A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, RETROACTIVELY APPROVING AND
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT
APPLICATIONS FOR GRANT FUNDS TO THE FOLLOWING AGENCIES:
1) FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FOR HAZARD
MITIGATION PLANNING GRANT FUNDS FOR FUNDING IN AN AMOUNT NOT
TO EXCEED $325,000 FOR THE DEVELOPMENT OF A GEOGRAPHIC
INFORMATION SYSTEM (GIS); 2) FEDERAL EMERGENCY MANAGEMENT.
AGENCY (FEMA) FOR HAZARD MITIGATION PLANNING GRANT FUNDS
FOR FUNDING IN AN AMOUNT NOT TO EXCEED $100,000 FOR THE
DEVELOPMENT OF AN EMERGENCY MANAGEMENT PLAN; 3) MIAMI DADE
COUNTY OFFICE OF EMERGENCY MANAGEMENT FOR FY 2005/06
FLORIDA DOMESTIC SECURITY FUNDING FOR CITYWIDE SECURITY-
RELATED PROJECTS; 4) STATE OF FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION COASTAL PARTNERSHIP INITIATIVE
GRANT FOR FUNDING IN AN AMOUNT NOT TO EXCEED $30,000 FOR THE
ALLISON PARK ECO-WALK PROJECT; 5) FEDERAL EMERGENCY
MANAGEMENT AGENCY (FEMA) FOR PRE-DISASTER MITIGATION FUNDS
FOR STORM SHUTTERS AND PROTECTIVE GLASS FOR CITY BUILDINGS;
6) US SOCCER FOUNDATION FOR FUNDING IN AN AMOUNT NOT TO
EXCEED $100,000 FOR RENOVATION OF NORMANDY ISLE SOCCER FIELD;
AND FOR, 7) EMERGENCY FOOD AND SHELTER PROGRAM FOR FUNDING
IN AN AMOUNT NOT TO EXCEED $40,000 FOR HOMELESS OUTREACH
INITIATIVES; FURTHER APPROPRIATING THE GRANTS AND MATCHING
FUNDS, IF APPROVED AND ACCEPTED BY THE CITY; AND AUTHORIZING
THE EXECUTION OF ALL NECESSARY DOCUMENTS RELATED TO THESE
APPLICATIONS.
WHEREAS, FEMA administers the Hazard Mitigation Grant Program (HMGP)
authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency
Assistance Act; and
WHEREAS, the purpose of the HMGP is to promote and support mitigation planning
process and to provide guidance and resources to States and local governments; and
WHEREAS, retroactive approval is requested from the City Commission for
submittal of a grant application requesting funding for a Geographic Information System
(GIS) in an amount of $325,000 to the HMGP, leveraging $107,488 already dedicated to
this project; and
WHEREAS, the Hazard Mitigation Planning program facilitates the development
of an Emergency Management Plan;and
WHEREAS, the proposed plan will be a detailed comprehensive document that
addresses a variety of threats to the City and will provide the most effective
organization for response; and
WHEREAS, retroactive approval is requested for submittal of this grant
application and matching funds in the amount of $32,250 in-kind City staff time
dedicated to this project; and
WHEREAS, the City of Miami Beach participates in Miami-Dade County's
Domestic Preparedness Strategy program; and
WHEREAS, the City includes the following priority projects: Emergency
Operations Center equipment, emergency response van, communications
equipment, emergency portable generators, water system infrastructure, training and
equipment; and
WHERAS, retroactive approval is requested for submittal of this grant
application; and
WHEREAS, the applications do not require matching funds, although the City
will match projects according to the funding that has already been appropriated to
each project; and
WHEREAS, the Florida Coastal Management Program receives a grant from the
National Oceanic and Atmospheric Administration each year to support coastal
management activities; and
WHEREAS, the goal of the Coastal Partnerships Initiative is to develop, plan, or
implement specific improvements to manage natural or cultural resources; and
WHEREAS, retroactive approval is requested for funding to the State of Florida,
Department of Environmental Protection in an amount not to exceed $30,000 for the
Eco-Walk project at Allison Park; and
WHEREAS, pre-disaster mitigation program (PDM) under Section 203 of the Robert
T. Stafford Disaster Assistance and Emergency Relief Act (Stafford Act), is designed to
assist States and local governments in implementing cost-effective hazard mitigation
activities that complement comprehensive mitigation programs; and
