TO THE AGREEMENT DATED APRIL 30, 2003 BETWEEN
THE CITY OF MIAMI BEACH AND
HILLIER GROUP ARCHITECTURE, NEW JERSEY, INC.
FOR PROFESSIONAL CONSULTING SERVICES
FOR THE CITYWIDE WAYFINDING SlGNAGE SYSTEM
IN AN AMOUNT NOT-TO-EXCEED $5,000.00,
FOR THE PROVISION OF ADDITIONAL PROFESSIONAL SERVICES
NECESSARY FOR THE ANALYTICAL ASSESSMENT OF
THE LEGIBILITY OF THE FUTURA FONT
G_s Amendment No. 1 to the Agreement made and entered this /'f"'"day of
~.,l~ ,2005, by and between the CITY OF MIAMI BEACH, a Municipal
Corporation existing under the laws of the State of Florida (hereinafter referred to as
CITY), having its principal offices at 1700 Convention Center Drive, Miami Beach, Florida
33139, and HILLIER GROUP ARCHITECTURE, NEW JERSEY, INC., a New Jersey
corporation whose address is The Widener Building, Mezzanine, One South Penn
Square, Philadelphia PA 19107-3502 (hereinafter referred to as CONSULTANT).
RECITALS
WHEREAS, pursuant to Request for Proposals (RFP) No. 48-01/02, the Mayor
and City Commission adopted Resolution No. 2003-25182, on April 30, 2003, approving
and authorizing the Mayor and City Clerk to execute an Agreement with firm of Hillier
Group Architecture, New Jersey, Inc. (Consultant) for Planning, Design and Construction
Administration services for a Wayfinding Signage System; and
WHEREAS, the Agreement was executed on April 30, 2003, for a lump sum fee of
$185,770.00 for professional fees and $22,230 for reimbursable expenses; and
WHEREAS, Consultant created three different conceptual designs for the signage
system based upon the public input from the Identity Forum, and presented the three
design options in several public meetings, including the Design Review Board and the
Historic Preservation Board; and
WHEREAS, on February 25, 2004, the Mayor and City Commission adopted
Resolution No. 2004-25508, approving the schematic design concept for the Citywide
Wayfinding Signage System; and
WHEREAS, on August 17, 2004, the final design for the Citywide Wayfinding
Signage System was reviewed and approved at a joint public hearing by the Design
Review Board and the Historic Preservation Board; and

WHEREAS, on August 17, 2004, the final design for the Citywide Wayfinding
Signage System was reviewed and approved at a joint public hearing by the Design
Review Board and the Historic Preservation Board; and
WHEREAS, on May 16, 2005, Invitation to Bid No. 16-04/05 was issued for the
fabrication and installation of a signage package in accordance with the Citywide
Wayfinding Signage and Identity System, with an optional sign maintenance service
agreement (the Bid); and
WHEREAS, on July 27, 2005, the Mayor and City Commission adopted Resolution
No. 2005-25975, approving and awarding a contract.to the lowest and best bidder,
GablesSigns and Graphics, Inc., in the amount of $1,476,623.62, pursuant to Bid No. 16-
04/05 for the fabrication and installation of the signage package with a two-year sign
maintenance service agreement, in accordance with the City of Miami Beach Citywide
Wayfinding Signage and Identity System; and further approving $137,205 for
contingencies; approving $61,884 for construction administration; and appropriating
funds, in the amount of $218,726, from Fund 481 Parking Revenue Bonds Series 1997,
for a total project budget of $1,675,713.00.
WHEREAS, in April 2005 the Florida Department of Transportation (FDOT)
adopted Rule Chapter 14-51 concerning Florida's Highway Guide Sign Program, thereby
taking precedence over preliminary approvals for the design of the City of Miami Beach
Wayfinding Signage program given by the District VI office; and
WHEREAS, the Florida Department of Transportation (FDOT) Rule Chapter 14-15
requires all lettering used on W ayfinding Signs on the State Highway System to be
highway gothic fonts or other Federal Highway Administration (FHWA) approved fonts,
and the Futura font proposed for the City of Miami Beach Wayfinding signs has not yet
been approved by FHWA; and
WHEREAS, Consultant proposes to engage the services of a sub-consultant,
Visual Communication Research Institute (VCRI), a nationally recognized research
institute on the legibility of highway signs, and the Administration has negotiated a fee
proposal with Consultant for these services, in the amount of $5.000.00; and
WHEREAS, funding is available for said services, in an amount of $2,500.00 from
salary savings in the Public Works Department, and an amount of $2,500.00 from salary
savings in the Planning Department, for a total of $5,000.00.
NOW~ THEREFORE~ the parties hereto, and in consideration of the mutual
promises, covenants, agreements, terms, and conditions herein contained, and other
good and valuable consideration, the respect and adequacy are hereby acknowledged,
do agree as follows:

