A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE AMENDMENT NO. 1 TO THE AGREEMENT
WITH TOM GRABOSKI ASSOCIATES, INC., IN THE
AMOUNT OF $15,000, PLUS $2,700 ALLOWANCE FOR
REIMBURSABLE EXPENSES FOR ADDITIONAL SERVICES
TO DESIGN STREET AND DIRECTIONAL SIGNS FOR
LINCOLN ROAD.
WHEREAS, on November 5, 1997, the Mayor and City Commission authorized a
Professional Services Agreement (the Agreement) with Tom Graboski and Associates, Inc., for the
design of signs for the interior and exterior of the Miami Beach Convention Center and the Jackie
Gleason Theater of the Performing Arts; and
WHEREAS, the Administration recommends the installation of improved dedicated signage
for Lincoln Road to improve the public's ability to move about the area, and
WHEREAS, the Administration now requests approval of Amendment No. I to the
agreement with Tom Graboski and Associates, Inc., in the total amount of$15,000 for professional
services, and a $2,700 allowance for reimbursable expenses, for a total authorization of $17,700,
to design the required signs, and to prepare bid, fabrication and construction documents for the
procurement of the signs.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve and authorize the Mayor and City Clerk to execute Amendment No.1 to the
Agreement with Tom Graboski and Associates, Inc., in the amount of $15,000, plus $2,700
allowance for reimbursable expenses, a total of $17,700, for additional services to design street and
directional signs for Lincoln Road.

Funds are available in the Lincoln Road Capital Improvement Project Account No.
426.2115.069358.
ANAL YSIS:
On May 20, 1998 a Professional Services Agreement was executed between the City and Tom
Graboski Associates, Inc. (Graboski) to develop environmental graphics signage design and related
engineering services for the Miami Beach Convention Center and TOP A signage program. Because
of this experience with signage in Miami Beach, it has been recommended that the Graboski firm
be retained to design the signage for the Lincoln Road area.
Signage was identified as an important component ofthe Lincoln Road Capital Improvement Project.
That element will be addressed through the amended contract with Graboski. After reviewing
signage requirements for Lincoln Road, and receiving input from Michael Comras, of the Comras
Company, and Robert Warren of The Frieze, acting as a sub-committee of Lincoln Road Marketing,
Inc. (LRM), the Administration negotiated a proposal with Graboski to perform the design work
requested by LRM and agreed to by the City Administration. The design will consist of street signs,
including block number indicators, and informational signs, located on each block, which would
incorporate a map of Lincoln Road identifying businesses and cultural locations.

Graboski has submitted a proposal to undertake the design of these two elements of the signage
required for a lump-sum price of $15,000, plus reimbursable expenses estimated at $2,700. His
original estimate was $16,400.
The Administration is requesting approval and execution of Amendment No.1 to the Agreement
with Tom Graboski and Associates, Inc. ~n the amount of$15,000 for the proposed design work, plus
$2,700 for reimbursable expenses.
It is recommended that the Mayor and City Commission adopt the Resolution authorizing the Mayor
and City Clerk to execute Amendment No.1 to the Agreement with Tom Graboski and Associates,
Inc. for additional design services.

This Amendment No.1, dated as of /7 NbU'n,,"k,,-, 1999, to that certain Agreement, dated
November 5, 1997, by and between the City of Miami Beach, Florida (City) and Tom Graboski and
Associates, Inc. (Consultant).
WHEREAS, the Agreement provides for the provision of design services for both interior
and exterior signage in and around the Miami Beach Convention Center and the Jackie Gleason
Theater of the Performing Arts; and
WHEREAS, the Administration recommends that design work be undertaken to prepare
design plans and specifications for street signs and directional signs to be fabricated and installed
in and around Lincoln Road, including preparation of bidding, manufacturing and installation
documents, and the observation of fabrication and installation.
1. ABOVE RECITALS
The above recitals are true and correct and incorporated as a part of this Amendment No.1.
2. MODIFICATIONS
The Agreement is amended to add the following additional services:
a. Exhibit "A," entitled Scope of Services/Compensation for Additional Services.
3. OTHER PROVISIONS.
All other provisions of the Agreement, as amended, are unchanged.
4. RATIFICATION.
The City and Consultant ratify the terms of the Agreement, as amended, as modified by this
Amendment No. 1.

