A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, IN
THE AMOUNT OF $80,696, FROM MID-BEACH QUALITY OF LIFE
FUNDS, FOR THE SCOTT RAKOW YOUTH CENTER PROJECT,
FOR AN HVAC SYSTEM AND GAS WATER HEATER FOR THE
RESTROOM BUILDING.
WHEREAS, the Scott Rakow Youth Center Improvement Project was
initiated by the Mayor and City Commission in 1994 and was a part of the original $15
million Parks Bond issue; and
WHEREAS, the original scope called for the expansion and renovation of the ice
rink and other improvements to the center; and
WHEREAS, on June 19, 1996, the Mayor and City Commission approved the
Master Plan for the improvements to the City's Parks and Recreation facilities of which
the Scott Rakow Youth Center (Project) was a component; and
WHEREAS, an Agreement with the firm of Carr Smith Corradino (Corradino) was
executed on July 16, 1996 for design, bidding and construction administration for the
Project; and
WHEREAS, Notice to Proceed was given to International Builders of Latin
America (IBLA) on April 9, 2001, construction began on April 24, 2001 and IBLA was
certified in default of the contract in July 21,2003; and
WHEREAS, on October 10, 2003, the permit was changed to F&L
Construction, who was tasked to complete Phase I and achieve a Temporary Certificate
of Occupancy (TCO) for the project; and
WHEREAS, on January 9, 2004 a TCO was achieved on the project and CIP is
working on achieving a Certificate of Occupancy for Phase I; and
WHEREAS, the new exterior restroom building was designed and constructed
without an HVAC system, and the existing water heater does not have the capacity to
heat the volume of hot water necessitated by the users; and
WHEREAS, the Parks and Recreation Department has requested that these
issues be addressed as quickly as possible for the convenience of the users; and
WHEREAS, CIP has requested that F&L Construction, a Job Order Contractor
(JOC) design and construct a new HVAC system and a tank-less gas water heater for
the restroom building; and
WHEREAS, F&L Construction has estimated that this would cost the City
$70,000; and
WHEREAS, the funding has been exhausted and it is estimated that a budget of
$80,696 is required to be allocated in order to fund the design and construction of an
HVAC system and provide a gas tank-less water heater for the restroom building; and
WHEREAS, it is estimated that the design and construction will cost $70,000;
and
WHEREAS, a construction contingency of $7,000 and ClP fee of $3,696 are
required to be allocated to the project; and
WHEREAS, funding for this project is available from the Mid-Beach Quality of
Life Fund; and
WHEREAS, the Administration recommends appropriating $80,696 from the
Mid-Beach Quality of Life Fund.

NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby appropriate $80,696, from Mid-Beach Quality of Life
Funds, for the Scott Rakow Youth Center Project, for an HVAC System and Gas
Water Heater for the Restroom Building.

Issue:

Item Summary/Recommendation:
The Scott Rakow Youth Center Improvements Project was initiated by the Mayor and City
Commission in 1994 and was a part of the original $15 million Parks Bond issue. The original scope
called for the expansion and renovation of the ice rink and other improvements to the center. On June 19,
1996, the Mayor and City Commission approved the Master Plan for the improvements to the City's Parks
and Recreation facilities of which the Scott Rakow Youth Center (Project) wasa component. An
Agreement with the firm of Carr Smith Corradino (Corradino) was executed on July 16, 1996 for design,
bidding and construction administration for the Project.

contemplated in the initial Ice Rink project. Currently, the funding for the Project has been exhausted and it
is estimated that a budget of $80,696 is required to be allocated in order to fund the additional scope which
includes the design and construction of an HVAC system and a gas tank-less water heater for the restroom
building. It is estimated that the design and construction will cost $70,000. A construction contingency of
$7,000 and CIP fee of $3,696 are required to be allocated to the project.
The Administration recommends that the City Commission fund $80,696 from the General Fund
Operations Contingency to provide for the design and construction of an HVAC system at the restroom
building at the Scott Rakow Youth Center.

CONCLUSION
Based on the aforementioned, the Administration recommends appropriating $80,696 from
the FY 2005/06 General Fund Operating Contingency to install an HVAC and gas water
heater at the Scott Rakow Youth Center exterior restrooms.
