98-22624 RESO RESOLUTION NO. 98-22624 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT GRANT APPLICATIONS TO THE MIAMI BEACH VISITOR & CONVENTION AUTHORITY FOR FUNDING CONSIDERATION UNDER THE 1997-98 CULTURAL AND SPECIAL EVENT GRANTS PROGRAM, FOR SUPPORT OF THE RECREATION, CULTURE AND PARKS DEPARTMENT'S 1998 FESTIVAL OF THE ARTS, AND THE 1998 NATIONAL RECREATION & PARKS ASSOCIATION'S HOST CITY SOCIAL EVENTS "PASSPORT TO PARADISE" ON LINCOLN ROAD & "PLAYGROUND OF THE AMERICAS" IN LUMMUS PARK IN THE AMOUNTS OF $10,000 AND $25,000, RESPECTIVELY; AUTHORIZING THE ACCEPTANCE OF THE GRANTS, IF AWARDED; AND APPROPRIATING THE AWARDED FUNDS IN COMPLIANCE WITH THE TERMS OF THE GRANTS. WHEREAS, the Miami Beach Visitors and Convention Authority has grant funds available under the 1997-98 Cultural and Special Event Grants Program for community and tourist based special events; and WHEREAS, the City of Miami Beach Recreation, Culture & Parks Department will be presenting the 24th Annual Festival of the Arts in the North Shore Open Space Park on February 7-8, 1998; and WHEREAS, the Recreation, Culture and Parks Department will be co- hosting the 1998 National Recreation and Parks Association Congress on Miami Beach on September 23 -26, 1998, and will be co-hosting the "Passport to Paradise" event on Lincoln Road and the "Playground of the Americas" event in Lummus Park, and anticipates having in excess of 6,500 delegates, exhibitors, and guests in attendance; and WHEREAS, the budgets for these events are estimated at $98,600 for the 24th Annual Festival of the Arts and $204,926 for the 1998 National Recreation and Parks Association Congress events, and these grants would be used to offset a portion of the estimated costs; and WHEREAS, these events will have a positive impact on our residents, tourists, and convention visitors by providing a community recreational and cultural activity and an economic benefit resulting from the patronizing of local hotels, restaurant and shops. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager, or his designee, is hereby authorized to submit grant applications to the Miami Beach Visitor & Convention Authority for funding consideration under the 1997- 98 Cultural and Special Events Grants Program, for support of the Recreation, Culture and Parks Department's 1998 Festival of the Arts, and the 1998 National Recreation & Parks Association's Host City Social Events "Passport to Paradise" on Lincoln Road & "Playground of the Americas" in Lummus Park, in the amounts of $10,000 and $25,000, respectively; to accept the grants, if awarded; and to appropriate the awarded funds in compliance with the terms of the grants. ADMINISTRATION RECOMMENDATION: Approve the resolution. BACKGROUND: The " Festival of the Arts" is an important annual event which evolved from a local street show to one of the largest a~d most prestigious shows in the Southeastern United States. The show, previously held between 5300 and 5700 Collins Avenue, had to be moved to the 30- acre North Shore Open Space Park due to the significant landscape proj ect installed in the Collins Avenue medians. The 1998 "Festival of the Arts" will be held on February 7-8, 1998, and anticipates attracting over 175 artists and 35,000 attendees. AGENDA ITEM C I C DATE l -,- 9_g Commission Memorandum - January 7,1998 Page 2 In addition the City of Miami Beach and Miami-Dade County were awarded in 1993 the bid to host the 1998 National Recreation & Parks Association Conference The conference, to be held primarily on Miami Beach, is expected to bring in excess of 6,500 conventioneers, exhibitors and guests to the Greater Miami & Miami Beach area on September 23 -27, 1998. The City of Miami Beach, through the Recreation, Culture and Parks Department, will host the two maj or social events of the conference: the" Passport to Paradise", which will be held on Lincoln Road Mall, and the "Playground of the Americas" in.Lummus Park. ANALYSIS: The "Festival of the Arts" was originally administered entirely by funds generated from area sponsors, artists, and vendor fees. Following the relocation of this event to North Beach in 1995, additional funding for advertising and promotions, as well as a search for new area sponsors, became necessary. The event is still primarily funded by artist vendor fees and sponsors. If approved, the City of Miami Beach Visitors & Convention Authority funding would significantly enhance the advertising and promotion of the event. The "Passport to Paradise", a Lincoln Road event, and the "Playground of the Americas", a Lummus Park event are both in support of the 1998 National Recreation & Parks Association Conference, and are new events that the City will co-host. The budgets for the events are estimated at $98,600 (Arts Festival) and $205,000 (National Recreation and Parks Association Congress). The events will be primarily funded by delegate contributions and sponsorships. There will be no cash match from the City's budget for either of these grant applications.
