new concrete and sealer coat, per approved specifications; repair bridge caps and end bents; repair the settlement at both approaches of the bridge including top surface of the slab and new pavement marking; and repair the bridges' undersides by utilizing a barge as well as providing turbidity barriers. County Ordinance No. 02-116, established the People's Transportation Plan (PTP) Fund, as well as the criteria for the utilization of such funds by the County and participating municipalities. The following are eligible expenditure categories: · Roadway and right-of-way maintenance and construction. · Bridge maintenance and operation. · Roadway and right-of-way drainage. · Street lighting. · Traffic signs, traffic engineering, signalization and pavement markings. · Public transit operations and maintenance, and so on. Funds for these two bridge projects have been scheduled for appropriation in FY 2004-05, as part of the Five-Year Municipal Transportation Improvement Program, which Miami Beach updates and files with Miami-Dade County, on an annual basis. This County- required report lists the City-proposed program for utilization of its share of proceeds from the PTP fund. Miami Beach will receive approximately $2,672,000 in PTP funds for FY 2004-05. The attached spreadsheet shows that sufficient funds are presently available in the Miami Beach PTP account to fund these two bridge projects. The total estimated cost of the two projects is $665,000 ($235,000 and $430,000, respectively). The maintenance is schedule to begin in November 2005 and complete by February 2006. The work will be done utilizing Miami Beach's Job Order Contracting (JOC) Program. This will save time and money over the traditional delivery approaches for repair, maintenance, and minor construction projects. The larger portion of the projects will take place underneath the bridges and will not affect vehicular or marine traffic. One of two bridge lanes will be maintained open for vehicular traffic at all times during the short period required for bridge resurfacing.
