A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND OFFICIALLY
ADOPTING THE BASIS OF DESIGN REPORT (BODR) FOR THE
COLLINS PARK CULTURAL CAMPUS PROJECT (PROJECT), AND
AUTHORIZING THE ADMINISTRATION TO PROCEED WITH THE
DESIGN AND CONSTRUCTION OF THE PROJECT.
WHEREAS, on September 23, 1998, the Mayor and City Commission approved an
agreement with the firm of Robert A. M. Stern Architects (Stern) for the Architectural and
Engineering Design of a Regional Library, and a Master Plan for Collins Park and the
Cultural Campus Streetscape; and
WHEREAS, when the Collins Park phase was ready to begin, the City and Stern
could not reach an agreement on a fair market price for the implementation of the master
plan design and further negotiations with Stern were subsequently terminated; and
WHEREAS, a Request for Qualifications (RFQ) was issued on October 29, 2003
which included renovations to Collins Park, the Parking Lot to the east of the Park,
adjacent streetscape improvements and renovation of the Rotunda; and
WHEREAS, as a result of that RFQ, on July 28, 2004, the Mayor and City
Commission approved an agreement with M. C. Harry & Associates, Inc. (Consultant) for
architectural and engineering (AlE) services for the Project; and
WHEREAS, the Consultant's Notice to Proceed was issued on November 17,2004;
and
WHEREAS, the Project planning process has followed the standard City park
improvement project sequence; and
WHEREAS, the Project kick off meeting was held on November 5, 2004; a
Community Design Workshop (COW) was held on April 21,2005, and there was strong
support for the Project, as presented by the Consultant; and consensus was reached for
the design concept; and
WHEREAS, the Consultant estimates the Project construction cost to be
approximately $4,800,000; and
WHEREAS, the Collins Park Oversight Committee (CPOC) and the Art in Public
Places Committee (AiPP) have been kept advised of the Project's progress; and
WHEREAS, the General Obligation Bond Oversight Committee recommended
approval of the Basis of Design Report (BOOR) at its September 12, 2005 meeting; and
WHEREAS, by approving the BOOR, the Administration will be able to proceed with
the design development, construction documents, bidding and award, and construction
phases of the Project.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
approve and officially adopt the Basis of Design Report for the Collins Park Cultural
Campus Project, and authorizing the Administration to proceed with the design and
construction of the Project.

Item Summary/Recommendation:
On September 23, 1998, the Mayor and City Commission approved an agreement with the firm of Robert A.
M. Stern Architects (Stern) for the Architectural and Engineering Design of a Regional Library, and a Master
Plan for Collins Park and the Cultural Campus Streetscape. When the Collins Park phase was ready to
begin, the City and Stern could not reach an agreement on a fair market price for the implementation of the
master plan design and all further negotiations with Stern were subsequently terminated. A Request for
Qualifications (RFQ) was issued on October 29, 2003 which included renovations to Collins Park, the
Parking Lot to the East of the park, adjacent streetscape improvements, and renovation of the Rotunda. As a
result of that RFQ, on July 28,2004, the Mayor and City Commission approved an agreement with M. C,
Harry & Associates, Inc. (Consultant) for Architectural and Engineering Services for the Project. The
Consultant's Notice to Proceed was issued on November 17, 2004. The scope of the Project is sub-divided
into Collins Park West, Collins Park East, Right-of-Way Improvements and Rotunda restoration. The Project
planning process has followed the standard park improvement project sequence. The Project Kickoff
meeting was held on November 5,2004, A Community Design Workshop was held on April 21 ,2005. There
was. strong support for the Project as presented by the Consultant, and consensus was reached for the
design concept. The Project is to be funded by General Obligation Bond funds, City Center Redevelopment
Agency Tax Increment Financing Funds and City of Miami Beach Parking Department funds.

ANAL YSIS:
Neighborhood
Collins Park is located within the City Center neighborhood, which is also scheduled for
improvements to be managed by the CIP Office. The park is bordered by multi-family,
medium to high density developments to the South and the Miami City Ballet and Miami
Beach Regional Library to the North. The Bass Museum is located within Collins Park.
Project Description
The Project is sub-divided into Collins Park West, Collins Park East, Right-of-Way
Improvements and Rotunda Restoration.
· Collins Park West
The improvements will include installation and/or revitalization of landscape design, new
and/or modified irrigation system, sidewalks and plaza areas, site furnishings, and site
lighting. Provisions for a bike path as part of the City's Bikeways Program is intended to be
incorporated. Signage for the Bass Museum will also be considered.
· Collins Park East
The existing parking lot area will be improved and modified to mesh with the new Collins
Park West design. Paving, striping, drainage system, landscaping, internal walkways, site
furniture and site lighting will be part of the scope. Special care will be given to the
coordination of sidewalks and drive resurfaces where this portion of the project interfaces
with beach access points and other ongoing City projects. There is the possibility of
including an interactive children's play area at the East end of the park.
· Riaht-of-Wav Improvements
Existing roadways will be milled and resurfaced; sidewalks, site furnishings and lighting will
be replaced to be consistent with the Stern Master Plan.
· Rotunda Restoration
The exterior of the Rotunda will be renovated and restored; the interior of the building will
receive minor modifications to ensure its continued structural integrity. The previously
existing reflecting pool surrounding the structure will be restored.
CONCLUSION:
The Administration recommends approval of the Collins Park Cultural Campus Basis of
Design Report (BOOR) as submitted. By approving the BOOR, the City will officially end the
planning process for this project and adopt the design concept. The Administration will be
able to proceed with the design development, construction documents, bidding and award,
and construction phases of the Project with this approval.
