SUBJECT: PROPOSED EVALUATION COMMITTEE FOR PLANNING/IMPACT FEE
CONSULTANT FOR IMPACT ANALYSIS AND MITIGATION DEVELOPMENT
SYSTEM RFQ (RFQ 05-05106)
The purpose of this Letter to Commission is to update the Mayor and Commission on the
RFO for a planning/impact fee consultant to help further explore the potential for an Impact
Analysis and Mitigation Development Review System. The period for bid proposals closed
on Friday, January 13, 2006 at 3:00 pm.
The Consultant will be required to study development impacts within the City of projects over
a certain threshold of intensity. The study should then be used by the Consultant to provide
data and analysis as a legal and planning basis to propose a system for the review of
proposed new developments over a certain threshold of gross square footage, considered
"Major Developments", in order to properly assess and mitigate the potential impacts of
developments upon the infrastructure of the City. The system may incorporate a phased
development component which would limit the amount of major development activity over
time in relation to the impacts of such development on the City's infrastructure, based upon
legal and planning feasibility analysis provided by the Consultant. The final deliverable
should be draft Land Development Code and Comprehensive Plan amendment ordinances
to implement the proposed development review system.
