No. 240-1999 LETTER TO COMMISSION December 17, 1999 TO: Mayor Neisen 0, Kasdin and Members of the City Commission FROM: Sergio Rodriguez City Manager SUBJECT: CITY OF IAMI BEACH ANNUAL REPORT FOR 1999 As I did in 1998, I want to report to you the accomplishments of the City for 1999, As we move into the next millennium, the City's fiscal health is better than ever. This year property values increased 11 % and there was an unprecedented growth of 46% in the City Center. The City adopted the FY 1999/2000 budget at 7.499 operating mills (fifth consecutive year), and reduced the debt service millage from 1,484 to 1.199. This resulted in a combined millage rate decrease of 3.2%. One of this year's highlights is the approval of the $92 Million bond issue which will be used to finance improvements for our neighborhoods, parks, beaches and fire stations over the next few years, Additionally, for the first time ever, the City's bond-rating was increased to an Al by Moody's Investors Service, 1999 presented many new issues, proposals and projects. However, one of the important projects of the year is a focused initiative to increase the level of customer service that we offer to our residents. Through the efforts of the Administration and the Business Resolution Task Force, initiatives have been commenced which will streamline and improve our services. Included in this report is a selected list of achievements for 1999 extracted from a complete list of accomplishments prepared by each department director. Participated in the development of the $92 million General Obligation Bond Program and the public information program supporting it . City recently achieved its highest credit rating in history, when Moody's Investors Service increased the rating to AI, . Adopted the FY 1999/2000 Budget at 7.499 operating mills (fifth consecutive year), and reduced the debt service millage from L 484 to L 199. Police Department has reported a reduction in the following crimes: homicide is down 14%, rape/forcible sex cases are down 28% from 1998, robbery is at same levels compared with 1998, larceny is down 5% from 1998, auto theft is down 2% from 1998. . Initiation of the Y2K readiness process for all applicable City systems and completion of all emergency systems are Y2K compliant . The Commission adoption of updated guidelines for special events addressed concerns expressed by civic, community and neighborhood associations, as well as input from a Planning Board workshop, New guidelines adopted by the City Commission have raised the standards for special events in Miami Beach and, and the ongoing dialogue with neighborhood associations has given voice to community issues. . The Business Resolution Task Force has developed a list of recommendations that will help make City Hall more business friendly, The administration has already begun implementing some of the recommendations, . Initiated the Management on the Frontline program for the City Manager and senior staff. . Planning and Pennitting for the Pow Wow Tourism Convention, and annual major events like Art Deco Weekend, . Vast improvements made to the City of Miami Beach website in both design and content, such as improved site navigation, timely updates of materials, expanded content, and increased links to tourism, . The location of several major internet companies to the City, creating what is beginning to be known as "Silicone Beach", This puts the City in the company of Southern California's "Silicone Valley" and New York City's "Silicone Alley", with a defining orientation toward the Spanish and Portuguese speaking communities. These companies include Starmedia Network, MyCity.Com, Yupi.Com, and EI Sitio USA In addition, Viacom has purchased controlling interest in the locally operated Box Music Television as an addition to MTV Online. As we first experienced with the fashion industry, then followed by the music and cable segments, we are beginning to see a critical mass of companies which leads to Miami Beach being regarded as an "absolute must location"for Latin internet companies, . Completed the restoration and reopened six (6) city parks including: Crespi; Palm Island Stillwater; Fisher; LaGorce; and Island View . Initiated the Indian Creek Recreational Corridor grant project awarded to the City by the United States Department of the Interior. With the assistance of the EDAW Summer Student Program '99, several citizens in conjunction with the National Parks Service and City staff completed an initial master plan concept for the Indian Creek Green way, This planning process will now continue to gain additional community input and guidance. . Opened Regal Cinema's South Beach 18 screen movie theater. . Embarked on a $7 million capital campaign to build a performing arts learning center on the grounds of Beach