HomeMy WebLinkAbout2005-26024 Reso RESOLUTION NO. 2005-26024 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A MEMORANDUM OF AGREEMENT BETWEEN MIAMI-DADE COUNTY AND THE CITY, WHEREIN THE COUNTY AGREES TO REIMBURSE THE CITY FOR THE DESIGN, PERMITTING, PROCUREMENT AND INSTAllATION OF STANDARD MAST-ARM SIGNALIZATION SYSTEMS AT THE INTERSECTIONS OF WASHINGTON AVENUE AND 11TH, 12TH, 13TH AND 14TH STREETS, IN AN AMOUNT NOT TO EXCEED $686,880; AND FURTHER AUTHORIZING THE ADVANCEMENT OF $686,880 FROM UNDESIGNATED GENERAL FUND BALANCE FOR SUBSEQUENT REIMBURSEMENT BY COUNTY ROAD IMPACT FEE- DISTRICT 8 FUNDS. WHEREAS, in July 2004, the City began construction of a $13.1 million Roadway Improvements Project on Washington Avenue, from 5th Street to 16th Street; and WHEREAS, under the Road Impact Fee (RIF) Program, Miami-Dade County Public Works had planned to install new standard mast-arm si~nalization systems at the intersections of Washington Avenue at 11th, 12th, 13th, and 14t Streets; and WHEREAS, the County project timeline does not coincide with the construction schedule for the Washington Avenue Project which is being managed by the Miami Beach Capital Improvements Program (CIP) Department; and WHEREAS, the upgrading of four intersections from span-wire traffic signals to Miami-Dade County standard mast-arm signals is estimated to cost $686,880 (the Project); and WHEREAS, pursuant to City-County negotiations, the County agreed to allow the City to install the Project, as part of the Washington Avenue Improvements, and to reimburse the City, at $686,880, for the design, permitting, and installation costs of the Project, utilizing Fiscal Year 2004-05 RIF-District 8 funds; and WHEREAS, in addition, the County has agreed to furnish all mast arms, poles, and controllers to the City, and to be responsible for the inspection of each signal modification; and WHEREAS, the Project will be added as a change order to Ric-Man International, the City contractor for the Washington Avenue Improvements; and. WHEREAS, the attached Memorandum of Agreement needs to be executed by the City and the County to ensure reimbursement by County RIF funds. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to execute a Memorandum of Agreement with Miami-Dade County, wherein the County agrees to reimburse the City for the design, permitting, and installation of standard mast-arm signalization systems at the intersections of Washington Avenue and 11th, 12th, 13th and 14th Streets, in an amount not to exceed $686,880; and further authorizing the advancement of $686,880 from Undesignated General Fund Balance for subsequent reimbursement by the County Road Impact Fee-District 8 Funds. Issue: Shall the City execute a Memorandum of Agreement with the County for the purpose above stated? Item Summa IRecommendation: The County, under the Road Impact Fee program, was planning to upgrade existing traffic signals on Washington Avenue in future years. The City requested the traffic signals be upgraded concurrently with the Washington Avenue Improvements Project. Ric-Man International, the City contractor for the Washington Ave. project prepared the $686,880 cost proposal which was submitted, by the City, to Miami Dade County for review. The County agreed to fund, via the reimbursement method, the design, permitting, provision and installation of the mast-arm traffic signals at the four proposed intersections, pending approval and execution of the attached Memorandum of Agreement. The City Undesignated General Fund Balance is the appropriate source to provide advancement funds for the project, for subsequent reimbursement by the County Road Impact Fee-District 8 Fund. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANAL YSIS Under the Road Impact Fee (RIF) Program, the County had planned to install new standard mast-arm si~nalization systems at the intersections of Washington Avenue at 11 th , 12th, 13th, and 14 h Streets. However, the County project timeline does not coincide with the construction schedule for the Washington Avenue Improvement Project, being managed by the Capital Improvements Program (CIP) Department. The City held discussions with the County to see if both projects could be coordinated and managed by the City under one contract. These negotiations have produced a commitment by the County to reimburse the City for the design, permitting, and installation of mast-arm signals at four Washington Avenue intersections, respectively at 11 th, 12th, 13th and 14th Streets, utilizing FY 2004-05 RIF-District 8 (Miami Beach) funds. In addition, the County has agreed to furnish all mast-arms, poles, and controllers to the City contractor, and to be responsible for the inspection of each signal modification. At a September 14, 2005 meeting held at the County Public Works Department and attended by representatives from City Public Works, Hazen & Sawyer, and the City Contractor/Ric-Man International, Ric-Man agreed to upgrade the traffic signals for the County-approved amount of $686,880. The work will be added as a change order to Rie- Man's contract with the City. A formal Memorandum of Agreement must be executed with the County for these funds. The Administration proposes to advance $686,880 from Undesignated General Fund Balance for the purpose, for subsequent reimbursement by County Road Impact Fee (RIF) funds within the same fiscal year as the funds are advanced. Ric-Man International will maintain the installed mast-arm traffic signals for the standard gO-day period. Upon acceptance of the signal installation, the County will assume responsibility over maintenance services.
