99-23433 RESO
RESOLUTION NO.
99-23433
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ENDORSING
THE NEED FOR CONSTRUCTION OF A NEW HIGH
SCHOOL FACILITY AT MIAMI BEACH SENIOR HIGH
SCHOOL AND REQUESTING THAT THE MIAMI-DADE
COUNTY SCHOOL BOARD INITIATE PLANS TO REPLACE
THE FACILITIES AT MIAMI BEACH SENIOR HIGH
SCHOOL WITH A NEW STATE OF THE ART FACILITY.
WHEREAS, quality educational facilities are a vital element of the public school system
and are essential to the achievement of desired opportunities and results for the youth of our area;
and
WHEREAS, the quality and condition of the facilities at Miami Beach Senior High School
have deteriorated to such an extent that they are a detriment to, rather than an enhancement of, the
educational opportunities available to high school students; and
WHEREAS, the beach area communities of Miami Beach, Surfside, North Bay Village, Bal
Harbour Village, and Bay Harbor Islands, which comprise much of the geographic "feeder pattern"
of the student population of Miami Beach Senior High School, contribute enormous sums of tax
revenue into the Miami-Dade County public school system every year; and
WHEREAS, there is a significant inequity between tax revenue provided to the County
public school system from the geographic area in relation to the investment of educational
expenditures back into this area by that system; and
WHEREAS, this community and all beach area communities have historically and
enthusiastically supported public education and the ideals of first-rate educational programs and
facilities at all public schools in the County; and
WHEREAS, the current condition of facilities at Miami Beach Senior High School presents
an urgent need for the construction of a new high school which would resolve the safety, health,
well-being, and educational issues that exist today as a result of the poor quality and condition of
existing facilities; and
WHEREAS, current levels of funding from State and local sources for the construction of
new public school facilities are sufficient to provide the means of achieving a new, state of the art
high school facility at Miami Beach Senior High School without undue delay.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, endorsing the need for
construction of a new high school facility and requesting that the Miami-Dade County School Board
initiate plans to replace the facilities at Miami Beach Senior High School with a new State of the
Art facility.

SUBJECT: GOALS FOR PUBLIC EDUCATION ON mE BEACH

OFTIC~
Please agenda a discussion item for the December 15th City Commission meeting regarding
public education on the beach. Similar to Biscayne Elementcuy and North Beach
Elementcuy, Beach High is also in need of a new campus facility. I believe it is an
appropriate time to begin comprehensive discussions with the beach communities, the
Miami-Dade County School Board, the PTA's, and other civic organizations to identify goals
for the public system in our community.
