HomeMy WebLinkAbout2005-25964 Reso RESOLUTION NO. 2005-25964 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE RANKING OF QUALIFICATIONS RECEIVED PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 19-04/05, FOR THE PROGRAMMING, DESIGN, CONSTRUCTION DOCUMENTS, PERMITTING, BID AND AWARD AND CONSTRUCTION ADMINISTRATION SERVICES FOR BICYCLE, PEDESTRIAN AND GREENWAY PROJECTS TO BE KNOWN AS THE ATLANTIC GREENWAY NETWORK (AGN); AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE TOP-RANKED FIRM OF T.Y. L1N INTERNATIONAUH.J. ROSS; AND SHOULD THE ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN AGREEMENT WITH THE TOP-RANKED FIRM, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE WITH THE SECOND-RANKED FIRM OF THE RMPK GROUP. WHEREAS, the City of Miami Beach is planning to develop a series of bicycle/pedestrian/greenway projects to be known as the Atlantic Greenway Network (AGN); and WHEREAS, the AGN is made up of two main trail systems; the Beach Corridors, which extend in a general northbound/southbound direction, running between the erosion control line and the dune system; and the Neighborhood Trails, which extend in a general east-west as well as north-south directions through the South, Middle, and North Beach neighborhoods; and WHEREAS, the planning/design of the three proposed bike paths, running along Dade Boulevard and withi,n the Middle and North Beach neighborhoods is funded by the Miami Beach share of the Miami-Dade County People's Transportation Plan (PTP) Fund at $200,000, and additional PTP funds will be available for appropriation when/if needed; and WHEREAS, RFQ No. 19-04/05 was issued on May 3, 2005 with an opening date of June 7, 2005; and WHEREAS, two (2) proposals were received in response to the RFQ, by the following firms: . T.Y. Un International/H.J. Ross; . The RMPK Group; and WHEREAS, an Evaluation Committee was appointed by the City Manager via Letter to Commission (LTC) No. 164-2005, consisting of the following individuals: . Jordanna Rubin, Environmental Resources Manager (Committee Chair); . Fernando Vasquez, City Engineer, Public Works Department; . Thomas Mooney, Planning Department; . Frederick C. Sake, Attorney, Resident of Miami beach; . Jack Ruiz, Miami Beach Bicycle Center; and WHEREAS, on July 11, 2005, the Evaluation Committee convened and discussed the qualifications and were provided presentations from the two (2) responsive firms; and WHEREAS, after evaluation of qualifications and presentations from the two (2) responsive firms, the Committee members discussed their individual rankings and ranked the two firms accordingly: · First: T.Y. Un International/H.J. Ross; · Second: The RMP Group; and WHEREAS, the City Manager has reviewed the Evaluation Committee's recommendation, and recommends that the Mayor and City Commission accept the Committee's recommendation, relative to the ranking of firms pursuant to RFQ No. 19- 04/05. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager pertaining to the ranking of firms pursuant to RFQ No. 19-04/05 for the Programming, Design, Construction Documents, Permitting, Bid and Award and Construction Administration Services for Bicycle, Pedestrian and Greenway Projects to be known as the Atlantic Greenway Network (AGN); authorizing the Administration to enter into negotiations with the top-ranked firm of T.Y. Un International/H.J. Ross; and should the Administration not be able to negotiate an agreement with the top-ranked firm, authorizing the Adminis ation to negotiate with the second-ranked firm of the RMPK Group. A pre-proposal conference to provide information to firms considering submitting a response was held on May 19, 2005. Bid Net issued bid notices to 113 prospective proposers, resulting in 38 proposers requesting RFQ packages, which resulted in the receipt of the following two (2) proposals from: -T.Y. Ross -The RMPK Group The City Manager via Letter to Commission (LTC) No. 164-2005, appointed an Evaluation Committee ("the Committee") consisting of the following individuals: Jordanna Rubin, Environmental Resources Manager (Committee Chair) Fernando Vasquez, City Engineer, Public Works Department Thomas Mooney, Planning Department Frederick C. Sake, Attorney, Resident of Miami Beach Jack Ruiz, Miami Beach Bicycle Center On July 11, 2005, the Committee convened. Both T.Y Un InternationaIlH.J. Ross and The RMPK Group provided presentations to the Evaluation Committee. After the firms' presentations, the Committee members discussed at length their individual perceptions of the qualifications, experience, and competence of the two firms and then ranked the both firms. The firm of T.Y. Lin International/H.J. Ross received unanimously 4-1st place votes and was ranked first by the Evaluation Committee. T.Y. Lin InternationaIlH.J. Ross was deemed to be the first ranked firm based on their experience and qualifications relevant the requirements set forth under this RFQ. ADMINISTRATIVE RECOMMENDATION Adopt the Resolution. ANALYSIS The City of Miami Beach is planning to develop a series of bicycle/pedestrian/greenway projects to be known as the Atlantic Greenway Network (AGN). The Atlantic Greenway Network is made up of two main trail systems; the Beach Corridors, which extend in a general northbound/southbound direction, running between the erosion control line and the dune system; and the