High. This building would be jointly used by Miami-Dade County Public Schools, the Performing Arts Academy (founded by the Office ofChildrens Affairs) and other non-profit arts groups, . Implementation of the Commercial Impact Fee, which has an estimated income of over $600,000 annually, CITY OF MIAMI BEACH ACCOMPLISHMENTS 1999 Citywide Accomplishments 1999 CITY OF MIAMI BEACH ACCOMPLISHMENTS 1999 ARTS. CULTURE AND ENTERTAINMENT DEPARTMENT Film and Print Division . Miami Beach continues to disseminate positive and favorable images through various advertising techniques such as campaign slogans, television advertising, catalogue and music video shoots, television programs, and feature film production, . Examples of advertising campaigns produced in 98/99 include Volvo; Cadillac; Dr. Scholls; Kodak; MCI; and Visa; examples of music videos shot in 98/99 include Whitney Houston; Enrique Iglesias; Third W orId; Gloria Estefan; and Will Smith; examples of television origination in 98/99 include "Fashionably Loudlt (MTV); "Miami Sandslt (Hearst); ItCaliente" (Univision), "Holiday" (BBC); It Super Bowl from South Beachlt (Fox); "Grapevinelt (CBS); and, examples offeature film production in 98/99 include "Random Hearts" (Sydney Pollock); "Any Given Sunday" (Oliver Stone); and ItThe Crew" (Dreamworks) . Co-hosted the 1999 Film Florida Conference along with the Cultural Arts CounciL This conference, held for the first time in Miami Beach, resulted in a special section in the influential trade publication "Hollywood Reporter", as well as a number of leads for business relocations to Miami Beach, Special Events Division . Planning for events during the upcoming Millennium Weekend is a division priority. Miami Beach's image as an international leader in nightlife and cultural vitality can be showcased in a positive light if enough constraint is exercised to prevent an infrastructure overload. Entertainment Industry Division . The establishment of local offices of EMI Music Publishing, Peer Music Publishing, Sony Music Distribution and Columbia Tristar International Television, has shown further strengthening of the City's prominence as a center for music publishing and cable television networks. . The establishment of key annual shows such as MIDEM Americas, Billboard Latin and Winter Music Conference facilitated by the unique collection of hotels, venues and a strategic Page -1- Citywide Accomplishments 1999 location have also contributed to the City's prominence, Cultural Arts Council Division . CAC completed a grants cycle which awarded nearly $515,000 to 56 organizations to promote and assist Cultural Arts organizations. . CAC Awarded a $150,000 renewable contract for collective marketing to raise the profile of the City as a Cultural Center. . Formation of the Miami Beach Arts Trust to augment financial support for the Council. . Initiation ofa facilities survey and master plan, including a $220,000 commitment to leverage $1.5 million for renovations at the Colony Theater. Arts. Culture and Entertainment . The following initiatives have been launched by the Arts, Culture and Entertainment Department (ACE) in order to better inform the public of the existing industries in Miami Beach: Internet Newsletters, Film Florida Conference, Entertainment Industry Roundtable, Permit applications available on-line, A c.E. printed brochure, Page -2- Citywide Accomplishments 1999 BASS MUSEUM . Museum staff prepared five major museum exhibitions and related programs during FY98-99, . Top museum score awarded from Miami Beach Cultural Arts Council grant panel ($31,000), . The Making of Miami Beach, 1933 - 1949: The Architecture of Lawrence Murray Dixon catalogue is being published by Rizzoli with grants from the NEA, Luce Foundation, Graham Foundation, State of Florida Historic Preservation Grant (grants total $85,000), . Top International Cultural Exchange grant awarded to a museum by the State of Florida Division of Cultural Affairs for Masterpieces of Latin American Art: The Costantini Collection ($19,000), . NEA grant award for Art-to Work program ($15,000). . State of Florida Major Cultural Institution grant award for excellence ($77,000). . Miami-Dade Cultural Affairs Council grant awards increased from $19,000 to $50,000. . $750,000 awarded by State of Florida for expansion and renovation for a total of$2,355,322. . Issued in excess of 14,000 Building, Trades and Elevator Permits . Reviewed plans, documents and specs in compliance with the South Florida Building Code and other applicable national, state and local codes for a construction value in excess of $318 million, . Made over 28,000 inspections in compliance with the South Florida Building Code and other applicable national, state and local codes. . Made the transition into a Y2K-compliant permitting