RESOLUTION NO. 2005-26015
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING FREE
ADMISSION FOR RESIDENTS OF THE CITY OF MIAMI BEACH
TO THE CITY'S POOLS AND FREE GENERAL ADMISSION TO
THE CITY'S YOUTH CENTERS DURING NON-PROGRAMMED
HOURS FOR FISCAL YEAR 2005 - 2006.
WHEREAS, on July 30, 2003, the Mayor and Members of the City
Commission approved Resolution No. 2003-25306, which established a schedule of
user fees for Parks and Recreation programs and services, facility admissions and
rentals, and other related activities; and
WHEREAS, this fee structure was implemented and has been in place
since October 1,2003; and
WHEREAS, taking into consideration the anticipated resources that might be
available in the Fiscal Year (FY) 2005/06 Budget, the Administration conducted an
analysis to estimate how much revenue would go uncollected if the City's pools and
youth centers were made available free of charge to Miami Beach residents during
non-programmed hours; and
WHEREAS, based on past user history, it was estimated that approximately
$80,000 in revenues previously collected from Miami Beach residents ($75,000 from
the pools and $5,000 from the youth centers) would not be collected; and
WHEREAS, this amount of potential revenue was assessed against the
substantial benefit of offering the City's residents free admission, and it was
determined by the Administration to be a very cost effective action; and
WHEREAS, the Administration is recommending that the Scott Rakow Youth
Center, which is presently closed to the general public on Saturday, and the North
Shore Park Youth Center, which is, with the exception of the gymnasium, closed to
the public on Sundays, be open to the residents of Miami Beach for general use
free of charge on both days; and
WHEREAS, the Parks & Recreation Department is presently working with the
City's Communications Department to prepare a public information campaign
advising City residents of this proposed change in policy and, if hereby approved by
the City Commission, will initiate the program immediately upon the final approval of
the FY 2005-06 City Budget; and
WHEREAS, based on the countless benefits to the City's residents and in
particular the City's youth, and the enjoyment it will bring to the youth, adults and
families taking advantage of this offer, the Administration recommends the approval
of this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BYTHE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby approves and authorizes free admission for residents of the
City of Miami Beach to the City's pools and free general admission to the City's
youth centers during all non-programmed hours for Fiscal Year 2005 - 2006.

Item Summary/Recommendation:
On July 30, 2003, the Mayor and member of the City Commission approved Resolution No. 2003-

At the direction of the City Commission to expand Parks & Recreation services, the Administration
evaluated resources anticipated to be available in the F.Y. 2005/06 budget and conducted an analysis
to estimate how much revenue would go uncollected if the pools and youth centers were made
available, free of charge, to Miami Beach residents during non-programmed hours. The amount of
potential revenue was assessed against the expanded free services for our residents and it was
determined by the Administration to be a very beneficial action. Additionally, the Scott Rakow Youth

On July 30, 2003, the Mayor and Members of the City Commission approved Resolution
No. 2003-25306 which established a schedule of user fees for Parks and Recreation
programs and services, facility admissions and rentals, and other related activities. This
fee structure was implemented and has been in place since October 1, 2003.
At the direction of the City Commission to utilize resources projected to be available in the
F.Y. 2005/06 budget to expand parks and recreation services, the Administration
conducted an analysis to determine how much revenue would go uncollected if the pools
and youth centers were made available, free of charge, to Miami Beach residents during
non-programmed hours. Based on past user history it was estimated that approximately
$80,000 in revenue previously collected from Miami Beach residents ($75,000 from the
pools and $5,000 from the youth centers) would not be collected. It should be noted that
this projection is for the Scott Rakow and Flamingo pools only and will increase when the
Normandy Park pool opens in 2006. This amount has been anticipated in the FY 2005/06
budget that has been presented to the City Commission for approval.

The free admissions concept was presented at the Parks and Recreation Department's
Commission Budget workshop, the Budget Advisory Committee meeting of August 16th and
the Parks and Recreation Advisory Board meeting of September 7, 2005. Although no
formal motions were made by the boards the concept of free admissions was very well
received and supported by all.
The Parks & Recreation Department is presently working with the Communications
Department to prepare a public information campaign advising our residents of this very
beneficial change in policy and will initiate the program immediately upon the final approval
of the City's FY 2005/06 Budget.
Based on the countless benefits to our residents and the enjoyment it will bring to the
youth, adults and families taking advantage of this offer, the Administration recommends
the approval of this resolution.
