MIAMI BEACH, FLORIDA, AUTHORIZING T~E ADMINISTRATION.TO ISSUE A Pl)RCHASE ORDER FOR $126,955 TO SOUTHEASTERN SURFACES & 'EQUIPMENT INC., THE STATE OF FLORIDA SOLE SOURCE DISTRIBUTOR OF MONDO FLOORING, WHICH IS NECESSARY FOR THE SCOTT RAKOW YOUTH CENTER ICE RINK AND THE COVERED PLAY AREA; ADDITIONAllY, APPROPRIATING $8,500 FOR THE PROJECT CONTINGENCY, FOR A GRAND TOTAL OF $135,455. WHEREAS, on August 1, 2003, International Builders of Latin America's (IBLA) was certified in default, pursuant to its contract with the City for construction, and as part of the IBLA contract with the City, IBLA was required to install" Mondo Flooring" in and around the areas of the ice rink and in the covered play area of the Scott Rakow Youth Center; and WHEREAS, IBLA did not install the "Mondo Flooring" as specified; and WHEREAS, IBLA installed an inferior product which was not approved by the City's Architect of Record, nor the City's Capital Improvement Projects Office (CIP); and WHEREAS, currently, the flooring material which was installed is not standing up to the normal traffic generated by the ice skaters; and WHEREAS, the "Mondo Flooring", as originally specified in IBLA's contract with the City, is only available through Southeastern Surfaces and Equipment Inc.(SSE1, which is the.only distributor of "Mondo Flooring" in the State of Florida; and WHEREAS, the "Mondo Flooring" for the ice rink corridor and support spaces and the covered play area including labor and material is not expected to exceed $135,455; and WHEREAS, a project contingency of $8,500 has been included in the project cost; and WHEREAS, the funding for the "Mondo Flooring" has been allocated through the existing IBLA purchase order and the cost of the work will be reimbursed by the Surety when the claim has been finalized on the Project; and .;' WHEREAS, the Administration has complied with the requirements for sole source purchases, pursuant to Section 2-367(d) of the City Code: T:agenda/2005/july2705/regular/scott rakow mondo floor resolution NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the Administration to approve a Purchase Order for $126,955 to Southeastern Surfaces & Equipment Inc., the State of Florida sole source distributor of "Mondo Flooring", for the Scott Rakow Youth Center ice rink and covered play area; and additionally appropriating $8,500 for the project contingency, for a grand total of $135,455. Item Summa IRecommendation: On August 1,2003, International Builders of Latin America's (IBLA) was certified in default, pursuant to its contract with the City of Miami Beach. As part of IBLA contract with the City, IBLA was required to install " Mondo Flooring" in and around the areas of the ice rink and in the covered play area. IBLA did not install the "Mondo Flooring" as specified in the following areas: ice rink entry, storage room, ice rink corridors, men bath/lockers, women bath/lockers, disc jockey room, coaches room, ice maker room, skate rental, lobby, vestibule, and pro-shop, but rather installed an inferior product which was not approved by the Architect of record, nor the City's Capital Improvement Projects office. The "Mondo Flooring" specifically, the "ramflex" product, is recommended for the ice rink corridors and support spaces since it is specifically made to withstand the particular traffic generated by ice skaters. The "Mondo Flooring", specifically, the "sportsflex" product is recommended for the covered play area. The Mondo Flooring as originally specified in IBLA's contract with the City is only available thru Southeastern Surfaces and Equipment Inc., which is the only distributor of "Mondo Flooring" in the state of Florida. This flooring has an 8 to 10 week lead time before installation can occur. In order to provide the Scott Rakow Youth Center with the product specified in IBLA's contract, the Capital Improvement Project Office (CIP) recommends that the Commission award the sole source distributor, SSE the contract to provide the labor and material necessary to install the "Mondo Flooring" in the Scott Rakow ice rink, support spaces and in the covered play areas. The "Mondo Flooring" for the ice rink corridor and support spaces as listed above and the covered play area including labor and material is not expected to exceed $135,455. The funding for the "Mondo Flooring" has been allocated thru the IBLA purchase order. This portion of the work will be reimbursed by the Surety when the claim has been finalized.
