HomeMy WebLinkAbout2005-26035 Reso RESOLUTION NO. 7001)-26011) A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND OFFICIALLY ADOPTING THE BASIS OF DESIGN REPORT (BOOR) FOR THE CITY CENTER RIGHT-OF-WAY NEIGHBORHOOD IMPROVEMENT PROJECT. WHEREAS, the City Center Right-of-Way Neighborhood Improvement Project (the Project) includes improvements to the stormwater system, water system, roadways, streetscape, landscape, traffic calming, pedestrian lighting and linkages within the City owned right-of-way; and WHEREAS, the Project limits are bounded by 16th Street to the South and Dade Boulevard to the North; from Alton Road on the west to Collins Avenue on the east; and WHEREAS, within the boundaries described, there are no improvements planned for 21st Street between Liberty and Park Avenues, Washington Avenue between Lincoln Lane and South Lincoln Road, and the Palm View neighborhood located west of Meridian Avenue and north of 17th Street; and WHEREAS, the Project budget is currently estimated at $10.9 Million, for streetscape improvements, $1.6 Million for water improvements, and $7 Million for stormwater improvements, for a total of $19.5 Million; and WHEREAS, on September 10, 2003, the City Commission authorized the issuance of Request for Qualifications (RFQ) No. 68-02/03 for professional urban design, architecture, engineering and construction administration services for the Project; and WHEREAS, on October 24, 2003, responses to the RFQ were received, and a Selection Committee was convened on February 9, 2004 to rank the responding firms; Chen & Associates (C&A) was deemed the top ranked firm; and WHEREAS, on April 14, 2004, the City Commission approved Resolution No. 2004- 25551, authorizing negotiations with C&A; and WHEREAS, on September 8, 2004, the City Commission authorized the execution of an Agreement with C&A for the planning, design, bid and award, and construction administration phases of the Project; and WHEREAS, on December 9, 2004, the Notice to Proceed was issued, and the Project kick-off meeting with various City Departments was held on November 17, 2004; and WHEREAS, on November 18, 2004, the site reconnaissance visit was held, and on April 6, 2005, a visioning session was held with all the relevant City Departments; and WHEREAS, on May 24, 2005, Community Design Workshop (COW) No. 1 was held, input analyzed and plans modified as appropriate for presentation at COW No.2; and WHEREAS, on June 30, 2005, during the second COW, residents and business owners supported the recommended plan presented by C&A; and WHEREAS, the Administration presented the Draft Basis of Design Report (BOOR) for the Project as an informational item during the September 12, 2005 General Obligation Bond Oversight Committee (GO); and WHEREAS, consensus was achieved at the aforementioned meetings, including additional feedback from City staff, and WHEREAS, staff from the various City Departments has been involved in the planning process from the Project inception, and no changes to the recommended plan in the BOOR are anticipated; and WHEREAS, the finalized BOOR with Departmental input will be the basis for the improvements; and and WHEREAS, the current schedule calls for completion of the design phase in 2006; WHEREAS, the Administration recommends approval of the City Center Right-of- Way Neighborhood Improvement Project Basis of Design Report (BOOR), as submitted; and WHEREAS, by approving this BOOR, the City will officially end the planning phase and proceed to the design phase of the Project. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and officially adopt the Basis of Design Report (BOOR) for the City Center Right-of-Way Neighborhood Improvement Project. Issue: Shall the City Commission adopt the Basis of Design Report for the City Center Neighborhood? Item Summa IRecommendation: On September 10, 2003, the City Commission authorized the issuance of a Request for Qualifications (RFQ) for architecture and engineering services for the design of Right-of-Way (ROW) Infrastructure Improvements for the City Center Right-of-Way Neighborhood Improvement (Project). Responses to the RFQ were received on October 24, 2003. On April 14, 2004, the City authorized the execution of an Agreement with the top ranked firm of Chen & Associates, for the planning, design, bid and award, and construction administration phases of the Project. The Notice to Proceed was issued on December 9, 2004. CDW NO.1 and 2 were held on May 24, 2005, and June 30, 2005, respectively. Residents and business owner feedback showed support for the Recommended Plan presented by Chen & Associates. Based on the consensus achieved at the aforementioned meetings and additional input from City staff, a draft BODR was prepared