A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE
RANKING OF QUALIFICATIONS RECEIVED PURSUANT TO
REQUEST FOR QUALIFICATIONS (RFQ) NO. 27-04/05, FOR
PROFESSIONAL SERVICES FOR A COASTAL COMMUNITIES
TRANSPORTATION MASTER PLAN (CCTMP); AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE TOP-
RANKED FIRM OF THE CORRADINO GROUP; AND SHOULD THE
ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN AGREEMENT
WITH THE TOP-RANKED FIRM, AUTHORIZING THE
ADMINISTRATION TO NEGOTIATE WITH THE SECOND-RANKED
FIRM OF HDR ENGINEERING, INC; AND SHOULD THE
ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN AGREEMENT
WITH THE SECOND-RANKED FIRM, AUTHORIZING THE
ADMINISTRATION TO NEGOTIATE WITH THE THIRD-RANKED FIRM
OF POST BUCKLEY SCHUH AND JERNIGAN (PBS&J).

WHEREAS, the City of Miami Beach, in a joint effort with its neighboring
coastal communities (the City of Aventura, City of Sunny Isles Beach, Town of
Bal Harbour Village, Town of Bay Harbor Islands, Town of Surfside, and City of
North Bay Village) has agreed to develop a Coastal Communities Transportation
Master Plan (the CCTMP) that will assess the current traffic and transportation
issues on the barrier islands, and recommend short, mid, and long term multi-
modal solutions to transportation issues, on a sub-regional basis; and
WHEREAS, the City of Miami Beach has also agreed to assume the leading
role in the CCTMP effort, with active participation by the partner municipalities;
and
WHEREAS, on July 6, 2005, the City Commission authorized the issuance
of Request for Qualifications (RFQ) No. 27-04/05 to seek responses from firms
with strong professional qualifications in the development of traffic/transportation
master plans, such as the CCTMP; and
WHEREAS, RFQ No. 27-04/05 was issued on June 27, 2005 with an
opening date of August 9, 2005; and
WHEREAS, five (5) proposals were received in response to the RFQ, by the
following firms:
. Bermello, Ajamil & Partners, Inc.
. HDR Engineering, Inc.
· Post Buckley Schuh and Jernigan (PBS&J)
. The Corradino Group
. Wilbur Smith Associates; and
WHEREAS, an Evaluation Committee (the Committee) was appointed by the
City Manager via Letter to Commission No. 193-2005, consisting of the following
individuals:
. Fernando Vazquez, Miami Beach City Engineer (Committee Chair)
· Eric Soroka, City Manager of Aventura
· Christopher Russo, City Manager of Sunny Isle Beach
· Michael Miller, Town Planner for Bal Harbour Village and Bay Harbor
Islands
. Jeff Smolansky, Town Manager, Surfside
· Robert Pushkin, Assistant City Manager, North Bay Village
· Stephen Nostrand, Chair, Miami Beach Transportation and Parking
Committee
· Jeffrey Bradley, Member, Miami Beach Transportation and Parking
Committee
. Wilson Fernandez, MPO Project Manager
· David Fialkoff, Chief of Transit Planning and Scheduling, Miami-Dade
Transit
· Suzie Ladouceur, Transportation Planner, Florida Department of
Transportation; and
WHEREAS, on September 22, 2005, the Committee convened, discussed
the qualifications and credentials of, and heard oral presentations from the five
(5) responsive firms; and
WHEREAS, the Committee ranked the firms as follows:
. The Corradino Group (Corradino) received five first-place votes and
was ranked first;
· HDR Engineering, Inc. received three first-place votes and was ranked
second;
. PBS&J received more third-place votes than the firm of Wilbur Smith
Associates and was ranked third; and
WHEREAS, the City Manager has reviewed the Committee's
recommendation and recommends that the Mayor and City Commission accept
the Committee's recommendation, relative to the ranking of firms pursuant to
RFQ No. 27-04/05.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby accept the recommendation of the City Manager
pertaining to the ranking of qualifications received pursuant to Request for
Qualifications (RFQ) No. 27 -04/05, for professional services for a Coastal
Communities Transportation Master Plan (CCTMP); authorize the Administration
to enter into negotiations with the top-ranked firm of The Corradino Group; and
should the Administration not be able to negotiate an agreement with the top-
ranked firm, authorizing the Administration to negotiate with the second-ranked
firm of HDR Engineering, Inc; and should the Administration not be able to
negotiate an agreement with the second-ranked firm, authorizing the
Administration to negotiate with the third-ranked firm of Post Buckley Schuh and
Jernigan (PBS&J).

Item Summary/Recommendation:
On July 6, 2005, the City Commission authorized the issuance of RFQ No. 27-04/05 to seek responses from firms
with strong professional qualifications in the development of traffic/transportation master plan for the Coastal
Communities of northeast Miami-Dade County.
RFQ No. 27-04/05 was issued on June 27,2005 with an opening date of August 9,2005. A pre-proposal conference
to provide information to firms considering submitting a response was held on July 19, 2005. BidNet issued bid
notices to 100 prospective proposers, resulting in 32 proposers requesting RFQ packages, which resulted in the
receipt of the following five (5) proposals from:
. Bermello, Ajamil & Partners, Inc,
. HDR Engineering, Inc.
. Post Buckley Schuh and Jernigan (PBS & J)
. The Corradino Group
. Wilbur Smith Associates
On September 22,2005, the Evaluation Committee convened. All five (5) firms who provided response to this RFQ
provided presentations to the Evaluation Committee. After the each of the firms' presentations, the Committee
members discussed at length their individual perceptions ofthe proposal qualifications, experience, and competence
of the firms and then ranked the firms accordingly:
. First: The Corradino Group
. Second: HDR Engineering, Inc.
. Third: Post Buckley Schuh and Jernigan (PBS&J)
The Corradino Group was deemed to be the first-ranked firm based on the experience and qualifications oftheirteam.
ACCEPT THE CITY MANAGER'S RECOMMENDATION AND AUTHORIZE NEGOTIATION.

