RESOLUTION NO. 2006-26089
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
THE CITY'S FEDERAL LEGISLATIVE AGENDA FOR THE
2006-2007 CONGRESSIONAL SESSION.
WHEREAS, the City must avail itself of all potential sources of funds; and
WHEREAS, Federal legislation may need to be enacted to protect and enhance the
City's interests; and
WHEREAS, action of Federal executive agencies may be necessary for the same
purposes; and
WHEREAS, it is imperative that the City's legislative consultant is aware of, and has
a list of, City priorities; and
WHEREAS, the Administration has prioritized funding needs and identified potential
funding sources; and
WHEREAS, the City's numerous Federal-level needs have been assessed and
prioritized to produce the most effective use of its legislative team.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the recommended
Federal Legislative Agenda for the 2006-2007 Congressional Session be approved, as
more speCifically set forth in the attached Commission Memorandum.

Item Summary/Recommendation:
Each year, the Mayor and City Commission adopt the City's legislative priorities that will be
pursued by the City's representatives in Washington D.C. during the annual Congressional
Session. The attached list of priorities was developed by the Administration in consultation
with the City's lobbyists, and by meetings held on January 6, 2006 between the Mayor and
each Commissioner and the City's lobbyists.
The recommended 2006 agenda includes legislative and funding requests, including Beach
Renourishment, Homeland Security, Stormwater infrastructure improvements, and retaining
authority to implement the wi-fi system.

Adopt the Resolution.
ANAL YSIS
Each year, the Mayor and City Commission adopt the City's funding and legislative
priorities that will be pursued by the City's representatives in Washington D.C. during the
annual Congressional session.
The proposed priorities include funding requests for Beach Renourishment, Stormwater
Infrastructure, Transportation, Health Care, After School Programs, Canal Cleanup, and
support of the City's grant applications. Additionally, the City has legislative priorities that
include disaster response authority, telecommunications and wireless internet access.
A final Federal Legislative Agenda will be submitted as a supplemental item on January
9,2006, after completion of the meetings with the Federal lobbyists.
The Administration recommends that the Mayor and City Commission review the
proPos!1legislative agenda, establish the priorities and adopt the attached Resolution.

SUBJECT: SUPPLEMENTAL INFORMATION FOR ITEM R7B (FEDERAL LEGISLATIVE
AGENDA)
On January 5-6, 2006, the City's Federal lobbyists met with the Mayor, each Commissioner,
and the Administration to discuss the City's priorities for the upcoming Congressional
Session. Below, please find the City's proposed 2006-2007 Federal Legislative Agenda.
SOCIAL I ECONOMIC ISSUES
After School Program (Teen Intervention Program) $1,950,000
The City seeks funding support in the amount of $1,950,000 in the Justice Appropriations Bill
for expansion of this program at the North Shore Youth Center and the creation of a second
program at the Miami Beach Police Athletic League in South Beach.
Miami Beach Homeless Program $2,000,000
The City seeks $2,000,000 in funding support from the Labor & HHS Appropriations Bill for
development of an Elderly Homeless Prevention component and a Mental Health/Substance
Abuse component of the Miami Beach Homeless Program. Furthermore, the City will
research the funding formulas related to Emergency Shelter Grants and any potential waiver
provisions.
Miami Beach Innovative Workforce Housing Initiative $2,000,000
The City seeks $2,000,000 in funding support from the Transportation, Treasury & HUD
Appropriations Bill for the development of an innovative workforce housing initiative. The City
further wishes to work with the legislative delegation and the Department of Housing and
Urban Development to develop creative solutions to the City's workforce housing problems.
Community Development Block Grants (CDBG)
The City wishes to preserve the CDBG Program in its current form, and further requests
increased funding for this and other HUD programs such as the HOME Investment
Partnership and the Section 8 program.
Public School Health Care
The City will support funding efforts with Barry University and Miami Beach Community
Health Centers to access federal funding and implement the Physician Assistance Program
in the local schools.
National Heritage Area
The City seeks Congressional designation of Miami Beach as a National Heritage Area.

