HomeMy WebLinkAbout2005-26026 Reso RESOLUTION NO. 2005-26026 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WAIVING BY 5/7THS VOTE, THE FORMAL COMPETITIVE BIDDING REQUIREMENTS, FINDING SUCH WAIVER TO BE IN THE CITY'S BEST INTEREST, AND APPROVING THE PURCHASE OF THE AMERICAN DARLING FIRE HYDRANTS, FROM AMERICAN FLOW CONTROL, THE MANUFACTURER OF THE AMERICAN DARLING FIRE HYDRANT, IN THE ESTIMATED ANNUAL AMOUNT OF $75,000. WHEREAS, for the past ten (10) years the City's Public Works Department has been purchasing American Darling Fire Hydrants because they have proven to have one of the lowest life-cycle costs; and WHEREAS, the Public Works Department has been standardizing the fire hydrants used throughout the City because standardization results in lower operational costs due to a reduction in the number of fire hydrants and parts kept in inventory; and WHEREAS, the Public Works Department purchases replacement fire hydrants on an annual basis and the fire hydrants are replaced as needed following an annual inspection ; and WHEREAS, the American Darling brand is the product chosen by the City because of its lower maintenance cost and commonality with fire hydrants already in use, approximately 500/0 of the fire hydrants in Miami Beach are the American Darling brand; and WHEREAS, American Flow Control is the sole source manufacturer for the American Darling Fire Hydrant requested by the Public Works Department; and WHEREAS, the City has been purchasing directly from the manufacturer for the past ten (10) years, getting the hydrants at a lower cost than if purchased from the authorized distributor; and WHEREAS, the other brands of fire hydrants currently used by the City are Iowa, Kennedy, Waterless, U.S. Pie and Mueller, and the repair parts are not interchangeable between the various brands; and WHEREAS, all of the hydrants currently used by the City have a comparable initial price; however, the American Darling fire hydrant has less leaks and last longer; therefore, resulting in a lower life-cycle cost; and WHEREAS, in addition, the use of the American Darling fire hydrant as the standard reduces the procurement, warehousing and inventory costs; and WHEREAS, Miami-Dade County is also attempting to standardize by using , the American Darling brand; and WHEREAS, the Administration recommends that that the Mayor and City Commission waive, by 5/7ths vote, the formal competitive bidding requirements, finding such waiver to be in the City's best interest, and approve the purchase of the American Darling Fire Hydrants from the sole source manufacturer, American Flow Control, in the estimated annual amount of $75,000. American Flow Control is a division of American Cast Iron Pipe Company and is the sole source of manufacture for American Darling fire hydrants. We typically sell our products through authorized distributors, which in your area is Ferguson Waterworks. However, for about ten years we have quoted fire hydrants direct to the City of Miami Beach. For the fiscal year beginning October 1, 2005 until March 31 st, 2006, we will maintain the current price of$539.53 for a 42 inch bury 5 ~ inch B84B. With higher scrap and fuel costs affecting us all, we would like to review this price sometime during the month of April 2006. The 5 ~ inch B84B still has the following outstanding features: . Some of the best flow characteristics in the industry. . The standard production model is UL listed and FM approved. . Our standard warranty is ten years against defects in materials or workmanship.
