HomeMy WebLinkAbout2005-26012 Reso RESOLUTION NO. 2005-26012 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE CITY MANAGER'S RECOMMENDATION, AND APPROVING THE CULTURAL ARTS COUNCIL'S FUNDING RECOMMENDATIONS, AND AWARDING $613,810 IN SAID GRANTS, FOR FISCAL YEAR 2005/2006, AS IDENTIFIED IN THE ATTACHED EXHIBIT "A"; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE SAID GRANT AGREEMENTS, AND MAKE THE AWARD OF SAID GRANT MONIES SUBJECT TO AND CONTINGENT UPON THE APPROVAL OF THE CULTURAL ARTS COUNCIL'S BUDGET FOR FISCAL YEAR 2005/2006. WHEREAS, the Miami Beach Cultural Arts Council (CAC) was created to develop, coordinate, and promote the performing and visual arts of the City if Miami Beach for the enjoyment, education, cultural enrichment, and benefit of the residents of and visitors to the City; and WHEREAS, from March 15 to July 5, 2005, the CAC conducted ITS application and review process for its Fiscal Year 2005/2006 Cultural Arts Grant Programs; and WHEREAS, the City's Cultural Affairs staff selected 33 volunteer grants panelists, reflecting the community's diversity, to evaluate 52 applications, requesting a total of $995,000; and WHEREAS, the CAC, at its regular meeting on JulyS, 2005, reviewed the recommendations of the grants panels and unanimously supported the recommended Cultural Arts awards for Fiscal Year 2005/2006; all as more specifically identified in Exhibit "A", attached hereto. WHEREAS, the City Manager has reviewed the recommendations and concurs with same. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission accept the City Manager's recommendations and hereby approves the award of $613,S1 0 in CAC grants for Fiscal Year 2005/2006, as identified in the attached Exhibit "A"; and further authorize the Mayor and City Clerk to execute said Grant Agreements, making the award of said grants subject to and contingent upon the approva.1 of the CAC's budget for Fiscal Ye 9015/2006. ! Issue: Shall the City approve and accept the grant award recommendations and award $613,810 said Cultural Arts Grants for Fiscal Year 2005/2006? Item Summary/Recommendation: From March 15 through to July 5, 2005, the CAC conducted an application and review process for its Fiscal Year 2005/2006 Cultural Arts Grant Programs. This process included 33 volunteer grants panelists who reflected the community's diversity, to evaluate 52 applications, requesting a total of $995,000. The grant panels' recommendations were presented to the CAC at their July 8 meeting, where the CAC unanimously supported them. As you can see from the attached Exhbit "A", five organizations were not recommended for funding. One (1) of the five (5) organizations, FlU School of Music, was not eligible for review as they failed to attend the mandatory panel review meeting, which automatically disqualifies an applicant. The four (4) remaining unfunded organizations did not achieve the minimum score, 80, from the review panel to be eligible to receive a grant award. The CAC's funding recommendations, approved on July 8, 2005, included no funding for these organizations. Notwithstanding, one (1) organization has expressed concerns with the panel process and subsequent CAC recommendation. The Administration has reviewed the matter andprovided suggested allocations, as reflected in the attached memorandum, should the City Commission choose to fund those four (4) organizations. Adopt the resolution and approve, accept, and award the Fiscal Year 2005/2006 Cultural Arts Council grant recommendations in the amount of $613,810. Adviso Board Recommendation: The Cultural Arts Council reviewed the grant panel recommendations at their July 8 meeting and su orts the recommended awards as reflected in the second column of Exhibit "A". Subject: ADMINISTRATION RECOMMENDATION Adopt the Resolution. FUNDING Funding is available from the Cultural Arts Council's (CAC) budget for Fiscal Year 2005/2006. ANAL YSIS The Mayor and City Commission passed an Ordinance in 1997 establishing the Cultural Arts Council to support the visual and performing arts in Miami Beach. The cultural arts grants program, a central component of the Council's master plan, provides funding to not-for-profits arts organizations through a competitive application and review process. This funding annually results in hundreds of performances, exhibits, and other cultural events throughout the City of Miami Beach. In 1998, a competitive process was established to review grant applications and assess the cultural community's needs. The grant categories and their objectives are listed below. Cultural Anchors - Provides grants to the major preeminent art institutions physically based in the City of Miami Beach, whose primary mission is year-round artistic and cultural programming that contributes significantly to the cultural life of the City of Miami Beach. Organizations must have minimum organizational budget levels of $750,000. Grants may be used towards operational expenses in association with the annual cultural programming described in the application. The seven groups are ArtCenter/South Florida, Bass Museum of Art, Jewish Museum of Florida, Miami City Ballet, Miami Design Preservation League, New World Symphony, and