HomeMy WebLinkAbout2005-26041 Reso RESOLUTION NO. 2005-26041 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER PERTAINING TO THE RANKING OF QUALIFICATIONS RECEIVED PURSUANT TO REQUEST FOR QUALIFICATIONS {RFQ} NO. 26-04/05, FOR ARCHITECTURAL, ENGINEERING, URBAN DESIGN, AND LANDSCAPE ARCHITECTURE SERVICES FOR THE PLANNING, DESIGN, BID AND AWARD, AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE HISTORIC PRESERVATION, RESTORATION AND/OR REHABILITATION OF THE LITTLE STAGE THEATER, CARL FISHER CLUBHOUSE, AND DEMOLITION OF THE 21ST STREET BANDSHELL PROJECT {LITTLE STAGE THEATER COMPLEX}, AND POTENTIAL RECREATION IMPROVEMENTS ADJACENT TO AND/OR PART OF THE SITE; AND AUTHORIZE THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE FIRM OF GLAVOVIC STUDIO, INC.; AND SHOULD THE ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN AGREEMENT WITH GLAVOVIC STUDIO, INC., AUTHORIZE THE ADMINISTRATION TO NEGOTIATE WITH THE FIRM OF R.J. HEISENBOTTLE ARCHITECTS; AND SHOULD THE ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN AGREEMENT WITH R.J. HEISENBOTTLE ARCHITECTS, AUTHORIZE THE ADMINISTRATION TO NEGOTIATE WITH THE FIRM OF GURRI MATUTE, P.A. WHEREAS, on July 28, 2004, the City Commission approved Resolution No. 2004-25652, awarding a professional service agreement to MC Harry Associates for planning, design, bid/award and construction administration for the Collins Park Cultural Center Project, pursuant to Request for Qualifications (RFQ) No. 02-03/04; and WHEREAS, the work for RFQ No. 02-03/04 entailed renovation of Collins Park, the Rotunda, 21 st Street Parking Lot, and streetscape improvements; and WHEREAS, on October 15, 2004 and November 12, 2004, the Collins Park Cultural Center Oversight Committee (CPCCOC) discussed the City's capital improvement of the Rotunda and the Little Stage Theater Complex (inclusive of the Little Stage Theater), the Carl Fisher Clubhouse, and the 21 st Street Bandshell;and WHEREAS, as the area around the Rotunda already consists of three major cultural facilities (Collins Park Cultural Campus) which contain ample performance spaces, the discussion focused on investing the funds set aside for the Rotunda renovation into another public space in that area; more specifically, the Little Stage Theater and the restoration of the Carl Fisher Clubhouse; and WHEREAS, RFQ No. 26-04/05 for the Historic Preservation, Restoration and/or Rehabilitation of the Little Stage Theater, Carl Fisher Clubhouse, and Demolition of the 21 st Street Bandshell was issued on June 28, 2005 with an opening date of August 12, 2005; and WHEREAS, five (5) proposals were received in response to the RFQ, by the following firms: · Glavovic Studio Inc. · Gurri Matute, PA Architecture Interiors · Indigo Service Corporation · R.J. Heisenbottle Architects · TSAO Design Group; and WHEREAS, an Evaluation Committee (the Committee) was appointed by the City Manager via Letter to Commission No. 224-2005, consisting of the following individuals: · Carla Dixon, City of Miami Beach, Capital Projects Coordinator (Committee Chair) · Ada L1erandi, Cultural Arts Council Chairperson; Resident · Ray Breslin, President, Collins Park Neighborhood Association; Resident · Max Sklar, City of Miami Beach, Tourism and Cultural Development Director · Eric Fliss, City of Miami Beach, Cultural Facilities Manager · Keith Mizell, City of Miami Beach, Capital Projects Coordinator · William Cary, City of Miami Beach, Assistant Director, Planning Department; and WHEREAS, on October 3, 2005, the Committee convened, discussed the qualifications and credentials of, and heard oral presentations from, the five (5) responsive firms; and WHEREAS, the Committee ranked the firms as follows: · R.J. Heinsebottle Architects received four first-place votes and was ranked first; · Glavovic Studio Inc. received two first-place votes and was ranked second; · Gurri Matute, P.A. received one-first-place vote and was ranked third; and WHEREAS, the City Manager was briefed on the Committee's recommendation, and exercised his due diligence by reviewing the proposals submitted by R.J. Heisenbottle Architects and Glavovic Studio Inc., as well as copies of their respective presentations, reference checks conducted by the Procurement Division, and feedback from the CIP Office; and WHEREAS, the City has had performance concerns with the firm of R. J. Heisenbottle Architects on the Colony Theater Project regarding document quality and completion, compliance with building codes, and timeliness; and WHEREAS, considering these concerns, the City Manager is recommending Glavovic Studios, Inc. as the top ranked firm, and R. J. Heisenbottle Architects as the second ranked firm, pursuant RFQ. No. 26-04/05. