HomeMy WebLinkAbout513-2005 RDA Reso RESOLUTION NO. 513-2005 A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY APPROVING THE APPROPRIATION OF NON-TAX INCREMENT REDEVELOPMENT AGENCY FUNDS FROM THE CITY CENTER REDEVEOPLMENT DISTRICT, IN THE AMOUNT OF $355,000, TO COMPLETE ENGINEERING DESIGN AND CONSTRUCTION OF THE 18th STREET STREET ENDS AND THE RICHMOND HOTEL SECTION OF THE BEACHWALK PROJECT. WHEREAS, the City's Beachwalk Project consists of a multi-purpose public access trail, that winds its way along the western edge of the sand dune, from the southern end of the existing boardwalk at 21st Street ,south to the northern end of Lummus Park; and WHEREAS, the trail is a brick-paved, fifteen-foot wide, on-grade pathway with pedestrian scale lighting, low coral rock accent walls and mosaic paverstone plazas at the public beach accesses and street-ends; and WHEREAS, the overgrown and nuisance exotic vegetation growing along the dune area will be removed and replaced with irrigated, native landscape plantings and coconut palm shade canopy areas; and WHEREAS, the original Beachwalk Project scope included improvements to the 1 ih 18th and 20th Street street ends respectively; however the 18th Street street end and the section of the Beachwalk behind the Richmond Hotel are not yet complete; and WHEREAS, to complete engineering ,design and construction of the 18th Street street end and the Richmond Hotel section of the Beachwalk Project, in accordance with the project plans and specifications, will cost $355,000; and WHEREAS, the necessary funds are available from Non-Tax Increment Redevelopment Agency funds from the City Center Redevelopment District, which were specifically allocated for this Project. Issue: Shall the Miami Beach Redevelopment Agency approve the appropriation of $355,000 in City Funds from Non-Tax Increment Redevelopment Agency Funds from City Center to complete engineering, design and construction of the 18th Streetend and the Richmond Hotel section of the Beachwalk Project? Item Summary/Recommendation: The Beachwalk is a multi-purpose public access trail that winds its way along the western edge of the sand dune, from the southern end of the existing boardwalk at 21 st Street south to the northern end of Lummus Park. The original Beachwalk Project scope included improvements to the 1 ih, 18th, and 20th, Streetends. Improvements to the 1 ih Streetend were completed by the Beachwalk contractor R.L. Saum. However, the 18th and 20th Streetends were deleted from the contractor's scope of work and will be completed using City Utility crews and a Job Order Contractor (JOC). No funds were previously appropriated for the deleted work. Above ground construction for the 18th Streetend is estimated to begin by September 12, 2005. Due to litigation 1 the Richmond Hotel section was postponed. Since the City of Miami Beach prevailed in litigation, construction began in July 2005, $355,000.00 is necessary in order to complete engineering, design and construction of the 18th Streetend and the Richmond Hotel section of the Beachwalk Project in accordance with the project plans and specifications. At the beginning of the Beachwalk Project, non-tax increment Redevelopment Agency funds from City Center were allocated specifically for this project. It is anticipated that the 18th Streetend work will be complete before the end of the 2005 calendar year. The Richmond Hotel work is completed, Improvements for the 20th Streetend are awaiting final approval for construction permits from the Florida Department of Environmental protection. Construction is estimated to begin after January 2006. Additional non-tax increment Redevelopment Agency funds from City Center will be requested at a later date.