system. Page -4- Citywide Accomplishments 1999 OFFICE OF CHILDREN'S AFFAIRS . The first year of implementation of a comprehensive juvenile delinquency prevention plan for North Beach, . Kick-off of the capital campaign for the performing arts learning center for youth. . Increased youth programming for North Beach, . The Office of Children's Affairs has had the following major accomplishments this past year: The first edition of WOW - Words of Wisdom, a citywide youth newspaper, will be published in November. The OCA completed the first year of a three-year grant from the Florida Department of Juvenile Justice to address a myriad of neighborhood issues in North Beach, This effort includes the design and implementation of a three-year comprehensive juvenile delinquency prevention plan. This effort also organizes monthly community service projects, public workshops and the Dessert On Us concert series (which provides live music concerts at neighborhood venues), In conjunction with the Mayor's Task Force on Alcohol and Drugs and the City's public and private schools, the OCA hosted various events to higWight community awareness about alcohol and drug use by youth, The groups are now jointly working on addressing the need for more recreational options for youth as alternatives to drug and alcohol use, The OCA oversees community restitution efforts by area youth arrested for crimes -- including parking meter theft. These youth have been court-ordered to conduct community service, They are being supervised as they clean-up litter, paint over graffiti, etc. Page -5- Citywide Accomplishments 1999 CITY CLERK . Implemented the imaging system in the City Clerk's Office. The following information has been imaged & cataloged: All Resolutions from 1/1996 until present. All Ordinances since 1996, L TCs beginning from 1/98 until present. Election reports from 1997 & 1999 General and runoff elections. Information related to City of Miami Beach Properties. All RDA Resolutions. As ordinances and resolutions are retrieved for whatever reason, they are imaged and cataloged. . Implemented the process to fax documents directly from the imaging system without having to touch the original documents. . Imaging software Users Guide has been developed and the software has been installed on more than 25 PCs throughout the City, . Installation of the Docutec scanner and copier. Because of this technology the scanned Commission agenda and supplemental agenda materials are imaged and available on the network. This technology could reduce the number of Commission agendas printed. The ability to retrieve past agendas and materials is a tremendous advantage, . Updated the City Code book to version #5, The Charter & City Code is now available on the City's communications network . Implemented the City Clerk's cross reference file, As important documents are received, they are cataloged and cross referenced in the computerized search database. . Processed the Agendas and Afteractions for access via the City's network and the internet, . Worked with IT to ensure Y2K readiness. Developed a residential brochure indicating the different City Code requirements, . Continued to update our computer equipment to combine all information in one computer system, Currently use three (3) different systems to track complaints, . Updated technology by switching from Polaroid cameras to digitals, saving the department an estimated $10,000 a year. . Offered additional training to supervisors at Florida International University, Institute of Government, concerning executive development training. . Continued to respond to calls in less than 7 minutes dispatched in the evening hours from the Police Department, concerning noise complaints or illegal vendors. . Concentrated on the business locations that are flagrantly violating city codes and work with a multi-agency task force to obtain a suspension or revocation of their occupational license. . Continued to monitor to reduce the noise level on Ocean Drive, Washington Ave and Lincoln Road, . Filed Criminal Charges against those multifamily property owners who have been prosecuted at the Special Master, which fines have been imposed, a lien has been place on the property and the violations continue, Those locations that do not meet the minimum housing code, are a blight to the City and refuse to comply, . By the "Helping Hands Program," continued to provide assistance to those single family property owners that cannot maintain their property in accordance with the minimum housing standards, . Prior to 1996 - very few businesses had ever had their Occupational License suspended or revoked. Since 1996, have had four (4) hearings. . Frequency of Special Events that have an impact on the City has increased, Super Bowl Weekend collected over 3,000 posters, total