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager pertaining to the ranking of qualifications received pursuant to Request for Qualifications (RFQ) No. 26-04/05, for Architectural, Engineering, Urban Design, and Landscape Architecture Services for the Planning, Design, Bid and Award, and Construction Administration Services for the Historic Preservation, Restoration and/or Rehabilitation of the Little Stage Theater, Carl Fisher Clubhouse, and Demolition of the 21 st Street Bandshell Project (Little Stage Theater Complex), and Potential Recreation Improvements Adjacent to and/or part of the site; and authorize the Administration to enter into negotiations with the firm of Glavovic Studio, Inc.; and should the Administration not be able to negotiate an agreement with Glavovic Studio, Inc., authorize the Administration to negotiate with the firm of R.J. Heisenbottle Architects; and should the Administration not be able to negotiate an agreement with R.J. Issue: Shall the City Commission approve the City Manager's recommendation? Item Summary/Recommendation: On May 24,2005 the Finance and Citywide Projects Committee recommended in favor of reprogramming funding that would otherwise be needed to retrofit the Rotunda into a public space to restore and renovate the Little Stage Theater Complex and proceed with issuance of an RFQ for an ArchitecUEngineer to begin project planning. RFQ No. 26-04/05 was issued on June 28, 2005 with an opening date of August 12,2005. A pre-proposal conference to provide information to firms considering submitting a response was held on July 20, 2005. BidNet issued bid notices to 105 prospective proposers, resulting in 33 proposers requesting RFQ packages, which resulted in the receipt of the following five (5) proposals from the following firms: Glavovic Studio Inc. Gurri Matute, PA Architecture Interiors Indigo Service Corporation Heisenbottle Architects TSAO Design Group On On October 3,2005, the Evaluation Committee convened. All five (5) firms who provided response to this RFQ provided presentations to the Evaluation Committee. After the each of the firms' presentations, the Committee members discussed at length their individual perceptions of the proposal qualifications, experience, and competence of the firms and then ranked the firms accordingly: · First: R.J. Heisenbottle Architects · Second: Glavovic Studio Inc. · Third: Gurri Matute, P.A. The City Manager was briefed on the Committee's recommendation, and exercised his due diligence by reviewing the proposals submitted by R.J. Heisenbottle Architects and Glavovic Studio Inc., as well as copies of their respective presentations, reference checks conducted by the Procurement Division, and feedback from the CIP office relative to City projects. The selection of the most qualified Architectural and Engineering firm is governed by the Consultants' Competitive Negotiation Act (CCNA), Section 287.055, Florida Statutes, and the City Manager must also consider the volume of work previously awarded by the City, to ensure an equitable distribution of City projects. Inasmuch as Glavovic Studios, Inc. has previously been awarded only a small value City contract, as part of the City's rotating consultants program, for the planning of a Skate Park in the vicinity of the project subject to RFQ No. 26-04/05, it would be more consistent and efficient to select them as the firm for the Little Stage Theater, Carl Fisher Clubhouse, and Demolition of the 21 st Street Bandshell Project. Previously R.J. Heinsenbottle Architects was awarded a contract of $5.8 million in construction value with $406,000 in service fees for the Colony Theater Project. The City has had performance concerns with the firm of Heisenbottle on the Colony Project regarding document quality and completion, compliance with building codes, and timeliness. Considering these concerns and with consistency and equitable distribution of project loads in