RESOLUTION NO. 2000-23438
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING FUNDING OF CITY SERVICES, IN
THE AMOUNT OF $55,653.00, FROM THE RESORT TAX FUND, TO SUPPORT
ART DECO WEEKEND 2000, TO BE HELD ON JANUARY 14, 15 & 16, 2000.
WHEREAS, Art Deco Weekend, to be held January 14, 15 & 16, 2000, is the
internationally acclaimed celebration of the architecture of the Miami Beach Historic District; and
WHEREAS, for the past 23 years, this event has played a major role in educating the
public and promoting our area as a destination rich in history, architecture, culture and natural
beauty; and
WHEREAS, the Miami Beach Art Deco Historic District has become the number two
tourist attraction in the State of Florida, and cultural tourism is one of the fastest growing
segments of worldwide tourism.
WHEREAS, in December 1999, the City Manager waived City service fees in the amount
of $13,778.00; and
WHEREAS, the source of funding will be the Resort Tax Fund; and
WHEREAS, in order to maximize the economic impact of Art Deco Weekend 2000 on
the local business community, the Organizational Committee is seeking an additional cash
contribution from the City for City services, in the amount of $55,653.00.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the City Manager, or his Designee, to approve funding
of City services, in the amount of $55,653.00, from the Resort Tax Fund, to support Art Deco
Weekend 2000, to be held on January 14, 15 & 16, 2000.

ART DECO FESTIVAL
FIRE RESCUE OPERATIONAL - EMERGENCY MEDICAL SERVICES
January 14 -16, 2000
Bike Medics and the Event Rescue Supervisor will respond t requests for aid in the detail
area on bicycles, on foot, or on the Rescue Detail Scooter. Detail personnel will start
initial aid. Patients requiring transport to a medical facility will be transported by an on
duty Rescue Unit or by Private Ambulance.
Uniform of the day will be the Rescue Jumpsuit for all personnel. A fanny pack will be
issued to each Bike Medic for use during the detail. Radios can be clipped to this pack.
The Rescue Supervisor and one F-I will report for duty at the Command Post located in
the 1000 block of Ocean Dr., directly across from the Adrian Hotel.
Deployment of the Bike Medics will be one team North of the Command Post and one
team South. When all four bikes are in service, two medic teams will work together. One
team member with an AED the other with the jump bags. When only two bikes are
deployed, both will carry an AED and jump bag.
Radios will be on the "Detail" channe~ (#11). Use rank and name for communications.
Only the supervisor should "QSY" to the main channel to communicate with dispatch or
responding units unless circumstances warrant otherwise.
Dispatch will monitor the "Detail" channel and dispatch detail units to calls for assistance
within the detail area. Detail units will call for back up or transport from on duty units if
needed.
Bicycles and equipment will be kept at S1. 2 in the Rescue Office between details. Log all
equipment in and out with Lt. 5. The Scooter will be kept at station 2 in the Rescue bay.
Check all equipment thoroughly prior to reporting to detail site.
Bikes must be locked to a secure object and all equipment taken with you if leaving the
bike unattended.
Reports will be written on all requests of aid. The Supervisor will keep a log of all detail
activity and actions of Fire Rescue detail personnel. The log sheet and all reports
generated will be submitted to 500 at the conclusion of the detail, January 18,2000.
The detail supervisors will contact 300 for additional personnel ifwarranted. If event is
rained out or lightly attended, personnel will be released with a four-hour minimum.
As always, your input and suggestions are solicited and welcome. Please bear in mind the
importance of projecting a positive image of our Fire Department with every interaction.

'!he Art ~ Weekend is a four day event. It takes place on
Ocean Drive between 5 and 15 St. IS. O::ean Drive and the side
streets between Collins and Ck:ean are closed to vehicular traffic.
Crc:Md attendance is estinated at 100,000 per day. Vehicle traffic
is exfeCted to be very heavy on surrounding thoroughfares. ~gular
fire and rescue protection units may be oonfronted by critical
delays to calls for service in and around the detail area.

During Festival hours, three two person teems of Fire' Depa.rt:nent
Paranedi.cs will be deployed between 5th and 15th streets.
One Lieutenant/Event SUpervisor will deploy with a Firefighter I
at the ccmnand post with the Rescue Scooter and AI.S equiJ;I1'eIlt.
'!he Scooter Team ,rill respond to energency calls and will serve
as the prinary transport vehicle inside the Festival area.
Any person J:eqUi.ring transport to the hospital, will be turned
over to an on duty Fire ReSCtE Unit or other transport mUt.

will be entitled to access their designated facility (location) throughout the event. It is :vIDPL's
option to recover the vendor parking fees by assessing a parking fee to all vendors, :vIDPL. at its
discretion, may tlssess an administrative fee to vendor parking permits in an amount not to exceed
$10.00 per permit (four day event).
VISITOR PARKI~G
The following garages and surface lots \vill be attended by the City of Miami Beach Parking
Department. The facilities will be attended three (3) hours prior to the official starting time and
close one (1) hour prior to official closing time of the event. The parking rate shall be a flat rate of
$6.00 per space. There will be no in and out privileges and the receipt \vill be required to be placed
on the dashboard. On-street disabled parking will be made available to driver's displaying a valid
disabled permit/decal and/or identification; however, off-street disabled parking will be available

There \vill be strategically placed trailblazing signage indicating park and ride facilities including
trailer signage indicating "Art Deco Weekend" and "Park and Ride" to complement the VMS
signage on the causeways.
ON-STREET METER REl\TALS
All parking meters on Ocean Drive and side streets will be bagged at 11 :00 P,M. on Thursday,
January 13,2000. 13th and 14th Streets will be closed at Ocean Court instead of Collins Avenue
in order to provide access to the 13th Street Municipal Parking Garage. Parking meter heads will
be turned (to allow for tent installations) by 12 Noon, Wednesday, January 12,2000. Parking meters
\viIl remain turned and bagged for the duration of the event.
The yalue of parking and related services this year is $12,958. As always. the City supports the
Miami Design Prese[\'ation League and Art Deco Weekend. As aforementioned, the Parking
Department \vill be progressi\'ely decreasing the discount percentage for parking fees, Art Deco
2000 parking fees are 57,775.
The total amount due to the City is 57,775 (see attached invoice). If you should have any further

Art Deco Weekend, to be held January 14, 15 & 16, 2000, is the internationally acclaimed

This year's theme, Paris 1925/Miami Beach 2000 - 75 years of Art Deco, will appeal to both the
domestic and international audience. The most glittering and acclaimed moment in the history of
Art Deco was the legendary Exposition Internationale des Arts Decoratifs et Industriels Modemes,
mounted in Paris in 1925, after being delayed almost a decade by World War I. Art Deco
Weekend 2000 will explore all that made Paris 1925 such an influential epoch. The 2000 lecture
and film series will bring in scholars from around the nation to conduct informative lectures
highlighting design, fashion, film and architecture.

The Miami Design Preservation League produces the Art Deco Weekend event each year. For
Art Deco Weekend 2000 it has received grants from the Miami Beach Visitor & Convention
Authority ($20,000), Miami Dade Cultural Affairs Council ($23,700), and the Miami Dade
Tourism Development Council ($15,000).
On December 2, 1999, the City Manager waived numerous city service fees in the amount of
$ 13,778 (In Kind). In an effort to maximize the economic impact of the Art Deco Week 2000
