A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE CITY MANAGER'S RANKING
OF FIRMS RELATIVE TO REQUEST FOR PROPOSALS (RFP) NO. 39-04105,
TO SELECT A CONSULTANT TO PROVIDE PILOT NETWORK(S)
MANAGEMENT AND TESTING AND PROJECT MANAGEMENT SERVICES
FOR THE CITY OF MIAMI BEACH WIRELESS BROADBAND NETWORK
INITIATIVE (WiFi); AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS WITH THE TOP-RANKED FIRM OF ClVlTlUM, AND SHOULD
THE ADMINISTRATION NOT BE ABLE TO SUCCESSFULLY NEGOTIATE AN
AGREEMENT WITH THE TOP-RANKED FIRM, AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE SECOND-
RANKED FIRM OF EXCELSlO COMMUNICATION CORPORATION;
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
AGREEMENT UPON COMPLETION OF SUCCESSFUL NEGOTIATIONS BY
THE ADMINISTRATION, IN THE BASE ESTIMATED AMOUNT OF $56,000;
AND FURTHER APPROPRIATING FUNDS IN THE AMOUNT OF $56,000,
FROM THE INFORMATION AND COMMUNICATION TECHNOLOGY FUND.
WHEREAS, the City of Miami Beach (the "City") has established a goal to use
wireless broadband technology to strengthen public safety, increase government
efficiency in delivery of services, and provide a basic level of access to City residents
and visitors; and
WHEREAS, on October 19th, 2005, the Mayor and City Commission approved
the issuance of a Request for Proposals (RFP) to select a Consultant to provide Pilot
Network(s) Management and Testing and Project Management Services for the City Of
Miami Beach Wireless Broadband Network Initiative ('~ViFi"); and
WHEREAS, the City Manager via letter to Commission (LTC) No. 275-2005
appointed the following Evaluation Committee members (the "Committee"):
Gladys Acosta, Acting Information Technology Director
Phillip Cousins, Miami Beach Resident
Larry Herrup, CPA, Miami Beach Resident
Terry Jonas, Miami Beach Resident, Systems Analyst
Nelson Martinez, Systems Support Manager
Mark Needle, Miami Beach Resident, Co-Chair of Technology Access Coalition
Patricia Schneider, Assistant Police Chief; and
WHEREAS, the Committee convened on November 29, 2005, and was provided
with a project overview and background information relative to the RFP. Additionally, the
Committee was provided with information relative to the Government in the Sunshine
Law and the City's Cone of Silence requirements; and
WHEREAS, the Committee diScussed the following evaluation criteria, which
was used to evaluate and rank each Proposal:

proposal and during deliberations proceed to rank the Consultants as follows:

WHEREAS, the Committee unanimously recommended Civitium as the top-
ranked Consultant and Excelsio Communications as the second ranked consultant; and
WHEREAS, Civitium is a management and technology consulting firm focused
on assisting cities in the planning, design and deployment of wireless broadband
technology as the foundation' for Digital Communities. Based on their experience in
cities including Philadelphia, San Francisco, Houston, Portland, and New Haven,
Civitium has the skills necessary to provide the pilot network planning and project
management services the City is requesting; and
WHEREAS, the City Manager has reviewed the Committee's recommendation
and concurs with the ranking of Consultants,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, herein accept the City
Manager's ranking of firms relative to Request for Proposals (RFP) No. 39-04/05, to
select a Consultant to provide Pilot Network(s) Management and Testing and ProJect
Management Service for the City of Miami Beach Wireless Broadband Network Initiative
(WiFi); authorize the Administration to enter into negotiations with the top-ranked firm of
Civitium, and should the Administration not be able to successfully negotiate an
Agreement with the top-ranked firm, authorize the Administration to enter into
negotiations with the second-ranked firm of Excelsio Communication Corporation;
authorize the Mayor and City Clerk to execute an Agreement upon completion of
successful negotiation by the Administration, in the estimated amount of $56,000; and
further appropriate fund in the amount of $56,000, from the Information and
Communication Technology Fund.

