RESOLUTION NO. 2005-26052
A RESOLUTION ACCEPTING THE RECOMMENDATION OF THE CITY
MANAGER AUTHORIZING THE ADMINISTRATION TO NEGOTIATE
PROFESSIONAL SERVICES AGREEMENTS PURSUANT TO REQUEST FOR
QUALIFICATIONS (RFQ) NO. 22-04/05, FOR PROFESSIONAL BUILDING
INSPECTION AND PLANS REVIEW SERVICES IN VARIOUS DISCIPLINES ON
AN "AS-NEEDED BASIS" FOR THE CITY OF MIAMI BEACH BUILDING
DEPARTMENT; AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE PROFESSIONAL SERVICES AGREEMENTS UPON COMPLETION OF
SUCCESSFUL NEGOTIATIONS WITH ANY OR ALL OF THE FOLLOWING SIX
(6) FIRMS: 1) BERMELLO, AJAMIL & PARTNERS; 2) CAPRI ENGINEERING; 3)
M.T. CAUSLEY; 4) PISTORINO & ALAM CONSULTING ENGINEERS; 5) SIDDIQ
KHAN & ASSOCIATES; AND 6) TYLIN INTERNATIONAUHJ ROSS.
WHEREAS, on May 18 2005, the Mayor and City Commission approved the
issuance of Request for Qualification (RFQ) 22-04/05 for building inspection and plans
review services in various professional disciplines to provide professional building
inspection and plans review services on an "as-needed basis" and an "on-going basis" for
the Building Department; and
WHEREAS, the purpose of issuing this RFQwas to address the current staff
shortages in the Building Department, whenever there are vacancies of inspector and
plans review positions, until such time that vacancies are filled with permanent staff; and
WHEREAS, this RFQ requested proposals from firms employing staff with
qualifications in the following building trade specialized areas:
· Building Inspector;
· Roofing Inspector;
· Electrical Inspector;
· Plumbing Inspector;
· Mechanical Inspector;
· Building Plans Examiner;
· Electrical Plans Examiner;
· Plumbing Plans Examiner;
· Mechanical Plans Examiner;
· Structural Plans Examiner; and
WHEREAS, RFQ No. 22-04/05 was issued on June 3, 2005 with an opening date of
July 8, 2005; and
WHEREAS, six (6) proposals were received in response to the RFQ, by the
following firms:
1. Bermello, Ajamil & Partners, Inc.
2. Capri Engineering
3. M.T. Causley Supplemental
4. Pistorino & Alam Consulting Engineers
5. Siddiq Khan & Associates, Inc.
6. TyLin International/HJ Ross; and
WHEREAS, an Evaluation Committee was appointed by the City Manager via Letter
to Commission (LTC) No. 189-2005, consisting of the following individuals:
. Hamid Dolikhani, C.B.O., Acting Building Director/Official,
City of Miami Beach( Chair)
. Mehdi Ashraf, P.E., C.B.O. Acting Assistant Building Director/ Official,
City of Miami Beach
. Flavio Gomez, P.E., Building Division Director, Miami Dade County
. Dr. Irtishad Ashmad, P.E., Chairman, Construction Engineering Department, FlU
. Jerome Filer, AlA, Consulting Architect
. Jorge Duyos, P.E., President, JRD & Associates, Inc.; and
WHEREAS, on October 11, 2005, the Evaluation Committee convened and
discussed the qualifications and credentials as well as various options in ranking all six (6)
responsive firms; and .
WHEREAS, the Committee's overall opinion was that all 6 companies who provided
proposals were qualified to provide services to the City; a motion was made that the
ranking of firms would be waived and that all companies be recommended for potential
award of contracts adding that this option would be the most flexible and advantageous
option for the City; and
WHEREAS, the City Manager has reviewed the Evaluation Committee's
recommendation, and recommends that the Mayor and City Commission accept the
Committee's recommendation, relative to the ranking of firms pursuant to RFQ No. 22-
04/05.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept the recommendation of the City Manager and hereby authorize the
Administration to negotiate Professional Services Agreements pursuant to Request for
Qualifications (RFQ) No. 22-04/05, for Professional Building Inspection and Plans and
Plans Review Services in Various Disciplines on an "As-Needed Basis" for the City of
Miami Beach Building Department; and Authorizing the Mayor and City Clerk to Execute
Professional Services Agreements upon completion of successful Negotiations with any or
all of the following six (6) firms: 1) Bermello, Ajamil & Partners; 2) Capri Engineering; 3)
M.T. Causley; 4) Pistorino & Alam Consulting Engineers; 5) Siddiq Khan & Associates; and
6) TYLIN International/HJ Ross.