WHEREAS, the City has a FEMA-approved mitigation plan and is eligible to receive
grant funding under the PDM program; and
WHEREAS, approval is requested for City to submit application before the February
3, 2006 deadline for funding of storm shutters and protective glass for City buildings in
order to mitigate potential future damage to these properties; and
WHEREAS, The US Soccer Foundation is a not-for-profit corporation in its 10th year
of operation and qualified under Section 501 (c) (3) of the Internal Revenue Code; and
WHEREAS, Normandy Isle Park soccer field component is currently unfunded; and
WHEREAS, retroactive approval is requested from the City Commission to submit a
grant application in an amount not to exceed $100,000 for the construction of a
regulation soccer field at Normandy Isle Park; and
WHEREAS, the Emergency Food and Shelter Program, sponsored by FEMA, was
established in March 1983; and
WHEREAS, the program is designed to assist people in need of emergency
assistance; and
WHEREAS, retroactive approval is requested from the City Commission to submit a
grant application in an amount not to exceed $40,000 for homeless outreach initiatives,
including food vouchers and funds for hotel/motel shelter for individuals and families in
financial need.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and City Commission
hereby retroactively approve and authorize the City Manager or his designee to submit
applications for grant funds to the following agencies: 1) Federal Emergency Management
Agency (FEMA) for hazard mitigation planning grant funds for funding in an amount not to
exceed $325,000 for the development of a Geographic Information System (GIS);
2) Federal Emergency Management Agency (FEMA) for hazard mitigation planning grant
funds for funding in an amount not to exceed $100,000 for the development of an
emergency management plan; 3) Miami Dade County Office of Emergency Management
for FY 2005/06 Florida Domestic Security Funding for citywide security-related projects; 4)
State of Florida Department of Environmental Protection Coastal Partnership Initiative
Grant for funding in an amount not to exceed $30,000 for the Allison Park Eco-Walk
Project; 5) Federal Emergency Management Agency (FEMA) for Pre-Disaster Mitigation
funds for storm shutters and protective glass for city buildings; 6) US Soccer Foundation for
funding in an amount not to exceed $100,000 for renovation of Normandy Isle Soccer Field;
and for, 7) Emergency Food and Shelter Program For Funding in an amount not to exceed

ANAL YSIS
By increasing available revenues these grants, if awarded, support the citywide key
intended outcome: improve the City's overall financial health and maintain overall bond
rating. In addition, each grant supports more specific citywide key intended outcomes as
detailed below.
1. Retroactive approval to submit a arant application to the Federal Emeraencv
Manaaement Aaencv (FEMA) for Hazard Mitiaation Plannina arant funds
for fundina in an amount not to exceed $325.000 for the development of a
Geoaraphic Information System (GIS)
The Hazard Mitigation Grant Program (HMGP) is authorized under Section 404 of the
Robert T. Stafford Disaster Relief and Emergency Assistance Act, and is administered
by FEMA. FEMA provides grants to States and local governments to implement long-
term hazard mitigation measures after a major disaster declaration. In 1998, FEMA
created the Hazard Mitigation Planning program to promote and support the mitigation
planning process and to provide guidance and resources to States and local
governments. .
FEMA announced the availability of funding for Planning grants recently, with an October
1, 2005 deadline. The information was received after the September 9, 2005 City
Commission meeting. As such, the Administration submitted a grant application
requesting funding for a Geographic Information System (GIS), and now requests
retroactive approval for the grant submittal.