fine of over $161,000, additional forty new cases, . Coral Rock House - Renovation of the Coral Rock House was completed in April 1999 and now serves as the new home of the Miami Beach Hispanic Community Center. . Police Athletic League Abe Resnick Juvenile Resource Center - Reconstruction and expansion activities began in July 1999 on this facility which provides athletic activities, weight training, social interaction and mentoring to youths in Miami Beach. . Miami Beach Community Development Corporation Property Rehabilitation Grant Program - Completed one commercial facade project. . North Beach Development Corporation Commercial Facade Renovation Program - Completed three facade projects, . Negotiated over 200,000 square feet of office space and over 1300 parking spaces in the PubliclPrivate Parking and Office Projects: Lincoln Place and Lincoln Plaza. . 72nd Street RFP was issued requesting proposals for a development at 72nd Street and Collins Avenues . 1 year extension on the EDI grant of $IM and a $4M Section 108 Loan for street improvements in the North end and the construction of the NB Youth Center. . Provided adult day care to 286 frail elderly unduplicated low/moderate income elderly clients over 60 years of age, and provided housing relocation assistance to 29 income-eligible senior adults over the age of 60, . Provided 18,186 meals to 120 income-eligible homebound AIDS patients in Miami Beach, delivered weekly to the clients' homes; assisted 116 income-eligible families through the provision of vouchers for food, medical assistance, housing assistance and child care and vouchers for rent, utilities, transportation or food to 134 low and moderate income families whose children attend Miami Beach Senior High School. . Provided up-to-date mv/ AIDS information about HIV prevention, use of services, medical treatment and re-entering the work force to 308 individuals. The Work In Progress component provided assistance to individuals with HIV/ AIDS with re-entering the work force, Page -11- Citywide Accomplishments 1999 . Provided start-up costs for a tenant-operated cafe that provided training jobs for 8 formerly homeless and disabled persons and provided 4,160 meals to tenants of housing on site, . Provided funding for a nursery business program that created and/or retained jobs for 52 developmentally disabled adults, . Provided affordable subsidized studio, teaching and showroom space to income-eligible artists, Eighty-nine artists received low-cost work spaces and cooperative technical facilities, 41 low/moderate income artists developed their teaching skills, supplemented their income and outreached to the community through teaching opportunities. More than 100 low/moderate income artists benefitted from workshops in public relations, marketing and others, Over 157 low/moderate income artists exhibited their work in Art Center's galleries. . Provided transitional housing (shelter beds), nutritional services, transportation, clothing assistance, self-managed domestic and personal services for 41 adult homeless men with alcohoVsubstance abuse addiction; and provided mobile outreach services (intake assessment & referral) to 177 homeless persons for a total of 2,403 contacts, and placed 103 homeless persons into housing; and vouchers for food, medical assistance, housing assistance and child care to prevent 116 families from becoming homeless. Housing Division: . The City continued to rehabilitate residential multi-family buildings to upgrade the housing stock and provide quality affordable rental housing to income eligible residents. Concurrently, the City provided home ownership opportunities to eligible home buyers through a citywide Scattered Sites Home ownership Program, Rehabilitation of Multi-family Buildings . Rehabilitation projects completed: The Jefferson Apartments, 542 Jefferson Avenue, 27 rental units for the elderly, . Rehabilitation projects undertaken: The Ferwood, 935 Pennsylvania Avenue, 18 units rental units for Page -12- Citywide Accomplishments 1999 persons living with HIV/AIDS, The Crespi Park Apartments, 7900-7920 Crespi Blvd and 1023 79th Street (three adjacent buildings), 16 rental units 117 South Shore Drive - 5 affordable rental units 710 Pennsylvania Avenue - 4 affordable rental units . Rehabilitation projects reviewed to be undertaken: 7331-33 Gary Avenue - 10 affordable rental units 1228 Marseille Drive - 5 affordable rental units Scattered Sites Home ownership Program . Maximize use of underutilized City-owned property by: Use for City-offices or Lease to private entities or Sale of unused or underutilized properties Page -13- Citywide Accomplishments 1999 MIAMI BEACH CONVENTION CENTER Miami Beach Convention Center and Jackie Gleason Theater Deficit Reduction: . In what promised to be a banner year for the