RESOLUTION NO. 2005-25965
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE ADMINISTRATION TO ISSUE PURCHASE ORDERS TO
ADVANCED PUBLIC SAFETY, AS THE SOLE SOURCE PROVIDER
OF THE ELECTRONIC TICKETING SYSTEMS, FOR THE POLICE
DEPARTMENT'S MOBILE AND HANDHELD DEVICES, IN THE
ESTIMATED AMOUNT OF $65,644.80.
WHEREAS, the Police Department is in the process of furnishing all officers with
electronic citation (E-Citation) equipment; and
WHEREAS, the E-citation project is intended to reduce the amount of time that a
police officer requires to issue a citation, thus allowing for more neighborhood services
such as patrol, quality of life initiatives, and resource networking and coordination; and
WHEREAS, the Clerk of Courts in Miami-Dade County has published a
technical specification for the transmission of electronic citations from law enforcement
agencies to the Traffic Division of the County Clerk's office for processing; and
WHEREAS, Advanced Public Safety (APS) has developed proprietary software
and is the only vendor that is able to provide the City with an electronic ticketing solution
that will interface with the existing mobile data system computers and the handheld
devices; and
WHEREAS, as provided pursuant to Section 2-367 (d) of the Miami Beach City
Code, the Administration has determined that APS meets the requirements for sole
source provider of the electronic ticketing systems for the Police Department's mobile
and handheld devices, and would therefore recommend that a purchase order be
issued to APS, in the amount of $65,644.80.
NOW, THEREFORE, BE IT DULY RESOLVED, BY THE MAYOR AND THE
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission, hereby approve and authorize the Administration to issue Purchase
Orders to Advanced Public Safety, as the sole source provider of Electronic Ticketing
Systems, for the Police Department's mobile and hand Id devices, in the estimated
amount of $65,644.80.

Item Summary/Recommendation:
The Police Department is in the process of furnishing all officers with electronic citation (E-Citation)
equipment. E-Citation entails the development, infrastructure and procurement of hardware and software to
support a uniform electronic citation system. This project is intended to reduce the amount of time that a
police officer requires to issue a citation, thus allowing for more neighborhood services such as patrol, quality
of life initiatives, and resource networking and coordination.
The Clerk of Courts in Miami-Dade County has published a technical specification for the transmission of
electronic citations from law enforcement agencies to the Traffic Division of the County Clerk's office for
processing. Advanced Public Safety (APS) has developed proprietary software and is the only vendor that is

$65,644.80
Funding in the amount of $36,644.80 is available from the RDA City
Center Community Policing Account Number 168.1124.000674.
Of the $65,644.80 required for this purchase, $26,247.00 will be funded
from the Miami-Dade County Edward Byrne Memorial State and Local
Law Enforcement Assistance Formula Grant Program ("Byrne Grant
Program") as approved on Resolution Number 2004-25693 passed and
adopted on September 28,2004, and the balance of $2753.00 from the
Grant match.
ANAL YSIS
The Police Department is in the process offurnishing all officers with electronic citation (E-
Citation) equipment. E-Citation has already been approved by the City Commission. This
project will entail the development, infrastructure and procurement of hardware and
software to support a uniform electronic citation system. This purchase will equip all
officers in the Redevelopment Agency (RDA) with E-Citation equipment and it is intended
to reduce the amount of time that a police officer requires to issue a citation, thus allowing
for more neighborhood services such as patrol, quality of life initiatives, and resource
networking and coordination.
As all police officers, especially those in the uniform service, are charged with maintaining
traffic order and enforcing traffic law, the E-citation allows officers to increase the speed,
efficiency and accuracy with which the citations are issued.
The Clerk of Courts in Miami-Dade County has published a technical specification for the
transmission of electronic citations from law enforcement agencies to the Traffic Division of
the County Clerk's office for processing. Advanced Public Safety (APS) is the only vendor
that is able to provide an electronic ticketing solution that will operate with the City's current
mobile data system and the handheld devices.
The legibility of a machine printed citation allows the Clerk of Courts to process the citation
faster and it negates the voiding of citations that must then be returned to the City for
additional processing, which necessitates action on the part of City records clerks and the
re-routing of the citation. The legibility also assists the citizen in making a timely choice in
exercising the options they are given upon receipt of the citation. Integration with other
systems allows simultaneous checks of a person's driver's license and a criminal history,
which leads to increased officer safety and identification and arrest of criminals.
APS has developed proprietary software and is the only vendor that is able to provide the
City with an electronic ticketing solution that will interface with the existing mobile data
system computers and the handheld devices. Therefore, APS is deemed to be a sole
source provider of electronic ticketing systems for the Police Department's mobile and
handheld devices.
CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the attached
resolution, approving and authorizing the issuance of Purchase Orders to Advanced Public
Safety, as the sole source provider of the electronic ticketing systems, for the Police
Department's mobile and handheld devices, in the estimated amount of $65,644.80.