GIS has long been a tool for emergency management and is evolving as a central
platform for responding to large-scale emergencies. The City does not currently have an
Enterprise GIS system, and would benefit from such a system for hurricane and
emergency incidents in order to quickly and effectively coordinate resources and deploy
assistance. The Administration intends to develop layers of GIS that depict utility
infrastructure, City facilities, transportation systems, street lighting and more. A 250/0
match is required of this grant. Matching funds will be provided through a cash match in
the amount of $107,488 already dedicated to this project, as well as an in-kind match in
the form of salaries dedicated to this project. This project supports the key intended
outcome: Increase resident ratings of Public Safety Services.

for fundina in an amount not to exceed $100.000 for the development of an
Emeraencv Manaaement Plan
In addition to the above GIS system, the City also submitted an application to the Hazard
Mitigation Planning program for the development of an Emergency Management Plan,
and also requests retroactive approval for the submittal. The Emergency Management
Plan would be in accordance with both the National Incident Management System, and
the State Mitigation Plan. The proposed plan will be a detailed comprehensive
document that addresses a variety of threats to the City and will provide the most
effective organization for response.

The City has applied for funding in the amount of $100,000, with matching funds in the
amount of $32,250 from in-kind City staff time dedicated to this project. Supports the key
intended outcome: Increase resident ratings of Public Safety Services.
3. Retroactive aooroval to submit a Qrant aoolication to the Miami-Dade County
Office of Emeroencv Manaoement For FY 2005/06 Florida Domestic Security
fundino for citywide security-related oroiects
The City of Miami Beach is a participating municipality in Miami-Dade County's Domestic
Preparedness Strategy program. Through the County, municipalities and eligible
organizations apply for funding to various federal and State, Homeland and Domestic
Security funding programs, including Urban Area Security Initiative and US Department
of Homeland Security funding programs. In October 2005, the County notified all
municipalities that applications for funding should be submitted. The Administration
compiled 12 project applications and submitted them to the County for review, rating and
submission to funding agencies. The City's submission included requests for the
following priority projects: Emergency Operations Center equipment, emergency
response van, and communications equipment, emergency portable generators, water
system infrastructure, training and equipment.
The applications do not require matching funds, however, the City will match projects
according to the funding that has already been appropriated to each project. Supports
the key intended outcome: Increase resident ratings of Public Safety Services.

of Environmental Protection Coastal Partnershio Initiative Grant for fundino in an
amount not to exceed $30.000 for the City's Allison Park Eco-Walk Proiect
The Florida Coastal Management Program receives a grant from the National Oceanic
and Atmospheric Administration each year to support coastal management activities. A
portion of these grant funds is passed on to local governments and state and regional
agencies for the Coastal Partnerships Initiative. The goal of these projects is to develop,
plan or implement specific improvements to manage natural or cultural resources.
The Miami-Dade County Sea Turtle Nesting and Relocation Program has recently
reported a substantial decrease in the number of sea turtle nests in the County. The
Allison Park Eco-walk will help in the preservation and protection of Miami Beach's
sensitive coastal resources and shoreline through education of residents and visitors by
means of interpretive signage and displays in Allison Park. It will also help to raise
public awareness of the sensitive coastal ecosystem, threatened and endangered sea
turtle species. This fully accessible project builds directly on the objectives and
initiatives of Miami-Dade County's Local Mitigation Strategy, the County's blueprint for
hazard mitigation functions, including water management and natural resource
conservation.
Matching funds are required, and are available from existing funding dedicated to this
project. Supports the key intended outcome: Preserve our beaches.

5. Aooroval to submit a orant aoolication to the Federal Emeroencv Manaoement
Aoencv (FEMA) for ore-disaster mitioation funds for storm shutters and orotective
olass for city buildinos
The Pre-Disaster Mitigation (PDM) program was authorized by 9203 of the Robert T.
Stafford Disaster Assistance and Emergency Relief Act (Stafford Act), 42 USC. Funding
for the program is provided through the National Pre-Disaster Mitigation Fund to assist
States and local governments in implementing cost-effective hazard mitigation activities
that complement comprehensive mitigation programs, reduce injuries, loss of life, and
damage and destruction of property. As required, the City has a FEMA-approved
mitigation plan and is eligible to receive project grant funding under the PDM program.