combined financial results, the Miami Beach Convention Center and Jackie Gleason Theater for the first time in the complex' history turned an operating profit. With total revenues exceeding expenses by $3,108, this marked an improvement of$845,879 and a betterment of$996,682 over the FY 97/98 budget. . Increased Convention Business: The number of conventions hosted by the Center increased to eight over the previous year's one, demonstrating that Miami Beach is in fact becoming a contender again the meeting and convention destination business, The return of both TIA's PowWow and the Super Bowl helped highlight the Center in the international spotlight, and the American Society of Hematology meeting in December 1998 put Miami Beach center stage in the medical community once again. . Record-Breaking Broadway Run - In January, Riverdance: The Show played two weeks to sellout crowds, and grossed over $2.3 million in ticket sales, a Gleason Theater record for a two week run. . Capital Projects: The re-roofing of the Center and Gleason was approved, and at year-end, over one-third of the project had been completed. We also moved forward on other projects, nearing completion of the exterior and interior signage projects as well as architect selection for the ADA upgrades for the venues. . Customer Service Training: All SMG staff was trained by SMG Corporate staff in its "Service Stars" program, over a period of two days in August. This training helped for ready our employees in the proper ways of handling our most important resource, our clients. . Business Center: In an effort to further offer conveniences for our attendees, an agreement was reached with our preferred AlV contractor, Caribiner, to operate a permanent Business Center to attend to the needs of our visitors. Page -14- Citywide Accomplishments 1999 FIRE DEPARTMENT . Completed 2400 building inspections and pre-fire surveys of selected target hazards throughout the city, . Responded to more than 15000 thousand calls, transported more than 9400 patients, and collected more than 1,000,000 dollars in revenues. . Established 12 lead EKG and Pacemakers on all Rescue transport vehicles. . Conducted monthly Quality Assurance meetings with all Miami Beach Hospitals and Fire Department personnel, . Replacing two older rescue ambulances with new state of the art Freightliner rescue units. . Developed emergency and contingency plans for Y2K and new years events. . Trained 150 firefighters in the Department of Justice, Emergency Response to Terrorism refresher course, . Replaced the current and older Self Contained Breathing Apparatus System with a new state of the art system. Page -15- Citywide Accomplishments 1999 FLEET MANAGEMENT . Fleet Management with the assistance of Finance and the Legal department negotiated a contract to lease 41 vehicles, Presently 34 of the vehicles are split between two major users, Code Compliance and the Building Division. This effort defers major capital outlay. . Created, established and implemented a City wide policy regarding the use of City Vehicles and Equipment by City employees. . Productivity increased 25% by streamlining invoice processing and incorporating the computer to facilitate expenditure tracking. Real time daily expenditure reports are now provided to ensure expenses do not exceed budget. . Fleet Management implemented an incentive plan for Mechanics to achieve Master Technician ASE Certification status, . Physical year-end inventory was conducted by the Fleet Management staff. Inventory variance before and after resulted in an overage. This is the first year an overage occurred. Page -16- Citywide Accomplishments 1999 HUMAN RESOURCES . Vacant, open positions have been reduced by 50% to ensure our citizens receive proper and full service, . Conducted annual Staffing planning workshops. . Reduction in average time (from selection) to hire of new employees (currently the average is 28 days), . Customer service techniques have been encourage or added to the interview and recruitment processes, to improve the service given. . Improvement of applicant background checking process. . We have replaced or hired an average of270 employees per year for the last three years. Page -17- Citywide Accomplishments 1999 INFORMA TION TECHNOLOGY . Successful conversion of the Land Management System (LMS) to Permits Plus within five months including the Building Elevator Rollover Process, Building Aide-2000 Program, Sidewalk Cafe Rollover Process and Special Masters Module. . Configured and coordinated the installation of $140,000 worth of new Cisco network Switches, . Upgraded NMLI connections to 100base-T in City Hall and Police HQ, the new Imaging Systems and assisted in the installation and upgrade of new Imaging System, . Installed upgrades for the Permits Plus