RESOLUTION NO. 98-22651
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RANKING OF
RESPONSES RECEIVED AND AUTHORIZING THE ADMINISTRATION TO
ENTER INTO NEGOTIATIONS FOR A CONTRACT WITH THE NUMBER-
ONE RANKED FIRM, TOM GRABOSKI ASSOCIATES, INC./BERMELLO,
AJAMIL & PARTNERS, INC., PURSUANT TO RFP NO. 134-96/97 FOR
PROVIDING ARCHITECTURAL/ENGINEERING SERVICES FOR THE
CONVENTION CENTER SIGNAGE PROGRAM.
WHEREAS, the City issued a Request for Proposals (RFP) No. 134-96/97 for providing
architectural/engineering services for the signage program for the Miami Beach Convention Center;
and
WHEREAS, notices and specification packages for RFP No. 134-96/97 were issued on
September 19, 1997, resulting in two timely responses; and
WHEREAS, an Evaluation Committee approved by the City Manager met on January 14,
1998, and again on January 28, 1998, and recommended the firm of Tom Graboski Associates,
Inc./Bermello, Ajamil & Partners, Inc. as the top-ranked respondent; and
WHEREAS, the Evaluation Committee elected to not rank the firm ofE.N. Bechamps and
Associates, Inc.lPeter Muller-Munk Associates; and
WHEREAS,the City Manager has reviewed the responses and the recommendation of the
Evaluation Committee and concurs with the Evaluation Committee's recommendation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein accept the ranking of the responses received and now authorizing the
Administration to enter into negotiations with the number-one ranked respondent, Tom Graboski
Associates, Inc./Bermello, Ajamil & Partners, Inc., pursuant to RFP No. 134-96/97, to provide
architectural/engineering services for a signage program for the Miami Beach Convention Center;
and should the Administration not be able to successfully negotiate an agreement., authorizing the
Administration to reject all proposals and issue a new Request for Proposals.

As chairman and on behalf of the selection committee for the above referenced RFP, it is my pleasure
to relay that the committee has recommended that the City enter into negotiations with the firm of
Tom Graboski & Associates, Inc./Bermello, Ajamil & Partners, Inc. for design and preparation of bid
documents for the convention center signage program. This firm was selected over the only other
respondent, E.N. Bechamps and Associates, Inc./Peter Muller-Munk: Associates. It is the
committee's recommendation to only negotiate with Graboski, and, should those negotiations be
unsuccessful, to rebid the project.
Graboski and Associates' work showed exemplary design flair, introducing much more exciting work
than the other firm. Additionally, the completely local makeup of this team was preferred over the
other respondent's local and out-of-town mix. Graboski's familiarity with both the project as a
subcontractor during the study phase as well as the principal's personal history and familiarity with
the facility were also looked upon favorably. Lastly, personal exposure to some of Be champs /Muller-
Munk: work by committee members produced negative reactions.
We would like to thank: you for the opportunity to serve on this committee, and we look forward to
working with the City toward a successful completion of this exciting project that will help to
improve convention center access.

SUBJECT:
Request to cept the Ranking of Proposals Received and to Authorize the
Administration to Enter into Negotiations for a Contract with the Number-One
Ranked Firm, Tom Graboski Associates, Inc., Pursuant to Request For
Proposals No. 134-96/97 for Providing Architectural/Engineering Services for
the Convention Center Signage Program.
ADMINISTRATION RECOMMENDATION:
Approve the Resolution.
FUNDING:
Funds are available from the Convention Center Account No. 440.0442.000674.
BACKGROUND:
The City of Miami Beach solicited proposals from architectural/engineering firms to prepare
construction and installation bid documents for an exterior marquee-type sign and a city-wide
signage plan directing visitors throughout the City to the Convention Center area. The selected firm
will be working with the schematic program submitted by Wallace Roberts Todd in their master plan
for the area. That plan was approved conceptually by the Tourism and Convention Center
Expansion Authority (TCCEA) Board.
Additionally, the selected firm will design an interior graphics package for room identification and
visitor directional movement, which is intended to improve the functionality and aesthetics within
the Center and to bring the facility into compliance with the Americans with Disabilities Act (ADA).
Notices were mailed to one-hundred eighty-seven firms, and specifications were requested by sixteen
prospective proposers. The responses for this Request for Proposals were due no later than 11 :00
a.m. on November 6, 1997. Proposals were received from the following two firms:

An Evaluation Committee, consisting of the following persons, met on January 14, 1998, to review
and discuss the proposals:
Doug Tober, Spectacor Management Group General Manager, selected as Chair
Tom Mooney, Sf. Planner, Planning, Design & HP
Michael Alvarez, Public Works
Oscar Sklar, Convention Center Advisory Board member
Eddy McIntyre, TCCEA member
ANALYSIS:
Both respondents were invited for an oral presentation before the Evaluation Committee on January
28, 1998. After the presentations, each proposal was evaluated in accordance with the criteria listed
in the Request for Proposals:
Firm's experience.
Project manager's experience.
Previous similar projects.
Qualifications of project team.
The committee unanimously selected Tom Graboski Associates, Inc./Bermello, Ajamil & Partners,
Inc. as the top-ranked proposer, and did not rank E.N. Bechamps and Associates, Inc./Peter Muller-
Munk Associates for consideration for award. Mr. Oscar Sklar was not present for the oral
presentations, and did not vote.
As indicated in the attached memorandum from Mr. Doug Tober, Chair of the Evaluation
Committee, the committee found Tom Graboski's work to be creative and well-designed. The
committee also preferred the local makeup of this team over the other respondent's local and out-of-
town mix. All of the committee members expressed the opinion that Mr. Graboski's familiarity with
the project as a subcontractor during the study phase and his personal familiarity with the facility
should result in the successful completion of this project within a reasonable time frame.
In accordance with the terms of the RFP, the City Manager has reviewed the Evaluation
Committee's recommendation and concurs with its ranking of proposals.
CONCLUSION:
The Mayor and Commission should accept the ranking recommended by the City Manager, and
authorize the Administration to negotiate a contract with the top-ranked firm of Tom Graboski
Associates, Inc./Bermello, Ajamil & Partners, Inc.; and should the Administration not be able to
successfully negotiate a contract, authorize the Administration to reject all proposals and issue a new
Request for Proposals.
