A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING
THE ADMINISTRATION TO PROCEED WITH MAKING A CULTURAL
FACILITIES GRANT APPLICATION TO THE STATE OF FLORIDA
DIVISION OF CULTURAL AFFAIRS FOR $500,000 FOR THE BASS
MUSEUM OF ART'S RENOVATION AND CONSTRUCTION PROJECT.
WHEREAS, the expansion and renovation project for the Bass Museum of Art (Project)
has been adopted by the Board of Trustees, the Board of the Friends of the Bass Museum, Inc., and
the Mayor and the City Commission; and
WHEREAS, the City has appropriated $3,600,000 to the Project by Resolution No. 93-
20743, for $1,265,560, and Resolution No. 94-21319, for $2,334,440; and
WHEREAS, no new City funds beyond the already committeed $3,600,000 will be required
to match this grant; and
WHEREAS, the Mayor and the City Commission previously appropriated four State of
Florida Cultural Facilities Matching Grants totalling $1,606,251, of which the remaining two grants
totalling $1,000,000, to be applied toward renovation and construction, will be expended by April
1998 when the State of Florida Arts Council meets to review new grant applications; and
WHEREAS, the Friends of the Bass Museum, Inc. have already raised in cash and pledges
$2,300,000 for the Project and will continue to raise funds during the period of new construction;
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission authorize the Administration to proceed with making a Cultural Facilities Grant
application to the State of Florida Division of Cultural Affairs for the Bass Museum of Art's
Renovation and Construction Project.

OF FLORIDA DIVISION OF CULTURAL AFFAIRS FOR A $500,000
CULTURAL FACILITIES GRANT FOR THE BASS MUSEUM OF ART'S
RENOVATION AND CONSTRUCTION PROJECT.

Adopt the Resolution.
BACKGROUND:
The expansion and renovation project for the Bass Museum of Art was approved by the Mayor and
the City Commission, reconfirming a commitment of $3,600,000 to the project (Resolution 93-
20726 for $1,265,560 and Resolution No. 94-21319 for $2,334,440),
The Mayor and the City Commission received and appropriated four State of Florida Cultural
Facilities matching grants totaling $1,606,251. Of this amount $606,251 has been expended for the
project's architectural work. The City Administration anticipates an expenditure of over $500,000
for construction to be spent by April 1, 1998. This will satisfy the State of Florida Cultural Arts
Council requirement to spend $500,000 by April 1, 1998. The State requires an additional $500,000
to be spent by April 1, 1999. This is based on the construction phase commencing on January 26,
1998. The grant now being sought would be awarded in July 1999 in time for the final construction
phase of the project and would complete the required grants for fund-raising for the $8,000,000
project as outlined in Commission Memorandum No. 701-94,
This application is the last permissible for the project, as the State caps total facilities awards at
$1,500,000 during a five-year period.

ANALYSIS:
No new City funds beyond the already committed $3,600,000 will be required to match this grant.
The Friends will match the grant with $471,000 from pledges received by July 1999.
CONCLUSION:
As no new City funds beyond the already committed $3,600,000 will be required to match this grant,
the Administration recommends the adoption of the attached Resolution, which retroactively
authorizes the Administration to proceed with making an application to the State of Florida Division
of Cultural Affairs for a Cultural Facilities Grant for $500,000 for the Bass Museum of Art
renovation and construction project.
