98-22626 RESO RESOLUTION NO. 98-22626 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AN APPROPRIATION OF $143,150 FROM THE PARKS AND RECREATION BEAUTIFICATION BOND FUND 366 INT-GA. WORK ORDER TO BE ESTABLISHED FOR ARCHITECTURAL SERVICES FOR t.HE REDESIGN OR RENOVATION, OR A COMBINATION REDESIGN AND RENOVATION, OF THE BA YSHORE /PAR 3 AND NORMANDY SHORES GOLF COURSES, CLUBHOUSES, AND RELATED FACILITIES. WHEREAS, the Mayor and City Commission, the Administration and residents have placed a renewed emphasis on the value and benefits of the City's golf courses; and WHEREAS, this renewed emphasis resulted in the creation of the Golf Course Ad Hoc Committee which is charged with the task of making recommendations for the future direction of the City's golf courses; and WHEREAS, one of the Golf Course Ad Hoc Committee's recommendations was to retain the services of qualified golf course and clubhouse architects to evaluate the current conditions of the City's golf courses and clubhouses and propose conceptual designs for the redesign, renovation, or a combination of redesign and renovations, for each facility; and WHEREAS, on March 25, 1997, the Mayor and City Commission approved the issuance of a Request for Qualifications (RFQ) Number 79-96/97 for the professional services of golf course architects; and WHEREAS, on October 21, 1997, the Mayor and Commission approved and authorized the execution of a Professional Services Agreement with the number one ranked firm, Arthur Hills & Associates (Consultant), pursuant to RFQ Number 79-96/97 for a golf course architect to prepare conceptual designs, plans, and specifications for the upgrade of three City of Miami Beach golf courses; and WHEREAS, the negotiated fee for Phase I of the Arthur Hills Professional Services Agreement, cost of surveying and related reimbursable expenses, is approximately $125,000, with the balance being held in contingency; and WHEREAS, funds are available from the Parks and Recreation Beautification Bond Fund 366 which will be expended to compensate the Consultant for the scope of services approved in the RFQ Number 79- 96/97 for a golf course architect to prepare conceptual designs, plans, and specifications for the upgrade of three City of Miami Beach golf courses and the Arthur Hills Professional Services Agreement. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve an appropriation of $143,150, from the Parks and Recreation Beautification Bond Fund 366, into a Work Order to be established, for architectural services for the redesign or renovation, or a combination of redesign and renovation, of the Bayshore, Normandy Shores and Par 3 Golf Courses, clubhouses and related facilities. BACKGROUND: In recent years. the City of Miami Beach Mayor and Commission, Administration. and residents have placed a renewed emphasis on the value and benefits of the BayshOl'e. Normandy Shores. ,md Par 3 golf courses. This is evidenced by the growing number of requests for improved quality and maintenance of the courses (uld enhanced service levels in the clubhouses, and by the increased number of residents, guests, and conventioneers pl'lying at City courses. In response to these requests. the City Commission appointed the Gol f Course Ad Hoc C omrnittec to \vork iu conjunction with the Golf Advisory Board and the Administration to evaluate the present conditioj]s of the golf courses. make recommendations as to the future management of the golf courses and identify capital improvements net'ded at each course. These recommendations included: · The selection of an interim management company upon the conclusion of the American Golf Corporation contract. · Capital improvements for each course, clubhouse and related facilities to be completed separately. · Financing for the capital improvements to be secured through the issuance of bonds, participation by the hotels, and/or a portion of the $35 million obtained from Miami-Dade CountylMiami Beach negotiations. AGENDA ITEM CiE l-i-9K DATE ANAL YSIS: Based on the recommendations of the Golf Course Ad Hoc Committee and the Golf Advisory Board the Administration sought Commission approval to issue Requests For Qualifications seeking the professional services of golf course and clubhouse architects to redesign or renovate the Bayshore/Par 3 and Normandy Shores golf courses, the clubhouses and related facilities. These tasks were initiated on October 21, 1997, with the execution of an agreement with the golf course architectural firm of Arthur Hills and Associates, and the issuance of a Request For Qualifications for Golf Course Clubhouse Architects on December 3, 1997. The next step in this process is to implement Phase I of the agreement with Arthur Hills and Associates. Phase I is the Consultation, Planning, and Conceptual Design phase. In this phase the architect will conduct a comprehensive analysis of existing conditions at each course and develop a minimum of two (2) conceptual design alternatives for each golf course. The conceptual designs will clearly indicate the locations of all tees, greens, fairway boundaries, driving range, putting/chipping green, and all other pertinent information necessary for the City to determine the best and most cost effective solutions available for improving the golf courses. Each conceptual design will include cost estimates for the proposed option. The estimated cost to accomplish Phase I of the Arthur Hills and Associates work is approximately $125,000. This includes the negotiated fee of $75,000 for the architectural services, cost of surveying and related reimbursable expenses. The balance will be held in contingency for future work, if necessary. The funding to accomplish this task will be the reallocated balances remaining from projects completed and closed out in the Parks and Recreation Beautification Bond Fund 366. Additionally, the Request for Qualifications seeking golf clubhouse architects, (No. 18-97/98) was issued on December 5, 1997, and will be opened on January 30, 1998. Following the opening of responses the evaluation and selection procedures will be implemented. CONCLUSION: The approval of the attached Resolution will enable the City to implement Phase I of the GolfCourse(s) Renovation Program and continue the plan developed to improve and upgrade the Bayshore, Normandy Shores, and Par 3 golf courses.