The City plans to submit an application for funding through the PDM program for storm
shutters and protective glass for City buildings in order to mitigate potential future
damage to these properties. The buildings include: Historic City Hall, Police Station,
City Hall, Fire Station #3, Fire Station #1, Fleet Management, 777 building (1701
Meridian Avenue), 21st Street Recreation Office, 555 1ih Street, Byron Carlyle Theater
and the North Shore Community Center.
The buildings listed above require protection for windows during a significant weather
event. As a barrier island, Miami Beach is subject to high winds, missile hazards and
significant impact damage. The City is replacing many of the existing, and deteriorated
shutters with new shutters; installing new shutters on facilities that currently do not
have protection; and will install protective glass at Historic City Hall. The City intends to
apply to Pre-Disaster Mitigation funding for hazard mitigation at buildings that will be
constructed/renovated in the future. .
The deadline for this grant application is February 3, 2006 and a 250/0 match is required
of this grant. The City will utilize matching funds from the Miami-Dade County 2004
General Obligation Bonds approved by the voters for the restoration of Historic City Hall.
Supports the key intended outcomes: 1) Increase resident ratings of Public Safety
Services and 2) Ensure well-maintained facilities.
6. Aooroval to submit a orant aoolication to the US Soccer Foundation for fundino
in an amount not to exceed $100.000 for the renovation of Normandv Isle
Soccer field
The United States Soccer Foundation Inc. is a not-for-profit corporation qualified under
Section 501 (c) (3) of the Internal Revenue Code. Earnings from the permanent
endowment funds of the Foundation are the source for grants made by the foundation
for soccer projects. The Foundation is in its tenth year of operation, and has awarded
almost $20 million in grant funds to municipalities, governing bodies, and soccer
organizations.
Normandy Isle Park is a 3.60 acre park located between Normandy Isle Drive and 71 st
Street. The master plan for the improvement of the park includes a new pool facility,
bathrooms, locker rooms, multipurpose room/ recreation center, shade pavilion, soccer
field renovation, multipurpose court, field lighting, security lighting, landscaping,
irrigation, drainage, new tot lot and site furnishings, perimeter fencing, walkways, on- .

street parking and signage. At this time, only the construction of the funded portions of
the project are underway. The soccer field component is currently unfunded. This grant,
if awarded} will provide funding to renovate the soccer field. The grant requires matching
funds at a ratio of $2 foundation: $1 local. The City has matching funds for this project in
GO Bond funding, and other funds dedicated to the Normandy Isle Park Project,
including a previously awarded US Department of Housing and Urban Development
grant previously awarded to this project. This project supports the key intended
outcomes: Ensure quality CIP projects and Increase satisfaction with recreational
programs.
7. Approval to submit a arant application to the Emeroencv Food and Shelter
DrOQram for fundino in an amount not to exceed $40,000 for homeless outreach
initiatives
The Emergency Food and Shelter Program was established in March 1983. The
program is sponsored by the Federal Emergency Management Agency (FEMA). The
program was created to assist people in need of emergency assistance. The City
intends to apply for funding for homeless outreach services, including funding for food
vouchers and funds for hotel/motel shelter for individuals and families in financial need.
The City has matching funds to leverage the grant funds in current operating funds for
the Neighborhood Services Homeless Division. Supports the key intended outcome:
Reduce the number of homeless.
CONCLUSION
The Administration requests approval to submit applications for grant funds to the
following agencies: 1) Federal Emergency Management Agency (FEMA) for hazard
mitigation planning grant funds for funding in an amount not to exceed $325,000 for the
development of a geographic information system (GIS); 2) Federal Emergency
Management Agency (FEMA) for hazard mitigation planning grant funds for funding in
an amount not to exceed $100,000 for the development of an Emergency Management
Plan; 3) Miami-Dade County Office of Emergency Management for FY 2005/06 Florida
Domestic Security funding for citywide security-related projects; 4) State of Florida
Department of Environmental Protection Coastal Partnership Initiative grant for funding
in an amount not to exceed $30,000 for the Allison Park Eco-Walk Project; 5) Federal