System, Civicall System, Risk Master System. . Performed OS upgrades and patches for NetWare Servers. - Performed OS upgrades and patches for NT Servers. . Created and updated desktop images and coordinated with Dell the deployment of new image for new desktops. . Installed and configured Cisco Proxy Server for FDLE access; integrated the CADlRecords NT Domain with the City of Miami Beach NT Domain; installed Network Switches for the CADlRecords System; removed Novell Network in Property Maintenance and converted into an NT4.0/SQL environment. . Upgrade of3 Novell Servers and installation and integration of8 new NT Servers . Replacement of 176 PCs in 17 departments to meet Y2K readiness requirements; installation of 25 new PC's in 4 departments, replacement of 25 Dumb Terminals in 3 departments and installation of 17 new Docking Stations in 8 departments. . Full implementation of the City's new $800,000 Harris Digital Microwave System including a savings of$IOO,OOO to the City and a new upgraded radio tower at Fire Station II at no extra charge to the City. . Audit of the City Beeper System and removal of non-compliant users resulting in decrease in amount paid for City Beepers. . Implementation of a new "music on hold" feature on the City Hall telephone switch which allows users placed on hold to hear music. . Development of a Parking Card distribution network of over 21 locations citywide including the Parking Department, Chamber of Commerce, all three Publix locations on Miami Beach, and 15 merchants and hotels. . Installation of new electronic locking systems at parking meters, to further safeguard the City's parking meter revenues. . Substantial completion of the rehabilitation of the 42nd Street Garage, scheduled to reopen to the public in February 2000, . Assisted in the negotiation of three public-private parking garages. . Submitted a grant application to the Miami Beach Visitors & Convention Authority seeking funding in the amount of $40,000 to enhance the 1999 Citywide Holiday Lighting and Decorations Program. The City was awarded $15,000 to further develop the 1999 program, . Gained the approval of the City Commission to initiate the actions necessary to develop the funding plan, in the approximate amount of $12,665,000 to pay for the restoration of the City's golf courses and clubhouses, Recreation Division . The Recreation Division has exceeded our FY 98/99 goals and objectives in providing quality recreational programs and services. . Successfully produced the 25th Annual Festival of the Arts which was rated by Sunshine Artist Magazine as one of the "Best 200 Shows" in the country. . Successfully presented "Miami Beach Dances thru the Decades", the 56th Annual Playground Revue at TOP A, involving over I ,000 playground participants and their families. (July 1999). . Provided a variety of Summer Camp programs for over 2,000 Miami Beach resident children. . Successfully continued Performance Based Budgeting reporting for the two Divisions. The two Divisions attained a ninety (90) percent achievement rate overall for their goals, even with a high of thirteen (13) staff vacancies. . Successfully prepared the grounds and maintained maintenance levels during the 1999 Super Bowl and Art Deco Weekend, These events were held on the grounds of Lummus Park. . Successfully prepared the grounds of all City parks, municipal buildings, the Lincoln Road Mall and all City controlled areas in preparation for and during the POW WOW Event. . Successfully bid and awarded landscape maintenance contracts for the, North Shore Street scape, Calais Drive Street scape and Forty First Street (partially completed). These locations were out sourced in an effort to provide the most efficient City service in the area of landscape maintenance for these sites. Beach Patrol Division . Served an estimated 8.4 million beach patrons, initiated 405 Rescues and 59,392 Preventive Actions. In addition, Beach Patrol staff addressed lost persons, first aid cases, ordinance enforcement, wheel chair loaner program, public relations and many other related duties. . The Department has accomplished a great deal in the creation and review of ordinances and amendments to the Land Development Regulations of the City Code and the Comprehensive Plan which have been referred to the Planning Board by the City Commission, as well as by private applicants, . Items which the Department was involved in reviewing and making recommendations on included proposed zoning and/or land use changes for the following: -- the Altos Del Mar site -- the 40th Street area -- the Bath Club site -- the St Francis Hospital site . Managed the rehabilitation of sanity sewer manholes Citywide -2,500 manholes have been rehabilitated in the three year program. This now completes the rehabilitation of all manholes identified