Item Summary/Recommendation:
The City of Miami Beach (the "City") has established a goal to use wireless broadband technology to
strengthen public safety, increase government efficiency in delivery of services, and provide a basic level
of access to City residents and visitors. The City specifically plans to use wireless broadband technology
to support: Public safety mobile access city-wide; Mobile access for other Miami Beach government
agencies; Hot zone access for targeted commercial areas; and Recurring cost savings for internal
government network use.
The Committee unanimously recommended Civitium as the top rank consultant and Excelsio
Communications as the second ranked consultant.
Civitium is a management and technology consulting firm focused on assisting cities in the planning,
design and deployment of wireless broadband technology as the foundation for Digital Communities.

BACKGROUND
The City of Miami Beach (the "City") has established a goal to use wireless broadband
technology to strengthen public safety, increase government efficiency in delivery of
services, and provide a basic level of access to City residents and visitors.
The City specifically plans to use wireless broadband technology to support:
Public safety mobile access city-wide;
Mobile access for other Miami Beach government agencies;
Hot zone access for targeted commercial areas; and,

Recurring cost savings for internal government network use.
RFP PROCESS
On October 19th, 2005, the Mayor and City Commission approved the issuance of a
Request for Proposals (RFP) to select a Consultant to provide Pilot Network(s)
Management and Testing and Project Management Services for the City Of Miami
Beach Wireless Broadband Network Initiative ("WiFi").
The RFP was issued on September 2, 2005, with a wide vendor outreach that included
but was not limited to the 19 notifications: Internet search and e-mail notifications and
Mailing lists from other agencies who have initiated and/or implemented WiFi projects.
Procurement issued notices to consultants which resulted in receipt of the following
three proposals: 1. Civitium; 2. Excelsio Communications; and 3. Cyan Line.
The City Manager via letter to Commission (LTC) No. 275-2005 appointed the following
Evaluation Committee members (the "Committee"):

Committee meeting due to previous engagements.

Civitium is a management and technology consulting firm focused on assisting cities in
the planning, design and deployment of wireless broadband technology as the
foundation for Digital Communities. Based on their experience in cities including
Philadelphia, San Francisco, Houston, Portland, and New Haven, Civitium has the skills
necessary to provide the pilot network planning and project management services the
City is requesting. Civitium has been involved in many of the earliest and most high
profile municipal wireless deployments including:
Civitium's founders conducted the industry's first large-scale, countrywide
wireless broadband feasibility study in late 2004 for Houston County, GA. The
study, sponsored by Intel Corporation, Siemens Ag and Alvarion Ltd., included a
pilot deployment of a pre-WiMAX solution covering over 250 square miles of the
County.
Civitium is currently the lead management and technology consulting firm for the
City of Philadelphia, PA, providing advisory services to the Honorable Mayor
John F. Street, CIO Dianah Neff and Wireless Philadelphia TM Board of
Directors.
Civitium authorized the Wireless Philadelphia Business plan and Request for
Proposal (RFP), and is contracted throughout the lifecycle of the project to
provide answers to vendor questions, and analysis of vendor responses and
program management of the selected vendor during the design and deployment
phases. Civitium completed a 135 square-mile citywide radio frequency (RF)

study for the Philadelphia, the largest and most comprehensive of its kind in the
industry.
Civitium has been retained by the Wireless Philadelphia TM non-profit board to
provide project management services for the 135 square mile wireless network
deployment.
Civitium was recently selected to provide advisory services for the City and
County of San Francisco CA to study the feasibility of their wireless broadband
initiative.
Civitium is currentlY the lead management and technology consulting firm for the
City of Houston, TX, having provided a detailed analysis of vendor to the city's
RFP for 650 square mile wireless network. Civitium also performed a hands-on
evaluation of eight pilot networks deployed by the city to study performances,
scalability and reliability.
CITY MANAGER'S REVIEW
The City Manager has reviewed the Committee's recommendation and concurs with the
ranking of Consultants.
CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the
Resolution which accepts the City Manager's ranking of firms relative to Request for
Proposals (RFP) No. 39-04105, to select a Consultant to provide Pilot Network(s)
Management and Testing and Project Management Services for the City of Miami Beach
Wireless Broadband NetwOrk Initiative (VViFi); authorizes the Administration to enter into
negotiations with the top-ranked firm of Civitium, and should the Administration not be
able to successfully negotiate an Agreement with the top-ranked firm, authorizes the
Administration to enter into negotiations with the second-ranked firm of Excelsio
Communication Corporation; authorizes the Mayor and City Clerk to execute an
Agreement upon completion of successful negotiations by the Administration, in the
estimated amount of $56,000; and further appropriating funds in the amount of $56,000,
