A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO.
2004-25594 WHICH ESTABLISHED THE CURRENT MAXIMUM
SCHEDULE OF USER RATES FOR THE MIAMI BEACH GOLF CLUB;
SAID AMENDMENT MODIFYING ONLY THE NON-RESIDENT RATES
AS DELINEATED IN ATTACHMENT "A"; FURTHER RECOGNIZING
THAT THE CITY COMMISSION HAS CERTAIN DEFINED
RESPONSIBILITIES WITH REGARD TO OVERSIGHT OF THE CITY OF
MIAMI BEACH GOLF COURSES AND APPROVING AND AUTHORIZING
THE ISSUANCE OF AN ANNUAL RESIDENT SINGLE MEMBERSHIP TO
THE CITY'S GOLF COURSES FOR SITTING MEMBERS OF THE CITY
COMMISSION.
WHEREAS, on September 25, 2002, the Mayor and City Commission
approved Resolution No. 2002-24995, which established the schedule of user rates
for the newly renovated Miami Beach Golf Club (formerly known as the Bayshore
Golf Course); and
WHEREAS, the Miami Beach Golf Club opened for play in mid-December of
2002 under the City Commission approved fees at the time, and since then has met
its revenue projections, which enabled the payment of the annual debt service of
over $800,000 per fiscal year; and
WHEREAS, on June 9, 2004, the Mayor and City Commission approved
Resolution No. 2004-25594, which amended the initial fees established for the
Miami Beach Golf Club under Resolution No. 2002-24995; and
WHEREAS, in order to continue to generate the revenues needed to ensure
the golf course continues to be maintained to its present high standards, the newly
opened clubhouse is properly equipped, maintained and operated, and the
customer service the Miami Beach Golf Club client has come to expect is provided.
the Administration, in conjunction with the Miami Beach Golf Club management
company, Professional Course Management (PCM), would recommend an
amendment to Resolution No. 2004-25594 , for non- resident rates for Fiscal Years
(FY) 2006 and 2007, as set forth in Attachment "A"; and
WHEREAS, these non-resident rates were developed based on current and
anticipated rates charged by other high quality tourist destination/ resort level golf
courses that are comparable to the Miami Beach Golf Club; and
WHEREAS, the new fees, as recommended in FY 05/06, will increase the
tourist rate by $10.00 in the Winter season and $5.00 in the Summer season and, in
FY 06/07, $15.00 in the Winter season and $5.00 in the Summer season; all well
within the range of rates of other courses of similar resort quality; and

WHEREAS, the resident rates for both day play and memberships will not be
changed from the rates approved in 2004, pursuant to Resolution No. 2004-25594 ;
and
WHEREAS, at its meeting of July 5, 2005, the City of Miami Beach Golf
Advisory Board, voted unanimously to approve the revised rates for non-resident
golfers, as proposed herein; and
WHEREAS, these rate changes were also approved by a unanimous vote of
the Budget Advisory Committee at its meeting of August 16, 2005; and
WHEREAS, additionally, the Administration would hereby recommend that
the Mayor and City Commission approve an annual resident single membership to
the City's golf courses to be offered to all sitting members of the City Commission;
and
WHEREAS, this membership would be non-transferable; and
WHEREAS, there is a clear public purpose for this membership, as the City
Commission has oversight over the City's golf courses including, but not limited to,
the selection of a day-to-day operator and management company; approval and
oversight of the annual golf course operating budgets; and establishment of fees,
rates, rules and regulations and policies impacting the golf courses.
NOW, THEREFORE, BE IT DULY RESOLVED BYTHE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and
City Commission hereby approve an amendment to Resolution No. 2004-25594,
which established the current maximum schedule of user rates forthe Miami Beach
Golf Club; said amendment modifying only the non-resident rates, as delineated in
Attachment "A"; further recognizing that the City Commission has certain defined
responsibilities with regard to oversight of the City of Miami Beach Golf Courses and
approving and authorizing the issuance of an annual resident single membership to
the City of Miami Beach Golf Courses for sitting me r fthe City Commission.

Condensed Title:
A Resolution of the Mayor and City Commission of Miami Beach, Florida amending Resolution No.
2004-25594 which established the current user rates for the Miami Beach Golf Club to modify rates
for non-residents only as delineated in attachment "A"; and considering an annual resident single
membershi to the Cit's olf courses for sittin members of the Cit Commission.

