Dear Mr. Parcher:
Thank you for your letter and a copy of the Resolution passed by the City of Miami
Beach requesting the Governor to extend clemency and political asylum to certain
Cubans who are currently imprisoned in the United States.
Our review of state prison records indicates Valentin Hernandez is incarcerated in a
Florida prison. Further, the Office of Executive Clemency has advised this office that
there is no pending clemency request filed by Mr. Hernandez.
As to those inmates serving a federal sentence or in I~deral custody through INS
requesting a pardon/commutation from the President of the United States, you should
direct these requests to Roger Adams, Pardon Attorney, United States Department of