Parks Activities
The City will research potential funding sources for the Teen Intervention Program, water
related activities, and childhood obesity prevention programs.
Art and Arts Education
The City will research potential funding sources for the arts and arts education programs.
INFRASTRUCTURE ISSUES
Alternative Sand Test Beach $3,000,000
The City seeks $3,000,000 from the Energy and Water Appropriations Bill for continued
development of a series of artificial reef or breakwater structures to control beach losses
within the regional erosion hotspots.
Beach Erosion Control Projects
The City seeks expedited review and approval of permits for the 46th and 55th Street beach
renourishment projects by the Army Corps of Engineers and Florida Fish and Wildlife. The
City further supports Miami-Dade County's beach renourishment funding request.
Stormwater Infrastructure Improvements $9,000,000
The City seeks $9,000,000 from the State and Tribal Assistant Grant (STAG) account of the
Interior & EPA Appropriations Bill for stormwater infrastructure improvements in the North
Beach area.
Historic City Hall $2,000,000
The City seeks $2,000,000 from the Save America's Treasures account of the Interior &
EPA Appropriations Bill for renovations to Historic City Hall.
Atlantic Corridor Greenway Network $4,000,000
The City seeks $4,000,000 in funding assistance from the Transportation, Treasury & HUD
Appropriations Bill for continued development of the Atlantic Corridor Greenway Network, a
citywide network of integrated bicycle/pedestrian/recreational corridors & trails which
interconnect Miami Beach neighborhoods with business centers, cultural/tourism centers,
parks, schools and beaches.
West Avenue Bridge $2,000,000
The City seeks $2,000,000 in funding assistance from the Transportation, Treasury & HUD
Appropriations Bill for acquisition, design, and construction of the West Avenue Bridge,
which will help reduce the volume of traffic at the busiest Alton Road intersections, and
provide a safer venue for motorists, cyclists, and pedestrians.
Telecommunications and Wireless Internet
The City seeks to maintain and enhance the ability of local governments to provide wireless
internet access. The City supports the Community Broadband Act of 2005, and will monitor
the evolution of the Broadband Internet Transmission Services legislation. The City will
provide the legislative delegation with desired language that the City's wishes incorporated
into the final bill regarding "grandfathering" of cities that provide services at the time the bill is
signed into law.
Miami Beach Intermodall Transit Facility Funding
The City will work with the legislative delegation and the appropriations committee to extend
previously awarded funding for continued development of transit facility projects in Miami
Beach.
Water Resources
The City will research potential funding sources for the identification of alternative water
source technologies, including, but not limited to, desalinization plants.
HOMELAND SECURITY I EMERGENCY MANAGEMENT ISSUES
Hurricane Wilma Reimbursement
The City seeks full reimbursement through FEMA and other agencies for expenses incurred
in 2005 from Hurricanes Katrina and Wilma. Additionally, the City seeks funding sources for
replacement of the tree canopy that was destroyed during the hurricanes (1500-2000 trees).
FEMA Grants
The City seeks full funding through FEMA's Hazard Mitigation Grant Program for storm
shutters and protective glass for City buildings. A grant application has been submitted to
FEMA's FY05 Pre-Disaster Mitigation program in the amount of $1,220,000 and the City
intends to submit another application for the FY06 programs. Additionally, the City has
submitted a grant to FEMA's Hazard Mitigation Planning Grant Program for a Geographic
Information System in the amount of $322,464, and for the development of an Emergency
Management Plan in the amount of $96,750. The City will consider the submission of a
disaster scenario study as part of a future Planning Grant.
Urban Area Security Initiative (UASI)
The City has submitted, through Miami-Dade County, twelve (12) projects for Homeland
Security Funding (including the Urban Area Security Initiative Program), all of which support
Florida's Domestic Security Strategy.
Disaster Authority
The City seeks to maintain local authority over the initial response to a disaster.