RFQ No. 22-04/05 was issued on June 3,2005 with an opening date of July 8,2005. A pre-proposal
conference to provide information to firms considering submitting a response was held on June 17, 2005.
BidNet issued bid notices to 113 prospective proposers, resulting in 21 proposers requesting the RFQ
document, which resulted in the receipt of the following six (6) proposals from:
1. Bermello, Ajamil & Partners, Inc.
2. Capri Engineering
3. M.T. Causley Supplemental
4. Pistorino & Alam Consulting Engineers
5. Siddiq Khan & Associates, Inc.
6. TyLin InternationallHJ Ross
The City Manager via Letter to Commission (LTC) No. 189-2005, appointed an Evaluation Committee ("the
Committee").
On October 11,2005, the Committee convened. After Evaluation of proposals and Presentations from
Consultants, the evaluation committee discussed the selection criteria as well as various options in ranking
all the firms. It was the Committee's overall opinion that all 6 companies who provided proposals were
qualified to provide services to the City. A motion was recommended by Hamid Dolikhani (chair), that the
ranking of firms would be waived and that all companies be recommended for potential award of contracts,
adding that this option would be the most flexible and advantageous option for the City and the Building
Department. The motion was seconded and approved by all Committee members.

ANAL YSIS
On May 18 2005, the Mayor and City Commission approved the issuance of Request for
Qualification (RFQ) 22-04/05 for building inspection and plans review services in various
professional disciplines to provide professional building inspection and plans review services
on an "as-needed basis" and an "on-going basis" for the Building Department. The purpose
of issuing this RFQ was to address the current staff shortages in the Building Department,
whenever there are vacancies of inspector and plans review positions, until such time that
vacancies are filled with permanent staff. Further, since current vacancies exist, it is also
prudent to extend the term of the existing agreement with the firm, M.T. Causley, Inc. dated
March 1, 2004 until such time that the new contracts are executed.
This RFQ requested proposals from firms employing staff with qualific~tions in the following
building trade specialized areas:
. Building Inspector with the State of Florida Certification & meeting the minimum
requirements for the Miami-Dade County Board of Rules and Appeals (BORA)

Engineer (PE) in the Structural discipline & meeting the minimum requirements for the

TASKS:
. Conduct technical field inspections of buildings, equipments and installations during
various phases of construction, installation and operation and grant inspection
approvals, if found in compliance with applicable codes and regulations, and provide
written comments, if found not in compliance with applicable codes and regulations.

. Review building, plumbing, electrical or mechanical installation plans, specifications and
materials listed for residential and commercial projects, and grant approvals, if found in
compliance with applicable codes and regulations, and provide written comments, if
found not in compliance with applicable codes and regulations.
. Evaluate alternate methods, procedures, materials and products for compliance with the
Florida Building Code requirements, whichever is applicable, depending on the date of
the application or construction.
. Approve and disapprove proposed plans in accordance with the applicable Code and
other regulatory requirements and discuss disapproved items with architects, engineers,
contractors and/or owner builders to obtain plan changes necessary for approval.
. Render information concerning the applicable Code and make interpretations of its
contents. Make decisions as to the feasibility of deviations from the Codes under various
conditions.
. Perform related work as required by the Building Department.

On October 11, 2005, the Committee convened. Several Committee members were unable
to attend this meeting; they were Flavio Gomez, Jerome Filer and Jorge Duyos. To make
sure that this Committee would have quorum to run the meeting the City Manager added
Fernando Vazquez, City Engineer, Public Works Division. The Committee was provided
information on the scope of the project by Hamid Dolikhani, Acting Building Director/Official,
City of Miami Beach (Chair) and staff from the City's Procurement Division. The Committee
was also provided presentations by all companies who provided a response to this RFQ and
the Procurement Division provided the Committee with references for all the firms being
evaluated. Additionally, the Committee discussed the Selection Criteria, which was used to
evaluate and rank the respondents:
A. Firm's qualification in providing building, structural, accessibility, mechanical,
electrical and plumbing plans review and inspection services. ( 15 points)
B. List of staffing and their experience to provide the related plans review and
inspection services. (20 points)
C. Past plans review and inspection experience (15 points)
D. Effectiveness in response to request made by the Department to provide personnel
to perform plans review and inspection (20 points)
E. Recent, current and projected workloads of the firm (5 points)
F. Location (5 points)
G. Ability of the firm to perform plans review and inspection services in all disciplines
listed. (10 points)
H. Volume of work previously awarded to each firm by the agency, with object; of
effecting an equitable distribution of contracts among qualified firms. (10 points)

CONCLUSION
The Administration recommends approval of the attached Resolution accepting the
recommendation of the City Manager pursuant the selection of Consultants pursuant to
Request for Qualifications (RFQ) No.22-04/05 for professional Building Inspection and Plans
Review Services in Various Disciplines on an "As-Needed Basis" for the City of Miami Beach
Building Department; and Authorizing the Mayor and City Clerk to execute Professional
Services Agreements upon completion of successful negotiations with any or all of the
following six (6) firms: 1) Bermello, Ajamil & Partners; 2) Capri Engineering; 3) M.T.
Causley; 4) Pistorino & Alam Consulting Engineers; 5) Siddiq Khan & Associates; and 6)
TYLlN International/HJ Ross.