ABOVE RECITALS
The above recitals are true and correct and are incorporated as a part of this
Amendment No. 1.

MODIFICATIONS
The Agreement is amended as defined in Schedule "A-I", attached herein.

OTHER PROVISIONS.
All other provisions of the Agreement, as amended, are unchanged.

RATIFICATION.
The CITY and CONSULTANT ratify the terms of the Agreement, as amended by
this Amendment No. 1.

Scope of Services:
Title: A Proposal to Analytically Evaluate the Legibility of Futura Book versus Standard
Highway Alphabets and Clearview for use on Miami Beach, Florida Road Signs.
Overview and Objective:
Hillier Architecture would like to use Futura Book as the typeface for road signs in
the Miami Beach, Florida area. The City and the Florida Department of Transportation
want to know how the legibility of the proposed Futura Book font compares with that of the
Standard Highway Alphabets and Clearview. The purpose of the proposed research is to
provide an analytical comparison of the legibility of the proposed font and the legibility of
the Standard Highway Alphabets and Clearview.
Method:
The proposed study will use past research results and a mathematical analysis of
the proposed font to provide an assessment of sign legibility using Futura Book in
comparison to the two existing standard road sign fonts. This will be an analytical
evaluation and no new empirical data will be collected. The evaluation will result in a report
detailing the findings of the research and conclusion drawn from the analysis. The report
will specifically address Futura (and the limitation of 20/40 static visual acuity) versus the
standard highway fonts and Clearview. The analysis will include the following steps:
1. Literature review on the legibility of Standard Highway Alphabets (SHA) B and C
and Clearview 1-W and 2-W.
2. Evaluation of the development, use, and legibility of lower case letters for SHA B
and C.
3. Mathematical analysis of Futura Book (i.e., sw:h; w:h) and comparison of the visual
angles subtended by Futura Book to SHAs B and C and Clearview 1-W and 2-W.
4. Critical analysis of the kerning (intercharacter spacing) to be used with Futura Book
vs. SHAs B and C and Clearview 1-W and 2-W.
5. Minimum required legibility distance analysis for the prevailing conditions under
which Futura Book will be used on this project.
6. Conclusions and expert opinion regarding the comparability of Futura Book to SHAs
B and C and Clearview 1-W and 2-W for use under the specific conditions of this
project (e.g., city streets with specified posted speed limits).
Staffing
The proposed research will be conducted by Hillier's sub-consultant, The Visual
Communication Research Institute (VCRI), established in 2004 by Philip M. Garvey. Mr.
Garvey will be the principal investigator on the proposed research. Mr. Gan
conducting sign visibility research for 15 years including his work as principa
testing the Clearview Typeface for highway fonts and National Park Servi

Timeline and Budget
The proposed research will take approximately two weeks to complete. The total
proposed cost is $5,000 to be paid in two equal installments of $2,500. The first payment
will be made upon the initiation of the research and the second upon approval of the final
