SUBJECT: Miami-Dade Street Closure/Traffic Flow Modification Procedure
On December 8, 1999, the City received a request from the Miami-Dade Public Works Department
(MDPWD) for comments and/or observation concerning their Traffic Flow Modification/Street
Closure Procedure. The MDPWD is currently in the process of updating and finalizing the existing
procedure manual (See attachment letter).
In October 1999, the City Commission approved the implementation of the Miami Beach Municipal
Mobility Plan (MMP). City staff is currently proceeding with the planning, design and
implementation of recommended MMP projects. Many of the projects contained in the MMP and
General Obligation Bonds (GOB) are for the installation of traffic calming measures in the City's
residential neighborhoods.
Some of the traffic calming measures being considered by staff are simple in their design and
installation, while others are quite complex and may require a multi-phasing sequence for their total
implementation. However, the implementation of all traffic calming measures or street flow
modifications must be submitted and ultimately approved by the Miami-Dade Public Works
Department.
The final version of the MMP contained all of the possible mitigation plans and options that should
be considered as effective in alleviating roadway operational deficiencies and effectuating traffic
calming solutions within the City's residential neighborhoods. Many of these viable traffic calming
measures/alternatives may not be currently approved by, or contained within the Miami-Dade County
Street Closure/Traffic Flow Modification Manual and the procedures to implement same,

The City's Public Works Department (Transportation and Concurrency Management Division) is
in the process of providing to the MDPWD, comments, suggestions and recommendations from the
MMP for incorporation in the Miami-Dade County Street Closure/Traffic Flow Modification
Manual. The adoption of these recommendations by MDPWD would facilitate a swift, safe, and
efficient implementation of neighborhood traffic calming projects throughout Miami Beach.
The traffic calming plans and measures presently being developed for the neighborhoods of Miami
Beach will further preserve the livability of the City, enhance the "quality of life" for its residents,
reestablish the overall "sense of community" and satisfy the City's concurrency requirements. All of
which are consistent with the goals, objectives and recommendations set forth in the adopted Miami
Beach Municipal Mobility Plan.

Dear Manager Rodriguez:
The Public Works Department is in the process of finalizing the Traffic Flow Modification/Street
Closure Procedure, which was initially approved by the County Commission, for an 18 month
trial period, on May 20, 1997.
At this time, we invite....Y9ur Agency, to send its comments and/or observations to our Department,
as soon as possible, so they may be incorporated in the final draft of the Ordinance. In any event,
if you have no comments on this procedure, we will also like to be informed, accordingly.
Please note that, we also plan to meet one more time with the Traffic Flow Modification/Street
Closure committee members, as well as, other transportation advisory committees, to present the
final draft and to receive their input. It is anticipated that this procedure will be presented to the
Board of County Commissioners for final execution, by the middle of the Year 2000. A final copy
of this procedure will then be made available to your agency.
