HomeMy WebLinkAbout2005-26023 Reso RESOLUTION NO. 2005-26023 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE ADMINISTRATION TO ISSUE A PURCHASE ORDER TO GREENWALD INDUSTRIES, AS THE SOLE SOURCE PROVIDER OF PARKING METER SMART CARDS, FOR THE CITY'S PARKING METER SYSTEMS, IN THE ESTIMATED AMOUNT OF $108,800. WHEREAS, the smart card systems have been in place within the City for over three years; and WHEREAS, Greenwald Industries currently supplies the City with parking meter smart cards, which cannot be replicated by another vendor; and WHEREAS, smart card systems are designed to use specific key codes which are unique to each manufacturer and customer; and WHEREAS, if the City were to source the smart cards from another vendor, all parking meters in use, as well as all new locations, would have to be retrofitted to accept other suppliers' key codes; and WHEREAS, the Parking Department has determined there is an estimated annual requirement of 65,000 parking meter smart cards and is recommending that Greenwald Industries is the sole source provider of these cards; and WHEREAS, as provided pursuant to Section 2-367 (d) of the Miami Beach City Code, the Administration has determined that Greenwald Industries meets the requirements for a sole source provider of parking meter smart cards for the City's parking meter systems, and would therefore recommend that a purchase order be issued to Greenwald Industries, in the estimated amount of $108,800. NOW, THEREFORE, BE IT DULY RESOLVED, BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Administration to issue a Purchase Order to Greenwald Industries, as the sole source provo er of parking meter smart cards, for the City's parking meter systems, in the estimat d ount of $108,800. The smart card systems have been in place within the City for over three years. Annual estimated demand for the smart cards is approximately 65,000. The quantity of smart cards that would be purchased under this resolution would cover the City's requirements for a year. Greenwald Industries currently supplies the City with parking meter smart cards, which cannot be replicated by another vendor. Smart card systems are designed to use specific key codes which are unique to each manufacturer and customer, and cannot be duplicated. This process ensures a higher level of security to the City so that clone cards cannot be created and used to cheat, or bypass, the system. If the City were to source the smart cards from another vendor, all parking meters in use, as well as all new locations, would have to be retrofitted to accept other suppliers' key codes. In addition, since suppliers use different software, cards, and reload systems, a change in sources of the smart cards would require the City to run duplicate systems for all parking meter applications. RECOMMENDATION The Administration recommends that the Mayor and City Commission adopt the attached resolution, approving and authorizing the issuance of a Purchase Order to Greenwald Industries, as the sole source provider of parking meter smart cards, for the City's parking meter systems, in the estimated amount of $108,800. This process ensures a higher level of security to our customers so that clone cards can't be created and used to cheat the system. If the City of Miami Beach wanted to source another vendor) all pending meters in circulation, and a11new locations would have to be retrofitted to accept other suppliers key codes.