for lining. . Managed the lining of sanitary sewer lines Citywide to reduce infiltration and comply with the Miami-Dade County Ordinance. Approximately 230,000 linear feet or about 75% of the 310,000 linear feet of the lines requiring rehabilitation have been lined. . Completed the construction of the Allison Island improvements including a drainage system, water main, street lighting, roadway reconstruction, landscaping, irrigation and concrete paver installation. . Managed the construction of the Washington Avenue Phase 3 Landscape improvements which include new landscaping, irrigation, lighting and paver installation within the medians from 6th Street to 16th Street. . Managed the construction of the 41st Street Beautification Project Phase I which includes the installation of pavers along the sidewalks, landscaping, irrigation and lighting from Alton Road to Pine Tree Drive, . Managed the replacement ofa section of the 36" transmission water main at the intersection of the Julia Tuttle Causeway and Alton Road, . LiabilitylWorkers' Compensation Claims for fiscal year 98-99 are down by 25% over the claim totals for Fiscal Year 97/98. This equates to over 200 claims. Total annual claim expenditures were 4% less than actuarial projections. This equates to over $150,000 savings. . New program aimed at improving safety awareness and employee morale. . During Fiscal Year 98/99 136 hazards were reported through the Life Hazards' program with a repair response rate of 81 %. . AAA Driver Improvement Training along with other annual mandatory compliance training courses were offered to employees throughout the year. Ensured that CiviCall and Neighborhoods First has been built on a strong foundation and works on a daily basis, Monday through Friday from 8:30 a,m. until 5:00 p.m, Future plans to expand it within the time period to 24 hours a day, 7 days per week and to ensure that these calls are being answered promptly, courteously and accurately. As of October 29, 1999 we moved one CiviCall call taker to the lobby of City Hall to welcome citizens, to instruct them as to how to move through City Hall expeditiously and correctly and to take CiviCall calls and be an information booth area. . Hired an Administrator of CiviCall to oversee the two CiviCall call takers who will be routing all calls to all CiviCall takers. . Currently writing new legislation and introducing it to Miami-Dade County for all electronic stores and to make sure they are practicing good customer service. . The Office of Tourism and Convention has worked very closely with hotels to have an on- going education regarding what hoteliers should do for their hotels, their staff and guests to prepare for hurricane by going and doing in-service education on their own premises and to the Greater Miami and the Beaches Hotel Association and the City of Miami Beach. We had a seminar given by Florida University and went through everything every hotelier should know regarding hurricane procedures, We start on May 1st. of each year. . Expansion of the Miami Beach Tourist Hot Line card into English and Spanish and to ensure 24 hours coverage, 7 days a week to assist tourists, talk to Consuls, work with the Miami Beach Police Department, on a 24 hours call, assist in obtaining passports, airline tickets, provide with emergency money. The Victim's Assistance Program gives tourists in need cash money for food, cloth, medicine, provide them with hotel accommodation for limited stay if necessary to ensure that tourists know that the City of Miami Beach will go that extra mile for them. This is a unique and only program in the United States. To expand this service to the Miami International Airport we are giving out the Miami Beach Chamber of Commerce Visitors Guides and the Miami Beach Tourism Hot Line cards in all five information booths and in the car rental booths and place the Hot Line card throughout all the hotels and to all Concierges to continually monitor this program and make it stronger and better. Bringing journalists, television reporters to Miami Beach in co-partnering with the Greater Miami Convention and Visitors Bureau and telling them the exciting story of Miami Beach. Also we were the original and only City in the world that started the gay and lesbian familiarization media tours seven years ago. . Adoption of the Human Rights Ordinance. . Assembling Press Kits and sending them around the world and initiating stories about Miami Beach world wide and working with them. . Participate and assist in Public Relations for special conventions and events visiting our City, and expanding contacts in the travel industry, following up with a letter. . Welcome dignitaries to the City of Miami Beach to ensure that they have the finest in hotel accommodations, limousine transportation, meals. .
