HomeMy WebLinkAbout2005-26075 ResoRESOLUTION NO. 2005-26075 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF JORGE E. CHARTRAND AS CAPITAL IMPROVEMENT PROJECTS DIRECTOR. WHEREAS, the City Manager has appointed Jorge E. Chartrand as Capital Improvement Projects Director; and, WHEREAS, pursuant to Section 4.02 of the City of Miami. Beach Charter, the City Manager has power to appoint directors of City departments with the consent and confirmance of the Mayor and City Commission; and, WHEREAS, the Mayor and City Commission wish to consent and confirm the appointment of Jorge E. Chartrand as Capital Improvement Projects Director. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission have consented to and confirmed the appointment of Jorge E. Chartrand as Capital Improvement Projects Director. PASSED and ADOPTED this 7th day of December, 2005. Gonzalez, City Manager .~~ December 7, 2005 SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF JORGE E. CHARTRAND AS CAPITAL IMPROVEMENT PROJECTS DIRECTOR. ADMINISTRATION RECOMMENDATION Pursuant to the requirements of Article IV, Section 4.02 of the City Charter it is recommended that the Mayor and Commission adopt the attached Resolution consenting to the appointment of Jorge E. Chartrand as Capital Improvement Projects Director. ANALYSIS Mr. Chartrand has been serving as the Acting Capital Improvement Projects (CIP) Director since March 1, 2005. Prior to this position, Mr. Chartrand joined the CIP office in 2001 and was promoted to CIP Assistant Director in 2002. Mr. Chartrand began his career with the City of Miami Beach in 1996 in the Construction Management Department. Prior to joining the City, Mr. Chartrand worked for Spillis Candela & Partners, an engineering and architectural firm, since 1974. In his positions with the CIP office, Mr. Chartrand has played a major role in the development of a ClP plan; creating an effective structure for the management of the ClP office; developing organizational capacity to manage CIP projects; developing community infrastructure plans; delivering capital projects in accordance with the implementation plan; and ensuring community involvement with projects. Mr. Chartrand has done a great job in his role as Acting ClP Director and has proven to be a valuable and effective leader. His continued commitment to the City and his leadership in the ClP area will help ensure that the City continues achieving its goals. CONCLUSION Mr. Chartrand has already begun his assignments as the CIP Director. While in most Council/Manager governments, Managers are typically granted broad authority to select key department heads; an old provision of our charter requires consent by Commission. Chartrand ' 'EXPERIENCE SUMMARY Close to thirty six years of experience in the planning, design, project management, and construction management of multiple types of projects such as hospitals, corporate facilities, educational facilities, institutional and government buildings. Also participated in management and marketing while with a large Architectural/Engineering firm in South Florida. EMPLOYMENT HISTORY 1996 to the present- various positions with the City of Miami Beach. Began as Construction Manager in the Public Works Department, promoted to Capital Projects Coordinator, Assistant Director and Acting Director with the Capital Improvement Projects Office. 1974-1996 Associate Vice President with the firm of Spillis Candela & Partners (currently DMJM). Involved in the design of mechanical and fire protection installations for varied types of projects up to a value of $100 million. Project manager for a variety of projects. Division Manager of the Plumbing and Fire Protection Section at Spillis Candela. Member of the Marketing and Management Committees. 1970-1974 Shelton & Zajac Engineers - Project designer and project manager for a variety of projects. 1969-1974 Several local engineering firms as designer of mechanical systems. EDUCATION 1978 - Bachelor of Arts in Philosophy- Florida International University 1982 - Master of Arts in Philosophy- University of Miami 1995 - Master of Business Administration - University of Miami
