RESOLUTION NO. 2005-26059
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, CONFIRMING THE
REAPPOINTMENT OF MS. ZOILA DATORRE AND THE APOINTMENT
OF MRS. ANA KASDIN TO SERVE AS THE CITY OF MIAMI BEACH
REPRESENTATIVES ON THE MIAMI-DADE COUNTY LIBRARY
ADVISORY BOARD FOR A THREE YEAR TERM, COMMENCING ON
OCTOBER 1, 2005.
WHEREAS, on June 18, 1998, the Mayor and City Commission approved
Resolution No. 86-18488, and entered into an Agreement with Miami-Dade County which
authorized the County, among other things, to provide library services to the residents of
the City of Miami Beach (the agreement); and
WHEREAS, the Miami-Dade County Commission adopted Ordinance No. 86-65
which expanded the composition of the Miami-Dade County Library Advisory Board by two
(2) members; and
WHEREAS, as stipulated in Section 27 of the Agreement, the Mayor and the City
Commission, upon recommendation by the City Manager, shall appoint two members to
the Miami-Dade County Library Advisory Board; and
WHEREAS, the term of the current City representatives will expire on September
30,2005;and
WHEREAS, the City wishes to continue to serve and represent its citizens on the
Miami-Dade County Library Advisory Board; and
WHEREAS, the City Manager would recommend that Ms. Zoila Datorre be
reappointed and Mrs. Ana Kasdin be appointed.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept the recommendation of the City Manager and confirm the
reappointment of Ms. Zoila Datorre and the appointment of Ana Kasdin to serve as
the City's representatives on the Miami-Dade County Libra A vi ry Board for a three
year term, commencing on October 1, 2005.

Effective October 1, 1986, the Board of County Commissioners expanded membership of the Miami-Dade
County Library Advisory Board by two seats. As stipulated in Section 27 of the Agreement, the
appointments of these two positions shall be made upon the recommendation of the Miami Beach City
Manager.
Ms. Datorre was confirmed by the City Commission on September 25, 1996, reappointed on October 1,
1999 and July 31,2002 and has been serving as the City's representative on the County's Library Advisory
Board since July 1993.
This will be the initial appointment to the Miami-Dade County Library Advisory Board for Mrs. Kasdin.
The Administration recommends a rovin the Resolution.

SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA CONFIRMING THE REAPPOINTMENT OF MRS.
ZOILA DATORRE AND THE APPOINTMENT OF MRS. ANA KASDIN TO SERVE
AS CITY OF MIAMI BEACH REPRESENTATIVES ON THE MIAMI-DADE
COUNTY LIBRARY ADVISORY BOARD FOR A THREE YEAR TERM, WITH A
TERM COMMENCING ON OCTOBER 1, 2005.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANAL YSIS
On June 18, 1986, the City of Miami Beach executed an agreement with Miami-Dade County
via Resolution No. 86-18488, which transferred the responsibility of providing library services
from the City of Miami Beach to Miami-Dade County.
Effective October 1, 1986, the Board of County Commissioners expanded membership of
the Miami-Dade County Library Advisory Board by two seats. As stipulated in Section 27 of
the Agreement, the appointments of these two positions shall be made upon the
recommendation of the Miami Beach City Manager.
Ms. Datorre was confirmed by the City Commission on September 25, 1996, reappointed on
October 1, 1999 and July 31 , 2002 and has been serving as the City's representative on the
County's Library Advisory Board since July 1993. She has expressed her desire to be
reappointed.
This will be the initial appointment to the Miami-Dade County Library Advisory Board for Mrs.
Kasdin. Mrs. Kasdin is a school teacher and has two children who utilize the library system.
She is also familiar with the government and advisory boards.
CONCLUSION
The Administration recommends that the City Commission adopt the attached resolution
confirming the reappointment of Ms. Zoila Datorre and the appointment of Ms. Ana Kasdin
as the City's representatives to the Miami-Dade County Library Advisory Board for a three
year term.