Neighborhood Trails, which extend in a general east-west as well as north-south directions through the south, middle, and north beach neighborhoods. Individual projects will be constructed to create a continuous trail network allowing for alternative transportation and community enhancement. The objectives of physical improvements are to support multimodal transportation, link bicycle and pedestrian destinations, increase pedestrian and bicycle safety, improve trail network connectivity, eliminate barriers that prevent bicycle trips, and develop future bikeway corridors. Physical consideration may include, but not be limited to, completing gaps in service, developing new, conceptual bikeway corridors, as well as on-street improvements to improve Bicycle Level of Service. Commission Memo RFQ 19-04/05 - Programming, Desig" Construction Documents, Permitting, Bid and Award and Construction Administration Services for Bicycle Pecestrian and Greenway Projects to be known as the Atlantic Greenway Network (AGN) July 27,2005 Page 2 of 6 The following are three projects that will be developed to create the Neighborhood Trail segments: DADE BOULEVARD BIKE PATH The Dade Boulevard Bicycle/Pedestrian Path will provide a 3.5 mile east-west connector bicycle-pedestrian non-motorized trail along Dade Boulevard from the 23rd street bridge to the Venetian Causeway. The upcoming restoration ofthe northern shoreline ofthe Collins Canal, which parallels Dade Boulevard from the 23rd street Bridge to Purdy Avenue, will allow for the construction of the Dade Boulevard Bicycle/Pedestrian Greenway Trail. This trail will also provide connectivity between landmarks such as City Hall, Convention Center, Holocaust Memorial, and the Jackie Gleason Theaterofthe Performing Arts. The Venetian Way Trail will run from Purdy Avenue to downtown Miami on a residential causeway over Biscayne Bay and will eventually link up to Miami's Flagler Trail to the West. MIDDLE BEACH NEIGHBORHOOD INTERCONNECTOR TRAILS The Middle Beach Neighborhood consists of a network of on-street trails which feature roadway striping, signage, and street crossing at protected points. Middle Beach is largely a single-family dwelling area separated from the eastern seaboard by Indian Creek, Collins Canal, and Biscayne Waterway. The neighborhood also includes the La Gorce Golf Club and Miami Beach Golf Club. Although few options exist for an east/west interconnection at 63rd Street, 41 st Street, and 23rd Street bridges (the first two bridges being heavily used by vehicular traffic), the residential nature of this area offers viable trail opportunities in the north-south direction at the Pine Tree/La Gorce Drives and North Bay Road corridors. NORTH BEACH NEIGHBORHOOD INTERCONNECTOR TRAILS The North Beach Neighborhood consists of a network of on-street trails featuring roadway striping, signage, and street crossing at protected points. North Beach is a densely populated area comprised of multi-family dwellings on the main island, and single-family dwellings to the west at Normandy Isle. The proposed trail will meander westward from the North Beach Recreational Corridor (NBRC) to the neighborhoods surrounding Surfside Park, Tatum Waterway, Normandy Waterway and Normandy Shores Golf Course, as well as the commercial area of Normandy Street/71 st Street. PROJECT FUNDING: The planning/design of the three proposed bike paths, running along Dade Boulevard and within the Middle and North Beach Neighborhoods is funded by the Miami Beach share of the Miami-Dade County People's Transportation Plan (PTP) Fund at $200,000, and additional PTP funds will be available for appropriation when/if needed. Construction of the proposed bike lanes will depend on already awarded and future Transportation Enhancement Program (TEP) funds (via FDOT), a projected Year 2006 Congressional appropriation, and additional PTP funds. Additionally, the Committee reviewed references secured by the Procurement staff, and discussed the following RFQ evaluation criteria as per the State of Florida CCNA, which was used to evaluate and rank the respondents: A. The experience, qualifications and (portfolio) of the Principal Firm (10 points). B. The experience, qualifications and (portfolio) of the Project Manager (15 points). C. The experience and qualifications of the professional personnel assigned to the Project Team (10 points). D. Willingness to meet time and budget requirements as demonstrated by past performance (5 points). E. Certified minority business enterprise participation (5 points). Either the Prime Consultant or the sub-Consultant team may qualify for proof of certification for minority business enterprise participation. Accepted minority business enterprise certifications include the Small Business Administration (SBA), State of Florida, or Miami-Dade County. F. Location (5 points). G. Recent, current, and projected workloads of the firms (5 points). H. The volume of work previously awarded to each firm by the City (15 points). I. Project Implementation Strategy to comply/meet with the expedited timeframe described in this RFQ and demonstrated successful similar projects (15 points). J. Demonstrated success in leading active collaborative stakeholder processes to achieve consensus on program and design in similar size and scope projects based on budget and size (15 points).
