HomeMy WebLinkAbout2005-25958 Reso RESOLUTION NO. 2005-25958 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, FINDING AND DECLARING THE EXISTENCE OF A PARKING EMERGENCY ON THE FOLLOWING RESPECTIVE DATES FOR THE FOLLOWING RESPECTIVE EVENTS; SEPTEMBER 24-26, 2005 FOR THE IACP (INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE); NOVEMBER 4-13, 2005, FOR THE SOUTH FLORIDA AUTO SHOW; NOVEMBER 30 - DECEMBER 4, 2005, FOR ART BASEL; DECEMBER 31 - JANUARY 1, 2006, FOR NEW YEAR'S EVE EVENT; JANUARY 5-9, 2006, FOR ART MIAMI; JANUARY 13-15, 2006, FOR ART DECO WEEKEND; FEBRUARY 3-5, 2006, FOR GRAPHICS OF THE AMERICAS; FEBRUARY 16-20, 2006, FOR THE NMMA MIAMI INTERNATIONAL BOAT SHOW; AND MAY 25-29, 2006, FOR MEMORIAL DAY WEEKEND; ALLOWING FOR THE USE OF VACANT SURFACE LOTS FOR SELF-PARKING AND VALET PARKING. WHEREAS, the City has historically experienced parking shortages during major events such as Memorial Day Weekend, New Year's Eve, the NMMA Boat Show, Graphics of the Americas, and the Auto Show; and WHEREAS, during these various weekends throughout the year, severe parking demand has historically lead to mobility problems and ultimately gridlock on our City's roadway system; and WHEREAS, the Administration has found that allowing for the use of vacant surface parking lots for additional parking opportunities during high impact events, coupled with an enhanced park and ride circulator program service, has alleviated the mobility problems and gridlock anticipated during these event weekends; and WHEREAS, accordingly, the City is expected to experience increased traffic and parking demands during the following specified dates and events: Event International Association Chiefs of Police South Florida Auto Show Art Basel New Year's Eve Art Miami Art Deco Weekend Graphics of the Americas NMMA International Boat Show Memorial Day Weekend Dates September 24-26, 2005 November 4-13, 2005 November 30 - Dec. 4, 2005 December 31 - Jan. 1, 2006 January 5-9, 2006 January 13-15, 2006 February 3-5, 2006 February 16-20, 2006 May 25-29,2006; and WHEREAS, the Administration shall require parking operators and/or lot owners to secure the appropriate insurance and occupational licenses, as required by the Miami Beach City Code, to operate the referenced lots for self-parking and/or valet parking, for these events; and WHEREAS, the City's Transportation and Parking Committee endorsed this recommendation at its June 20, 2005 meeting. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Commission hereby find and declare the existence of a parking emergency on the following respective dates for the following respective events; September 24-26, 2005 for the IACP (International Association of Chiefs of Police); November 4-13, 2005, for the South Florida Auto Show; November 30 - December 4, 2005, for Art Basel; December 31 - January 1, 2006, for New Year's Eve Event; January 5-9, 2006, for Art Miami; January 13-15, 2006, for Art Deco Weekend; February 3-5, 2006, for Graphics of the Americas; February 16-20, 2006, for the NMMA Miami International Boat Show; and May 25-29,2006, for Memorial Day Weekend; allowing for the use of vacant surface lots for self-parking and valet parking operations. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANAL YSIS During certain events throughout the year, severe parking demand leads to mobility problems and ultimately gridlock on our City's roadway system. This fact has been experienced during various events including, Boat Show, Auto Show, Memorial Day Weekend, and New Year's Eve. The creation of additional parking opportunities for visitors to the City during high impact events, coupled with an enhanced park and ride circulator program alleviates the mobility problems and gridlock anticipated during these events. The following is a listing of the events and their respective anticipated emergency dates. Event International Association Chiefs of Police South Florida Auto Show Art Basel New Year's Eve Art Miami Art Deco Weekend Graphics of the Americas NMMA International Boat Show Memorial Day Weekend Dates September 24-26, 2005 November 4-13, 2005 November 30 - December 4, 2005 December 31 - January 1, 2006 January 5-9,2006 January 13-15, 2006 February 3-5, 2006 February 16-20, 2006 May 25-29, 2006 CONCLUSION The Mayor and City Commission should approve the declaration of a parking emergency during the specified dates of the respective events outlined above to be utilized for self- parking and valet parking. The Administration further requests that the Mayor and City Commission authorize the City Manager to require parking operators to secure the appropriate insurance and Occupational Licenses required by the City Code to operate self-parking and/or valet parking operations for this purpose.
