A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING THE
RECOMMENDATION OF THE SELECTION COMMITTEE,
RELATIVE TO THE RANKING OF THE PROPOSALS RECEIVED
IN RESPONSE TO THE STATE OF FLORIDA, DEPARTMENT OF
MANAGEMENT SERVICES' NOTICE TO PROFESSIONAL
CONSUL T ANTS NUMBER COMB-99042000, FOR
ARCHITECTURAL SERVICES FOR THE COLONY THEATER;
AND AUTHORIZING THE STATE OF FLORIDA, DEPARTMENT
OF MANAGEMENT SERVICES TO ENTER INTO NEGOTIATIONS
WITH THE TOP-RANKED FIRM OF R.J. HEISENBOTTLE
ARCHITECTS TO DEVELOP DESIGN AND CONSTRUCTION
DOCUMENTS FOR THE RENOVATION AND RESTORATION OF
THE COLONY THEATER.
WHEREAS, on October 6, 1999, the Mayor and City Commission approved Resolution No.
99-23348, authorizing the City to execute a Professional Services Agreement with the State of
Florida, Department of Management Services (DMS) for construction management of the Colony
Theater; and
WHEREAS, the scope of the Professional Services Agreement with DMS involves, but
is not limited to, the selection of an architect and a construction manager, in accordance with
Chapter 60D-2, Florida Administrative Rules, "Procedures for Contracting for Professional
Services"; and
WHEREAS, On December 7, 1999, DMS received ten (10) proposals in response to a
Request for Qualifications for Architectural Services for the Colony Theater, entitled State of
Florida Notice to Professional Consultants, Number COMB-99042000 (State RFQ); and
WHEREAS, on December 17, 1999, and January 18, 2000, a Selection Committee,
appointed by the City Manager and approved by the Mayor and City Commission, reviewed and
short-listed the proposals submitted pursuant to the State RFQ and, after presentations,
recommended the firm ofR. 1. Heisenbottle Architects as the top ranked firm.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, that the Mayor and City Commission
ratify the recommendation of the Selection Committee, relative to the ranking of the proposals
received in response to the State of Florida, Department of Management Services' Notice to
Professional Consultants Number COMB-99042000, for Architectural Services for the Colony
Theater; and authorize the State of Florida, Department of Management Services, to enter into
negotiations with the top-ranked firm of R.J. Heisenbottle Architects to develop design and
construction documents for the renovation and restoration of the Colony Theater.
PASSED AND ADOPTED THIS 26th DAY OF JANUARY, 2000.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
On October 6, 1999, the Mayor and City Commission approved a Resolution, authorizing the City
to execute a Professional Services Agreement with the State of Florida, Department of Management
Services (DMS) for construction management of the Colony Theater.
On December 7, 1999, DMS received 10 proposals in response to its Request for Qualifications
for Architectural Services for the Colony Theater (State of Florida Notice to Professional
Consultants, No. COMB-99042000). A matrix identifying the firms and their respective sub-
consultants was included in an L.T.C. provided to the Mayor and City Commission on December
20, 1999. The Selection Committee, jointly Chaired by Harold Barrand and Richard Arcuri of
DMS, and comprised of Eric Fliss of the Colony Theater, Alvaro Fernandez, of the Cultural Arts
Council, Paul Lapinksi, of the Florida Grand Opera, William Cary and Brad Judd of the City's
Administration, met on December 17, 1999, to short-list the proposals. Using criteria established
by DMS, the Committee ranked the proposals on the basis of the principal architects' experience

and ability. A copy ofDMS's evaluation form was also included with the L.T.C. A total offour
firms were selected on the basis oftheir extensive theater/acoustical design experience, comparable
projects and historic preservation experience. These firms included:
RJ Heisenbottle Architects, Coral Gables, Fl.
Neville & Associates, Coral Gables, FI.
Zeidler Roberts, West Palm Beach, Fl., and
Robert G. Currie Partnership, Delray Beach, Fl.
On January 18, 2000, the short-listed firms delivered oral presentations before the Selection
Committee. The presentations were held at the Colony Theater. Upon conclusion of the
presentations, the Committee deliberated and ranked the firms on the basis of their understanding
of the project, comparable experience, approach and methodology, as well as their respective
ability/experience in addressing complex and often-times politically sensitive regulatory/board
approval processes. The Committee also considered previous experience working with the City of
Miami Beach.
The Committee ranked the firms in the following order:
1) RJ Heisenbottle Architects
2) Zeidler Roberts
3) Robert G. Currie Partnership
4) Neville & Associates
The Administration recommends endorsement of the Committee's ranking and authorizing DMS to
pursue negotiations with the top ranked firm of RJ Heisenbottle Architects.
As indicated in prior reports to the Commission, the initial phase of the project calls for expanding
the back stage and loading areas, bringing the facility into compliance with ADA requirements and
adding new electrical and mechanical features, including but not limited to an elevator for moving
heavy equipment, motorized winches, new energy-efficient lighting and climate-controlled
instrument storage. The second phase of the project calls for erecting a sound-proof barrier between
the lobby and audience areas and restoring the lobby, box office and exterior facade of the facility.
