RESOLUTION NO. 2005-26030
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF MIAMI
BEACH AND DR. FRED M. KEROFF, M.D., FOR THE PROVISION OF SERVICES
AS MEDICAL DIRECTOR OF THE MIAMI BEACH FIRE DEPARTMENT'S
EMERGENCY MEDICAL SERVICES SYSTEM; SAID AGREEMENT HAVING A
TERM OF ONE (1) YEAR, COMMENCING ON OCTOBER 1, .2005, AND ENDING
ON SEPTEMBER 30,2006, AT AN ANNUAL SALARY OF $44,746.00.
WHEREAS, Florida Statutes 401.265 and Rules of the Department of Health, Chapter
65E-2, Administrative Code, requires that all fire department emergency medical services be
performed a licensed medical doctor; and
WHEREAS, Dr. Frederick M. Keroff has served as Fire Department Medical Director
since March 28, 2002 and, based on Dr. Keroff's familiarity with the Miami Beach Fire
Department's Emergency Medical Service System and medical protocols, as well as his
service to the Fire Department and the City during said period of time, it is in the City's best
interest to continue to contract Dr. Keroff for the continued provision of said services; said
contract commencing on October 1 st, 2005, and expiring on September 30, 2006; and
WHEREAS, said contract also stipulates that the City may renew the Agreement for a
one (1) year renewal term, upon sixty (60) days written notice to Dr. Keroff; and
WHEREAS, Dr. Keroff agrees to enter into the Agreement, effective October 1, 2005
through September 30,2006, at an annual salary of $44,746.00.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAM BEACH, FLORIDA, the Mayor and City Commission
herein approve and authorize the Mayor and City Clerk to execute an Agreement between
the City of Miami Beach and Dr. Fred M. Keroff, M.D., for the provision of services as Medical
Director of the Miami Beach Fire Department Emergency Medical Services System; said
Agreement having a term of one (1) year, commencing on October 1, 2005, and ending on
September 30, 2006, at an annual salary of $44,746.00.

Item Summary/Recommendation:
Florida Statute 401.265 and Rules of the Department of Health, Chapter 64E-2, Florida Administrative
Code, requires that all Fire Department emergency medical services have a licensed Medical Director.
Dr. Fred M. Keroff has served as Medical Director since March 28,2002 and has agreed to complete the
term of the contract at an annual salary of $44,746 effective October 1,2005. Due to Dr. Keroffs familiarity
with the Miami Beach Fire Department's EMS System and medical protocols, and his service to the
Department and the City over the past three years and nine months, it is in the City's best interest to enter
into a contract with Dr. Keroff commencing on October 1 st, 2005 and expiring on September 30, 2006. This
contract stipulates that the City may renew this agreement for one (1) year renewal terms upon sixty (60)
written notice to Contractor.
Pursuant to Section 287.057(5)(f)6, Florida Statutes, health services involving examination, diagnosis,
treatment, prevention, medical consultation, or administration, is exempted from the competitive bidding
requirements.

also the Medical Director for the City of Hialeah Fire Department and is the District Medical
Director for Memorial Healthcare System in Broward County. Due to Dr. Kerotrs familiarity
with the Miami Beach Fire Department's EMS System and medical protocols, and his
service to the Department and the City over the past three years and nine months, it is in
the City's best interest to enter into a contract with Dr. Keroff commencing on October 1 st,
2005 and expiring on September 30, 2006.This contract stipulates that the City may renew
this agreement for one (1) year renewal terms upon sixty (60) written notice to Contractor.

CONCLUSION
The Administration recommends that the City Commission approve the resolution and
execute the agreement approving Dr. Fred M. Keroff, M.D. as the Medical Director for the
City of Miami Beach Fire Department.