ADMINISTRATIVE RECOMMENDATION
Adopt the Resolution.
ANAL YSIS
The City of Miami Beach, in a joint effort with its neighboring coastal communities in
northeastern Miami-Dade County (City of Aventura, City of Sunny Isles Beach, Town of Sal
Harbour Village, Town of Bay Harbor Islands, Town of Surfside, and City of NC!>rth Bay
Village) has prepared a scope of services and successfully procured funding to develop a
sub-regional study to be known as the Coastal Community Transportation Master Plan
(CCTMP). The CCTMP will assess the current traffic and transportation issues on the
barrier islands and recommend short, mid, and long term multi-modal solutions to the
transportation issues, on a sub-regional basis.
Miami Beach is to assume the leading role in the CCTMP effort, with active participation by
the involved coastal municipalities. Therefore, on July 6, 2005, the City Commission
authorized the issuance of RFQ No. 27-04/05 to seek responses from firms with strong
professional qualifications in the development of traffic/transportation master plans, such
as the proposed CCTM P.

On September 22, 2005, the Committee convened. Committee member Eric Soroka,
Christopher Russo, Stephen Nostrand and Suzie Ladouceur were unable to be present,
nevertheless quorum was attained to proceed with the meeting. The Committee was
provided with information in reference to the project by Fernando Vazquez, Committee
Chair, and a representative from the Procurement staff. Additionally, the Committee
reviewed references secured by the Procurement staff, and discussed the following RFQ
evaluation criteria as per the State of Florida CCNA, which was used to evaluate and rank
the respondents: .
A. The experience, qualifications and (portfolio) of the Principal Firm ( 15 points).
B. The experience, qualifications and (portfolio) of the Project Manager (15 points).
C. The experience and qualifications of the professional personnel assigned to the Project
Team (10 points).
D. Project Approach; (10 points)
E. Willingness to meet time and budget requirements as demonstrated by past
performance (5 points).

F. Certified minority business ,enterprise participation (5 points). Either the Prime
Consultant or the sub-Consultant tea'rri may qualify for proof of certification for minority
business enterprise participation. Accepted minority business enterprise certifications
include the Small Business Administration (SBA), State of Florida, or Miami-Dade
Cou nty.
G. Location (5 points).
H. Recent, current, and projected workloads of the firms (5 points).
I. The volume of work previously awarded to each firm by the City (5 points).
J. Demonstrated successful similar projects (15 points).
K. Demonstrated success in leading active collaborative stakeholder processes to achieve
consensus on program and design in similar size and scope projects based on budget
and size (10 points).
All five (5) firms who provided response to this RFQ also provided presentations to the
Evaluation Committee. After each of the firms' presentations, the Committee members
discussed at length their individual perceptions of the firms' qualifications, experience, and
competence, and ranked the firms accordingly:

The Corradino Group (Corradino) received 5_1st place votes and was ranked 1st; HDR
Engineering, Inc. received 3_1st place votes and was ranked 2nd; and PBS&J received more
3rd place votes than Wilbur Smith Associates and was ranked 3rd by the Evaluation
Committee.
The Corradino Group was deemed to be the first ranked firm based on the experience and
qualifications of their team. Corradino has been providing transportation planning, urban
planning, civil engineering, transportation design, construction management and
consensus building services to municipalities across the nation, particularly South Florida
for over thirty-five years. With over 150 people in offices located in Miami, Fort
Lauderdale, Palm Beach, Louisville, Indianapolis, Evansville and Detroit.
Over the past five years the team has undertaken similar projects for other municipalities.
The Team's ability to evaluate, analyze and project future conditions through traffic
analysis and modeling is extensive. The results of firm's personnel skills have had an
impact as its recommendations have been proven implementable. The following projects

PROJECT MANAGER / RELATED EXPERIENCE
Joseph M. Corradino, AICP, will be responsible for the day-to-day management and
orchestration of activities assigned to complete team and will be the point of contact
between the City and The Corradino Group. His local municipal transportation experience,
knowledge of the project development process, and ability to successfully complete
complicated planning projects is extensive. In addition, Mr. Corradino is extremely active in
the South Florida communities and truly understands its issues relative to transportation

and planning. Mr. Corradino brings the following qualifications and experience to this
project for the City of Miami Beach:
. Over 13 years of experience in planning and providing transportation and transit
studies; as well as comprehensive plans and mobility studies;
. Proven record of delivering local transportation related projects on-time and within
budget.

GROWTH MANAGEMENT
This proposed study is consistent with the zoning code amendments directed by the City
Commission at its May 25, 2005 Growth Management Workshop. Because this study
focuses on Regional Traffic and Transportation solutions, the recommendations and
individual changes proposed by this study may generate incremental and/or cumulative
effects which may slow and/or limit the amount of new development in the City.
CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the attached
resolution which requests to accept the City Manager's recommendation of the ranking of
firms pursuant Request for Qualifications (RFQ) No. 27-04/05 for Professional Services for
Coastal Communities Transportation Master Plan; and authorize the Administration to
enter into negotiations with the top-ranked firm of The Corradino Group; and should the
Administration not be able to negotiate an agreement with the top ranked firm, authorizing
the Administration to negotiate with second-ranked firm of HDR Engineering, Inc.; and

should the Administration not be able to negotiate an agreement with the second ranked
