A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING THE PLACEMENT OF SIXTY
FIVE (65) BANNERS, FROM JANUARY 17 TO FEBRUARY 7, 2000, FOR THE MIAMI
BEACH FESTIVAL OF THE ARTS, AS REQUESTED BY THE APPLICANT AT THE
FOLWWING LOCATIONS: McARTHUR CAUSEWAY COAST GUARD STATION TO
ALTON ROAD; 5TH STREET, FROM ALTON ROAD TO OCEAN DRIVE; COLLINS
A VENUE, FROM 43RD STREET TO 62ND STREET, AND 71ST STREET TO 87TH
STREET; HARDING A VENUE, FROM 87TH STREET TO 73RD STREET; ABBOTT
A VENUE, FROM 73RD STREET TO 69TH STREET; OCEAN TERRACE, FROM 73RD
TO 75TH STREET; ARTHUR GODFREY ROAD, FROM ALTON ROAD TO PINE TREE
DRIVE; CONVENTION CENTER DRIVE, FROM 17TH STREET TO 20TH STREET;
SAID BANNERS TO BE AFFIXED TO LIGHT POLES IN THE PUBLIC RlGHT-OF-
WAY, MEASURING 36" X 7 ' AND HAVING COPY AND DESIGN, AS SHOWN ON THE
ATTACHED DRAWINGS; THE ADMINISTRATION FURTHER RECOMMENDS THAT
THE BANNERS BE INSTALLED NO EARLIER THAN JANUARY 17, 2000, AND
REMOVED BY FEBRUARY 7, 2000.
WHEREAS, the 26th Annual Miami Beach Festival of the Arts (Applicant) will be held
on February 5 & 6, 2000, at Ocean Terrace in North Beach; and
WHEREAS, in order to publicize the Festival and draw attention of the media and the
public at large, the Applicant has requested light pole banners, measuring 36 inches by 7 feet,
to be placed at: McArthur Causeway Coast Guard Station to Alton Road; 5th Street, from Alton
Road to Ocean Drive; Collins Avenue, from 43rd Street to 62nd Street, and 71st Street to 87th
Street; Harding Avenue, from 87th Street to 73rd Street; Abbott Avenue, from 73rd Street to 69th
Street; Ocean Terrace, from 73rd to 75th Street; Arthur Godfrey Road, from Alton Road to
Pinetree Drive; and Convention Center Drive, from 17th Street to 20th Street; and
WHEREAS, said banners will be installed no earlier than January 17, 2000, and removed
by February 7, 2000; and
WHEREAS, the Applicant has requested approval and authorization for the placement
of a total of sixty five (65) banners; and
WHEREAS, the Applicant will post a performance bond to ensure the removal of the
banners by February 7, 2000, and will ensure that any damage to light poles will be repaired at
its expense, and will meet all other applicable City requirements; and
WHEREAS, Section 9-3.CA of the City's Zoning Ordinance (Ordinance No.89-2665),
as amended, requires that the Mayor and City Commission approve the installation of temporary
banners,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of sixty five (65) banners,from January
17 to February 7,2000, for the Miami Beach Festival of the Arts, as requested by the Applicant
at the following locations: McArthur Causeway Coast Guard Station to Alton Road; 5th Street,
from Alton Road to Ocean Drive; Collins Avenue, from 43rd Street to 62nd Street, and 71st
Street to 87th Street; Harding Avenue, from 87th Street to 73rd Street; Abbott Avenue, from 73rd
Street to 69th Street; Ocean Terrace, from 73rd to 75th Street; Arthur Godfrey Road, from Alton
Road to Pinetree Drive; and Convention Center Drive, from 17th Street to 20th Street, said
banners to be affixed to light poles in the public right-of-way, measure 36 inches by 7 feet and
having copy and design, as shown on the attached drawings; and further recommend that the
banners be installed no earlier than January 17,2000, and removed by February 7, 2000, and shall
be installed and removed in accordance with all other applicable City requirements.

Pursuant to Section 9-3-CA - Light Pole Banners: The following
information is provided for the Light Pole Banners for Greater Miami
Convention & Visitors Bureau Light Pole Banners for events at The Miami
Beach Convention Center.
The light pole banners for the City of Miami Beach Festival of the Arts event on Ocean
Terrace at 73'<1 Street 36 inches. in width and 7ft. in length, double faced and made of
vinyl. It will be a four spot color screen printed process with the same images on both
sides of banner. The text of the light pole banner is the name of the event, date and place
which constitutes the overall image of the pole banner. The logo of City of Miami Beach
Festival ofthe Arts is three quarters square foot of the total area of the pole banner.

ANALYSIS
Light Pole Banners affixed to light poles or other similar structures on the public right-of-way
shall be subject to the following regulations:
a. The right to install, as well as the number, location and method of installation
of banners shall be subject to the Design Review process and approved by the City
Commission and the Public Works Department.

b. Banners announcing special events, either to be held in Miami Beach or to be
associated in some manner with Miami Beach, as determined by the City
Commission, may be erected up to thirty days prior to the event being announced
and must be removed within seven days after said event.
c. A performance bond shall be required to ensure the removal of the banners in case
of advanced deterioration of the banners, or if a dangerous condition presents itself,
the City may at its sole discretion direct the banners to be removed at any time.
The purpose of the banner is to celebrate MIAMI BEACH FESTIVAL OF THE ARTS, February
5 & 6, 2000.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than January 17, 2000, and removed no later than February 7, 2000.