EXHIBIT "A"
Scope of work:
Design of a way finding and directional signage system to assist visitors to Lincoln Road Mall
and better understand, use and enjoy this unique environment. This will include the design of:
1. Wayfinding Kiosks
Working with an established format supplied by Outdoor Systems Advertising, we will
create a Mall map and directory system and design it into a two-or three-sided kiosk
structure. Each structure would have a site-specific "You are Here" dot.
a. Locations will be one per block of Lincoln Road Mall
b. Side one: Will contain a directory map
c. Side Two or Three: Advertising Space
d. Design would be the size/format recommended by Outdoor Systems, where
appropriate, but will be of a custom design to fit the unique character of
Lincoln Road Mall.
2. Street Intersection Identifiers
Design a unique "street sign" to identify Lincoln Road Mall to the north/south
vehicular traffic on the cross-streets, as well as to identify a sense of place for the
Mall pedestrian ("Drexel Ave.", "Pennsylvania Ave.", etc.) to help orientation.
These signs will be located at each of the north-south cross-streets in such a way
as to be visible to vehicular traffic, as well as pedestrian traffic.
The overall purpose of this project is to lend a sense of visual unity to the mall by creating a
sense of place through landmarks and wayfinding/directional icons and signage elements, while
keeping the overall feeling of Lincoln Road Mall.
Method of Operation:
Part 1 Analysis, Research, Planning and Preliminary Design
Part 2 Final Design
Part 3 Documentation and Bidding
Part 4 Observation and Implementation.
Part 1: Analysis, Planning and Preliminary Design
A. Analysis of project requirements to define and identify areas of involvement to
achieve effective graphic communication within the mall and the site itself.
1. Review of architectural plans of the project and/or aerial photos.
2. Obtain necessary information concerning operating and functional
requirements of the project.
3. Review budgetary considerations with the Client.
4. Determine code requirements applicable to the project, traffic safety, and
handicapped codes.
B. Planning and Preliminary Design
1. Develop graphic systems and concepts for effective communication
throughout the site.
2. Provide preliminary schedule and location drawings for graphic elements and
slgnage.
3. Provide schematic designs of all elements showing approximate colors, sizes,
shapes and styles, etc.
4. Review with Client: graphics schedules, copy, colors, and locations, for
approval, as well as wayfinding sign types, locations, messages.
Part 2: Final Design and Coordination
A. Final Design
1. Using applicable techniques, develop designs for all signage and graphic items
that were, approved in Part 1.
2. Design and select appropriate alphabets, letterforms, color and materials for
all items.
3. Development of designs and presentation to Client.
B. Coordination
1. Coordinate final copy with Client.
2. Obtain cost estimates for fabrication.
Part 3: Documentation and Bidding
A. Working Drawings and Specifications
1. Provide tinallocation plans and graphics schedule of all items.
2. Provide working drawings for all signage to be manufactured.
B. Bidding
1. Assist the Client to select competent fabricators to bid on work specified.
2. Issue documents for bidding and review drawings with bidders.
Part 4: Observation and Implementation
A. Observation of fabricator's work.
1. Assist the Client to coordinate the awarding of contract for fabrication and
installation to successful bidder.
2. Review shop drawings provided by fabricator(s).
3. Observation of Installation.
All phases of the work mentioned will be reviewed and approved by the Client, or his
representative, prior to work on the next phase. One individual appointed by the Client to make
approvals to the designer is ideal and greatly reduces the time require to implement the project.
The Client and Tom Graboski Associates, Inc. shall mutually participate in development of all
sign wording with final approval provided by the Client.
At all times, we will work closely with the City staff, and/or area merchants committee,
architects, and landscape architects to ensure a complete overall image.
Design Fees:
Our design fee for the completion ofthe above Scope will be $15,000.00
plus design-related reimbursable expenses as outlined below.
Reimbursable Expenses:
In addition to our fees, Tom Graboski Associates, Inc., will be reimbursed for all actual outside
services or expenses related to the execution of this contract, plus 17% to cover administrative
costs. Such reimbursables include, but are not limited to, the following: renderings, prototypes,
models, stock photos, preparation of camera ready art work, commissioned illustrations, digital
output, deliveries, long distance phone calls, mileage, facsimile transmittals, photocopies,
typesetting, etc. Travel and lodging outside Dade and Broward Counties (approved in advance)
will be billed at cost.
We estimate the total cost ofreimbursables to be approximately $2,700.00.
