SUBJECT: Underage Ddnking Enforcement Action
This Letter to the City Commission is to provide information on enforcement action taken by
the Miami Beach Police Department's Strategic Investigations Unit (SIU)in response to
complaints received regarding drug sales, underage drinking, and other problems in several
nightclubs in the South District. The investigation took place between Saturday night,
January 7, 2006 and Sunday night, January 8, 2006. The results are as follows:
Saturday, January 7, 2006 (Club La Rumba- 685 Washington Ave) · Detectives witnessed underage aides make purchase of alcoholic beverage from
staff. On premises were 11 underage persons in violation of City ordinance.
· Two subjects were observed using drugs in the men's room.
· With the assistance of Patrol, entry was made, subjects identified and five arrests
were made for sale of alcohol to underage persons and possession of narcotics.
· Code enforcement was on scene to cite management.
· Cdme scene was called to photograph the kitchen, which had not been used in a
long time and only had two heads of cabbage and a tray of oysters in its poorly
operating refrigerator.
Saturday, January 7, 2006 (Royal Bar-758 Washington Ave)
Previously, the club had been cited for sale of alcohol without a license. On this occasion
they had a license, but also had an underage patron on scene. Code Enforcement was on
scene to cite management.
Sunday, January 8, 2006 (Maggie's Mirage-619 Washington Ave)
· Detectives witnessed the underage aide make purchase of alcoholic beverages from
the staff.
· Patrol was notified, entry made, and two subjects arrested.
· Code enforcement was on scene to cite management.
After two nights of checking for compliance in these areas, a notable improvement was
observed. The nightclub staffs were seen adhedng to the local and state laws govemin~q
