A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, APPROVING AMENDMENT NO. 5 IN
THE AMOUNT OF $53,795.25, TO THE
AGREEMENT BETWEEN THE CITY OF MIAMI
BEACH AND URS CORPORATION-SOUTHERN
FOR PROGRAM MANAGEMENT SERVICES,
DATED JUNE 27, 2001; SAID AMENDMENT
PROVIDING FOR ADDITIONAL PROGRAM
MANAGEMENT SERVICES.
WHEREAS, on June 27, 2001, the City Commission adopted Resolution
No. 2001-24499, approving an agreement with URS Corporation-Southern
(Consultant) for Program Management Services, to Manage Construction
Projects for Facilities and Parks (the Agreement); and
WHEREAS, since 2001, Consultant has been performing these services
for a variety of City parks and facilities projects, including the Scott Rakow Youth
Center, the Miami Beach Golf Course, the Regional Library and others; and
WHEREAS, over the past few months, the Capital Improvement Projects
(CIP) Office has experienced several vacancies in staffing the department; and
WHEREAS, the CIP Office project manager for several projects that fell
under the Agreement resigned from the City; and
WHEREAS, due to this staffing issue, on July 1, 2005, the CIP Office
amended the Consultant's Agreement to provide additional services on projects
falling under the Agreement for approximately two months, said amendment in
the amount of $24,589.34; and
WHEREAS, these additional services began in June 2005 and will expire
at the end of July 2005; and
WHEREAS, the vacancies in the CIP Office are being addressed through
on-going recruitment efforts; however, there are still a few projects that fall under
the Agreement that need to be closed out; and
WHEREAS, these include the Scott Rakow Youth Center (Phase I), the
Miami Beach Golf Course clubhouse and maintenance yard, and the Regional
Library; and
WHEREAS, while all of these facilities have received Temporary
Certificates of Occupancy (TCO's), allowing for general use, the projects still
have items that need to be closed out with the respective contractors; and
WHEREAS, the CIP Office has requested a proposal from Consultant for
additional services to provide project management staffing for the CIP Office; and
WHEREAS, the Consultant proposed an additional sixteen (16) weeks of
project manager staffing, for a total of $53,795.25; and
WHEREAS, this would provide the CIP Office with a senior project
manager, effective August 1, 2005 through the middle of November 2005; and
WHEREAS, after careful consideration, the CIP Office believes that this
time will be sufficient enough to complete the recruitment of additional staff, and
have the aforementioned projects closed out; and
WHEREAS, sufficient funds exist in the CIP Office operational budget to
fund this Amendment to the Agreement; and
WHEREAS, accordingly the Administration recommends the approval of
an Amendment No. 5 in the amount of $53,795.25, to the Agreement, for
program management services to provide project manager staffing.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Commission approve Amendment No. 5 in the Amount Of
$53,795.25, to the Agreement between the City of Miami Beach and URS
Corporation-Southern for Program Management Services, dated June 27, 2001;
said Amendment providing for additional Program Management Services.

On June 27, 2001, the City Commission adopted Resolution 2001-24499, entering into a professional
services agreement with URS Corporation-Southern (URS) for Program Management Services, to manage
construction projects for Facilities and Parks.
Over the past few months, the CIP Office has experienced several vacancies in staffing the department.
The CIP Office project manager for several projects that fell under the URS agreement resigned from the
City. Due to this staffing issue, the CIP Office amended URS' agreement to provide additional services on
projects falling under the Program Management agreement for approximately two months. These
additional services will expire at the end of July 2005. The vacancies in the CIP Office are being
addressed through on-going recruitment efforts. However, there are still a few projects that fall under that

RECOMMENDATION:
The Administration recommends the approval of an amendment in the amount of
$53,795.25 to the Agreement between the City of Miami Beach and URS Corporation-
Southern for Program Management Services, to provide Project Manager staffing.
