ANALYSIS:
On July 3, 1996, the City Commission authorized an agreement with Savino & Miller Design Studio
for the preparation of a master plan for Washington Avenue. In January 1998, following several
neighborhood meetings with the community, Savino & Miller completed a master plan for
recommended improvements on Washington A venue.
Subsequently, a revised plan with a phased approach was developed and presented to the Finance
and Citywide Projects Committee on November 19, 1998. The Committee recommended that
architecturaVengineering fees be negotiated to implement the revised plan and that this amount be
included in the budget and funding plan for the project. The project budget has been amended to
include architectural/engineering fees, the cost of project administration and an appropriate
contingency. This revised budget amount is estimated to be $3,588,220.

On December 16, 1998, the City Commission authorized Amendment No. 1 to this Agreement in
the amount of $9,500 to prepare a study and plan to illustrate landscaping and engineering
improvements which conform to the budget developed for this project. On January 6, 1999, the City
Commission authorized Amendment No.2 to this agreement in the amount of $18, 135 to prepare
construction documents for median plantings and irrigation improvements. On March 3, 1999, the
City Commission authorized Amendment No.3 to this agreement in the amount of$9,800 to prepare
construction documents for median lighting improvements. On October 20, 1999, the City
Commission authorized Amendment No. 4 to this agreement in the amount of $ 8,100 for
construction phase services associated with the Phase three improvements.
The Administration is now seeking approval for professional architectural/engineering services
associated with the Phase 2, 4, & 5 improvements. Included in the proposal from Savino & Miller
Design Studio is the cost associated with designing drainage improvements required throughout the
project not previously identified in the original Master Plan. In addition, the proposal includes
provisions for designing landscape improvements to the median on W ashington Avenue between
16th Street and Lincoln Road also not addressed in the original Master Plan. The cost to perform the
work is $376,000. Funding is available from previously appropriated funds in Work Order No. 2143
and Work Order 2190.
The City Commission should adopt the Resolution in order to provide for professional
architectural/engineering services for Phase 2, 4, & 5 improvements.
