A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ISSUANCE OF
A CERTIFICATION OF CONSISTENCY WITH THE CITY'S
CONSOLIDATED PLAN TO SHELBOURNE APARTMENT BUILDING,
INC. (A.K.A. SHELBOURNE HOUSE) TO CONTINUE OPERATING
TWENTY-FOUR (24) UNITS OF SUPPORTIVE HOUSING FOR
DISABLED PERSONS WITH HIV/AIDS AT 710 JEFFERSON AVENUE.
WHEREAS, on July 26, 1995, the Mayor and City Commission approved and adopted the City's
Consolidated Plan; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a Certification
of Consistency with the Consolidated Plan requires City Commission review and approval; and
WHEREAS, Shelbourne Apartment Building, Inc. (a.k.a. Shelbourne House) at 710 Jefferson Avenue
has proposed to continue operating twenty-four (24) units of supportive housing for disabled persons with
HIV/AIDS; and
WHEREAS, Shelbourne House has applied for and has been approved to receive funding from the
Housing Opportunities for Persons with AIDS (HOPWA) Program; and
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires that applicants
for Federal funding under the HOPWA Program obtain and submit a Certification of Consistency with the
Consolidated Plan from the entitlement jurisdiction where the activity is located; and
WHEREAS, Shelbourne House has submitted a request to the City for the issuance of the required
Certification of Consistency; and
WHEREAS, the Administration has reviewed the activity proposed by Shelbourne House and found
it to be consistent with the Consolidated Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the City Manager is authorized to issue a Certification of
Consistency with the City's Consolidated Plan to Shelbourne Apartment Building, Inc. (a.k.a. Shelbourne
House) to continue operating twenty-four (24) units of supportive housing for disabled persons with HIV/AIDS
at 710 Jefferson Avenue.

ADMINISTRATION RECOMMENDATION:
Approve the Resolution.
BACKGROUND:
The Shelbourne Apartment Building, Inc. (a.k.a. Shelbourne House) has requested a
Certification of Consistency with the City's Consolidated Plan in support of a grant
application filed with the City of Miami for funds from the U.S. Department of Housing and
Urban Development (U.S. HUD) Housing Opportunities for Persons with AIDS (HOPWA)
Program. Shelbourne House is seeking federal assistance through the HOPWA Program
to continue operating twenty-four (24) units of supportive housing for disabled persons with
HIV/AIDS at 710 Jefferson Avenue, Miami Beach.
The Shelbourne House was successfully rehabilitated in 1995-1996 by a joint venture
between the People with AIDS Coalition (PWAC) and the Miami Beach Community
Development Corporation (MBCDC) using a grant from U.S. HUD through Section 811,
Supportive Housing for Persons with Disabilities Program. The City supported the
rehabilitation by providing federal funds for operating costs for special needs housing
through its Community Development Block Grant (CDBG) Program. Since the completion
of the rehabilitation in 1996, the building has been occupied and supportive services have
been provided to the tenants.
The City of Miami administers the HOPWA Program for the metropolitan Miami-Dade
County area. U.S. HUD requires that applicants to the HOPWA Program obtain and

submit a Certification of Consistency with the Consolidated Plan from the entitlement
jurisdiction where the activity is located. In accordance with the City's adopted
Consolidated Plan, each request for a Certification of Consistency with the Consolidated
Plan requires City Commission review and approval.
The application submitted by Shelbourne House to the City of Miami requested funds from
the HOPWA Program for operating expenses. The HOPWA Advisory Board approved
$55,704 in funding still available from fiscal year 1995 and an additional $55,704 from
fiscal year 1996. The funding recommendation is conditioned on the issuance by the City
of Miami Beach of a Certificate of Consistency with the City's adopted Consolidated Plan.
ANALYSIS:
The Administration has reviewed the application for funds submitted to the HOPWA
Program, and has concluded that this proposal is consistent with the City's Consolidated
Plan. The Consolidated Plan identifies long term objectives under Section 6, "Strategic
Plan". The Plan assigns a high priority to providing services to all categories of special
needs populations.
CONCLUSION:
The Administration recommends approval of the attached Resolution of the Mayor and
City Commission of the City of Miami Beach, Florida, authorizing the issuance of a
Certification of Consistency with the City's Consolidated Plan to Shelbourne Apartment
Building, Inc. (A.K.A. Shelbourne House) to continue operating twenty-four (24) units of
supportive housing for disabled persons with HIV/AIDS at 710 Jefferson Avenue.