Item Summary/Recommendation:
The Administration desires to amend the golf rates fees for the Miami Beach Golf Club per attached
rates sheet for non-residents, hotel guests and day visitors reflective of comparable rates with other
golf courses of similar high quality in Miami-Dade and Broward Counties.
The proposed rates were developed by the Administration and the City's golf management firm,
Professional Course Management (PCM). It is estimated that the increased fees could generate
additional revenue in the amount of $150,000 annually. The added revenue will enable the levels of
customer service and maintenance to remain at the current high standards, which are being very
positively received by the golfing public.
Additionally the Mayor and City Commission may wish to consider an annual resident single
membership to the City's golf courses to be offered to all sitting members of the City Commission. It
is our understanding that, although not formalized, other communities provide similar considerations
to elected officials as there is a clear public purpose for this membership. The City Commission as in
other localities, provides oversight to golf operations including but not limited to the selection of a
day-to-day operator and management company; approval and oversight of the annual golf courses
operating budgets, and establishment offees, rates, rules and regulations and policies impacting the
qolf courses.
Advisory Board Recommendation:
The revised fees as recommended for 05/06 were reviewed and approved by the Miami Beach Golf
Advisory Board on July 5, 2005, and by the Budget Advisory Committee at their meeting of August
16,2005.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
ANALYSIS
On September 25, 2002, the Mayor and member of the City Commission approved
Resolution No. 2002-24995 which established the schedule of user rates for the newly
renovated Miami Beach Golf Club, formally known as the Bayshore golf course. This
approval was the result of extensive planning, evaluation and analysis developed to be the
projected operational costs and debt service as well as sensitivity to the price point of the
Miami Beach resident, the tourist and day player.
The Miami Beach Golf Club opened for play in mid-December of 2002 under the
Commission approved fees. Since the opening the Miami Beach Golf Club has met its
revenue projections which enabled the payment of the annual debt service of over
$800,000 perfiscal year. On June 9, 2004, the City Commission approved Resolution No.
2004-25594 authorizing the first amendment to the initial fees established for the Miami
Beach Golf Club.

In order to generate the revenue needed to ensure that the golf course and clubhouse are
maintained at their high standards, the Administration, in conjunction with the club's
management, PCM (Professional Course Management) have developed the proposed
rates, see attachment "A" for non-resident golfers for F.Y. 2006 and F.Y. 2007.
These non-resident rates were developed based on current and anticipated rates charged
by other high quality tourist destination/ resort level golf courses that are comparable to the
Miami Beach Golf Club. Please see attachment "B" for a full comparison.
The new fees as recommended in F.Y. 05/06 will increase the tourist rate by $10.00 in
winter season and $5.00 in the summer and in F.Y. 06/07 by $15.00 in the winter season
and $5.00 in the summer season, all well within the range of rates of other courses of
similar resort quality. The resident rates for both day plav and memberships will not
be chanaed from the rates approved in 2004. The increased non-resident fees could
generate additional revenue of $150,000 annually. The added revenue will enable the
customer service and maintenance standards to remain at their current levels, which are
being very positively received by the golfing public. Furthermore it will enable the operation
to properly plan for future anticipated expenditures by establishing a capital reserve for
capital improvements and capital equipment replacements. The new rates for F.Y. 05 - 06
will take effect October 1, 2005, but will be advertised immediately upon approval.
It should be noted that at its meeting of July 5, 2005, the City of Miami Beach Golf Advisory
Board voted unanimously to approve the rates for 2006 as proposed. The rates as
proposed for non-resident golfers were also approved by a unanimous vote ofthe Budget
Advisory Committee at their meeting of August 16, 2005.
In addition to the rate adjustment the Mayor and City Commission may wish to consider an
annual resident single membership to the City's golf courses to be offered to all sitting
members of the City Commission. It is our understanding that, although not formalized,
other communities provide similar considerations to elected officials as there is a clear
public purpose for this membership. The City Commission as in other localities, provides
oversight to golf operations including but not limited to the selection of a day-to-day
operator and management company; approval and oversight of the annual golf courses

In the event the Mayor and City Commission wish to pursue this option, the membership
would be non-transferable and in compliance with all established rules and regulations
governing membership at the City of Miami Beach Golf Courses. The resolution for this
item incorporates this option for the Mayor and City Commission.
Based on the proven success of the Miami Beach Golf Club to date, and to ensure its
continued success, the Administration recommends the approval of the attached
resolution.
