RESOLUTION NO. 2005-25960
A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA
AUTHORIZING THE MAYOR, OR HIS DESIGNEE, TO
EXECUTE A MEMORANDUM OF UNDERSTANDING
WITH THE UNITED STATES SECRET SERVICE FOR THE
PURPOSE OF COORDINATING LAW ENFORCEMENT
INVESTIGATIONS AS PART OF THE SECRET
SERVICE'S MIAMI ELECTRONIC CRIMES TASK FORCE;
PROVIDING FOR REIMBURSEMENT BY THE
DEPARTMENT OF TREASURY FOR CERTAIN
INVESTIGATIVE OVERTIME AND TRAINING
EXPENDITURES.
WHEREAS, it is the responsibility of the City of Miami Beach, Florida to ensure
the public safety of their citizens by providing adequate levels of police service and
investigations of crime; and
WHEREAS, the United States Secret Service's Miami Electronic Crimes Task
Force (MECTF) has recently assisted the City of Miami Beach Police Department in
conducting child exploitation investigations; and
WHEREAS, participation in the MECTF will assist the City of Miami Beach Police
Department ensure the forensic collection and preservation of electronic evidence in
these types of investigation; and
WHEREAS, the City of Miami Beach and the United States Secret Service have
the authority under 31 USC 9703, as amended, to enter into the attached Memorandum
of Understanding;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor, or his
designee, are authorized to execute the attached Memorand of Understanding, for
the purpose of coordinating law enforcement investigati911s as rt of the Secret
Service's Miami Electronic Crimes Task Force. /

Condensed Title:
A resolution of the Mayor and City Commission of the City of Miami Beach, Florida authorizing the Mayor,
or his designee, to execute a Memorandum of Understanding with the United States Secret Service for the
purpose of coordinating law enforcement investigations as part of the Secret Service's Miami Electronic
Crimes Task Force; providing for reimbursement by the Department of Treasury for certain investigative
overtime and traininQ expenditures.
Issue:
Shall the City of Miami Beach execute a Memorandum of Understanding with the United States Secret
Service that will allow for the coordinating of investigations via the Miami Electronic Crimes Task Force?
Item Summary/Recommendation:
The Administration recommends the adoption of this resolution. This Memorandum of Understanding
between the City of Miami Beach Police Department and the United States Secret Service will allow Miami
Beach Police Detectives to participate in the Miami Electronic Crimes Task Force (MECTF). The MECTF
has been assisting the Miami Beach Police Department on recent cases involving child exploitation
investigations and forensic examination of computer hardware. The Memorandum of Understanding also
provides for reimbursement by the Department of Treasury for certain investigative overtime and training
expenditures as well as acquisition of investigative equipment required for these types of investigations.

Adopt the Resolution.
ANALYSIS
This Memorandum of Understanding between the City of Miami Beach Police Department
and the United States Secret Service will allow Miami Beach Police Detectives to
participate in the Miami Electronic Crimes Task Force (MECTF).
The MECTF has been assisting the Miami Beach Police Department on recent cases
involving child exploitation investigations and forensic examination of computer hardware.
The Memorandum of Understanding also provides for reimbursement by the Department of
Treasury for certain investigative overtime and training expenditures as well as acquisition
of investigative equipment required for these types of investigations.
CONCLUSION
It is recommended that the Mayor and City Commission adopt this Resolution and
authorize the signing of the Memorandum of Understanding that will allow for the
coordination of electronic crimes investigations.