mind, the City Manager is recommending Glavovic Studios, Inc. as the top ranked firm and R.J. Heinsenbottle Architects the second ranked firm. As the area around the Rotunda already consists of three major cultural facilities (Collins Park) which contain ample performance spaces, the discussion focused on investing the funds set aside for the Rotunda renovation into another public space in that area; more specifically the Little Stage Theater and the restoration of the Carl Fisher Clubhouse to better serve its current and future users. Furthermore, the CPCCOC adopted a resolution recommending that the Administration look at the Rotunda as an art piece and not develop it into an arts performance space, in exchange for developing the Little Stage Theater Complex. During the April 21, 2005 Community Design Workshop for the Collins Park Project, consensus was reached on a design concept that calls for exterior restoration of the Rotunda only, and the project is now moving forward with a Basis of Design Report. On May 24, 2005 the Finance and Citywide Projects Committee recommended in favor of reprogramming funding that would otherwise be needed to retrofit the Rotunda into a public space to restore and renovate the Little Stage Theater Complex and proceed with issuance of an RFQ for an Architect/Engineer to begin project planning. It is also recommended that the RFQ be broad enough to include potential future recreation improvements, such as a skate plaza, should it be decided to incorporate such a facility, or other recreational facility, at a future date. The project includes restoration and upgrades to the Little Stage Theater and Carl Fisher Clubhouse including; HV AC, fire sprinkler system, ADA, windows and doors, flooring, electrical service, lighting, furniture, fixtures and equipment (FF&E), the demolition of the bandshell and a portion of the outdoor plaza (mandala), reconfiguration of the walkways, areas adjacent to the bandshell, and restoration of the site to accommodate vehicular and pedestrian circulation routes. The Project site has been designated a Historic Site pursuant to Ordinance 90-2698. As such, restoration of the work being planned should be sensitive to its historic uses, location and context. Both vehicular and pedestrian circulation should be incorporated into the restoration of the site, to provide the much needed parking for the facilities. The planning phase should also be cognizant of the reconfiguration planned for Washington Avenue as part of the City Center Redevelopment Area Right of Way Improvements Project, as it relates to the historic location of the entrance and parking area. The experience and qualifications of the professional personnel assigned to the Project Team; (10 points). 4. Willingness to meet time and budget requirements as demonstrated by past performance; (5 points) 5. Certified minority business enterprise participation; (5 points). 6. Location; (5 points). 7. Recent, current, and projected workloads of the firms; (5 points). 8. The volume of work previously awarded to each firm by the City; (5 points). 9. Demonstrated successful similar projects; (15 points). 10. CONCLUSION The Administration recommends that the Mayor and City Commission adopt the attached resolution which requests to accept the City Manager's recommendation of the ranking of firms pursuant Request for Qualifications (RFQ) No. 26-04/05 for Architectural, Engineering, Urban Design, and Landscape Architecture Services for the Planning, Design, Bid and Award, and Construction Administration Services for the Historic Preservation, Restoration and/or Rehabilitation of the Little Stage Theater, Carl Fisher Clubhouse, and Demolition of the 21 st Street Bandshell Project (Little Stage Theater Complex), and Potential Recreation Improvements Adjacent to and/or part of the site; and authorize the Administration to enter into negotiations with the top-ranked firm of Glavovic Studio Inc.; and should the Administration not be able to negotiate an agreement with the top ranked firm, authorizing the Administration to negotiate with second-ranked firm of R.J. Heisenbottle Architects; and should the Administration not be able to negotiate an agreement with the second ranked firm, authorizing the Administration to negotiate with third-ranked firm of Gurri Matute, P .A.