and circulated to City Departments for review in September 2005. Although the Project has no General Obligation (GO) Bond Funding, the Administration presented the Project Draft Basis of Design Report (BODR) as an informational item during the September 12, 2005 GOBOC meeting. The BODR will also be presented to the Historic Preservation Board (HPB) on November 8, 2005. By approving the BODR, the City will officially end the planning process for the Project, accept the design concept contained therein, and the Administration will be able to proceed with the design development, biddin and award, and construction hases of the Pro'ect. Subject: ADMINISTRATION RECOMMENDATION: Adopt the Resolution. BACKGROUND: The Scope of the project is limited to within the City owned right-of-way, and includes improvements to the stormwater collection and disposal system, water distribution system, roadway resurfacing, and streetscape enhancements such as additional landscaping, traffic calming installations, additional pedestrian lighting, and enhanced pedestrian linkages. The Project limits are bounded by 16th Street to the South and Dade Boulevard to the North; from Alton Road on the west to Collins Avenue on the East. Due to the overall size of the project and the extensive work to be constructed, City Center improvements are divided into Bid Package 9A and Bid Package 9B which are separated by Washington Avenue with Bid Package 9A (BP9A) to the East and Bid Package 9B (BP9B) to the West. Bid Package A includes most of the stormwater drainage improvements and therefore is more extensive. Within the boundaries described, there are no improvements planned for 21st Street between Liberty and Park Avenues as this area is covered under the Cultural Campus Project. Within BP9B, there are no improvements planned for Washington Avenue between Lincoln Lane and South Lincoln Road as these are included in the Washington Avenue Project; and no improvements are planned for the Palm View neighborhood located west of Meridian Avenue and North of 17th Street. On October 24, 2003, responses to the RFQ were received, and the Selection Committee met on February 9, 2004, to rank the responding firms. On April 14, 2004, the City Commission approved Resolution No. 2004-25551, authorizing negotiation with the top- ranked firm, Chen & Associates (C&A) resulting in three negotiation sessions wherein an agreement was reached on the required scope of services and C&A's fee to perform same. On September 8, 2004, the City Commission authorized the execution of an Agreement between the City of Miami Beach and C&A for the planning, design, bid and award, and construction administration phases of the City Center Right-of-Way Neighborhood Improvement Project for the agreed upon fee and scope. The Notice to Proceed was issued on December 9,2004. The project planning process has followed the standard Neighborhood Right-of-Way (ROW) Infrastructure Improvement Project sequence, from Project Kick-off meeting to Community Design Workshops (CDW). The Kick-off Meeting with other City Departments was held on November 17,2004, and the Site Reconnaissance was held on November 18, 2004. A Visioning Session followed with all relevant City Departments on April 6, 2005. CDW No.1 was held on May 24, 2005. Input from CDW No. 1 was analyzed and plans were modified as appropriate for presentation at a second CDW on June 30, 2005. Resident and business owner feedback showed support for the Recommended Plan presented by C&A. The City Center RDA Right-of-Way Neighborhood Improvements Project is completely funded by City Center Redevelopment Agency (RDA) Tax Increment Financing (TIF) Funds, and has no General Obligation (GO) Bond Funding components. However, as part of the Administration's commitment to keeping the GO Bond Oversight Committee informed on the projects outside the Committee's purview, the Administration presented the Draft BODR for the Project as an informational item during the September 12, 2005 meeting. The BODR will be presented to the Historic Preservation Board (HPB) on November 8, 2005. Based on the consensus achieved at the aforementioned meetings and additional feedback from City staff, a draft BODR was prepared and submitted for circulation to City Departments for review. Since staff from the various City Departments has been involved in the Planning Process from its inception, no changes to the Recommended Plan in the BODR are anticipated. The finalized BODR with Departmental input will be the basis for the improvements. The current schedule calls for completion of the Design Phase in 2006. By approving the BODR, the City will officially end the planning phase for this project and accept the design concept contained therein.