Wolfsonian-FIU. Artistic Disciplines - Dance, Film, Music, and Theater Provides grants to arts and cultural organizations whose primary mission is to create and present productions in one of the following artistic disciplines; Dance, Film, Music or Theater. Organizations receiving an Artistic Discipline Grant are chosen based on demonstrated artistic talent and potential and the vision for the proposed project, in relation to their overall artistic goals. Arts and Cultural Education - Provides grants to cultural organizations whose primary mission is to provide support for rich and challenging arts learning opportunities for children and adults in City of Miami Beach schools and neighborhoods. Grants may be used for programs, workshops, lectures/demonstrations, and other projects designed to increase skills and awareness of the arts. Cultural Presenters - Provides grants to organizations whose primary mission is to produce and present cultural and artistic productions. Cultural Tourism (CAC & VCA funding split) - Provides grants to support major cultural arts performances, festivals, and events which attract a significant number of tourists to the City of Miami Beach. The grants programs are divided into two application periods and all CAC grant applications, guidelines, and instructions were offered in English and Spanish. Applications were made available through the Department of Tourism and Cultural Development and electronically on both the City of Miami Beach's (www.miamibeachfl.gov) and the Cultural Affairs Program's (www.mbculture.ora) websites. Additionally, the grant programs were publicized in English and Spanish media and via electronic mail. Between March 28 through April 13 (Cycle I) and May 16 through June 2 (Cycle II), Cultural Affairs staff met individually with all applicants to determine eligibility, program category, and offer guidance regarding application preparation. Final grant applications for the two program cycles were due on April 14 and June 6 respectively. The application process yielded 52 viable applications for cultural programming in 2005/2006, with requests totaling $995,000 inclusive of the VCA/CAC joint Cultural Tourism Program. The CAC grants funding was allocated for each program as follows: Cultural Anchors Dance Film Music Theater Arts & Cultural Education Cultural Presenters Cultural Tourism $184,150.00 $ 56,908.52 $ 26,017.70 $ 83,196.44 $ 32,522.34 $101,600.00 $ 79,415.00 $ 50.000.00 rvCA/CAC split $100,000) Total CAC funds: $613.810.00 In April 2004, Cultural Affairs staff developed eight grant program panels with 33 volunteer panelists (Exhibit B) comprised of CAC members, citizens and professionals in the various artistic disciplines. Cultural Affairs staff led grant panel orientation meetings for all program panelists. CAC members co-chaired the panels, which convened at public meetings in City Hall between May 10 and July 5. The grants panels reviewed applications in alphabetical order. Applicants were allowed to address specific questions from the panelists. The applications were scored using evaluation forms based on criteria listed in the application, then averaged. The applications were ranked and the panels made their funding recommendations. The CAC adopted the panel recommendations at their July 8,2005 meeting. As you can see from the attached Exhibit "A", five organizations were not recommended for funding. One (1) of the five (5) organizations, FlU School of Music, was not eligible for review as they failed to attend the mandatory panel review meeting, which automatically disqualifies an applicant. Fotomission Total: $8,400 $8,400 $8,400 $8.400 $33,600 Note: This amount is comparable to the amount allocated to two (2) of the four (4) organizations that applied and received grant funds in fiscal year 2004/2005. An available source of funding, should the Commission choose to fund these four (4) organizations, would be unspent fiscal year 2004/2005 grant funds that have been recaptured, as follows: . Creative Arts Enterprises . Gold Coast Theater . Black Door Dance . StOry Theater Total: $8,000 (non-compliant first check not cashed) $7,000 (non-compliant first check not cashed) $7,000 (did not complete project - refunding first half) $12.600 (declined arant - oraanization out of business) $34,600 Note: This allocation would reduce the fund balance for the CAC for the 2005/2006 fiscal year. The CAC also allocated a matching grant of $50,000 to the VCA/CAC Cultural Tourism Program. Similar to the CAC grants panel process, the VCA and CAC jointly convened a Cultural Tourism Panel on June 13 to review and recommend funding for this category. The VCA and the CAC each contribute $50,000 for a total category funding of $1 00,000. The Cultural Tourism Program awards totaled $100,000. Inclusive of the VCA grant of $50,000, the total cultural grants funding awarded is $663,81 o. Total CAC grants funding of $613,81 0, represents a 2.50t'o increase over FY 04/05 grant funds. Should the additional four (4) organizations be funded, the total allocation would be $647,410, an 80/0 increase. CONCLUSION The Mayor and City Commission should adopt the CAC's recommendation as detailed in the third column of Exhibit II A".
