2000-23784 RESO RESOLUTION NO. 2000-23784 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH AUTHORIZING, BY 517THS VOTE THE WAIVER OF FORMAL COMPETITIVE BIDDING AND AWARD OF A PURCHASE ORDER TO MUSCO LIGHTING, INC., IN THE AMOUNT OF $28,600 AND TO POWER DEPOT, INC., IN THE AMOUNT OF $8,200, TO PROVIDE EMERGENCY LIGHTING FOR THE FLAMINGO PARK BASEBALL STADIUM. WHEREAS, over the past three years, the Property Management Division has made numerous splices of the high power primary electrical feeder lines that provide power to the Baseball field lighting due to the deterioration of the underground conduits that carry the lines; and WHEREAS, the Property Management Division staff with the assistance of the Fire Department were attempting to replace the burned out lights on one of the fields when they received an electrical shock; and WHEREAS, due to this incident and the knowledge of the deteriorating underground conduit system, the Property Management Division requested an inspection by the City's Chief Electrical Inspector, which resulted in the system being shut down; and WHEREAS, the Administration has identified an immediate solution to provide temporary lighting at the baseball field that would permit Miami Beach High to play night games at the stadium for their upcoming season which is scheduled to begin in February and concludes in early April; and WHEREAS, this solution requires the rental of temporary lighting and associated generators to be used for this two (2) month period; and WHEREAS, the Administration has obtained quotations on an emergency basis to provide the required temporary lighting and associated generators. ANAL YSIS Over the past three years, the Property Management Division has made numerous splices of the high power primary electrical feeder lines that provide power to the Baseball field lighting due to the deterioration of the oodergroood conduits that carry the lines. Transformers have failed and the light fixtures and attachment brackets have deteriorated from rust and corrosion due to age. In late December, the Property Management Division staff with the assistance of the Fire Department's 100 foot ladder truck were attempting to replace the burned out lights on one of the fields when they received an electrical shock. Because of this incident and the knowledge of the deteriorating undergroood conduit system, Property Management requested an inspection by the City's Chief Electrical Inspector. This inspection was completed January 19,2000 and the system was shut down as a result. On January 21, 2000 a meeting was held at the field of the Flamingo Baseball Stadium with the Assistant Director of Property Management, the Property Management Electrical Supervisor, the Assistant Director of Recreation, the Baseball coach from Miami Beach High School and a representative from Musco Lighting. The Musco representative advised the group that they have the capabilities to provide temporary sports lighting at a cost of $14,300 per month. The City's current generator maintenance Contractor, Power Depot, Inc. was contacted to provide a quotation to provide rental generators to power the temporary Baseball field lights. A quotation in the amount of $4,110 per month was received. It is the Administration's recommendation to award Purchase Orders to Musco Lighting, Inc., in the amount of$28,600, and to Power Depot, Inc., in the amount of$8,220 to provide emergency lighting for the Flamingo Park Baseball Stadium. The baseball team has already scheduled their games for the 2000 baseball season, which includes sixteen night games. It is my understanding that the City has determined the lights are unsafe and inoperable. Asswning the lights cannot be fixed before the start of the season, the Gty should find a temporaty solution to ensure the games are not disrupted. Please advise what options are available to the Gty to allow the Beach High Baseball Team to play their night games as scheduled between Febroaty and April. This act which was brought to my attention in early January would severely di~pt the 2000 baseball schedule which includes a City of Miami Be.eh and Police Athletic League sponsored tournament There are sixteen games which are directly affected by the decision. Flamingo Parle. Baseball Stadium is one oftbe most enjoyable sipts to play baseball in high school. I schedule my games at Flamingo at night for several reasons. Firstly, my players do not have to miss valuable class time ( they miss fifth and sixth periods for 3:30pm games). Secondly. it gives their parents, as wen u.other members ofthc community. a chance tQ watch the team play. The parents work extremely hard to raise over sixteen thousand dollars in order to pay for equipment and travel expenses. They deserve an opportunity to watch their sons play. Lastly, it makes it easier for other teaibs and their fans. and professional and college scouts. to make their way to the stadium. My attempts to obtain information about the situation have turned up empty. The city refuses to give me solid explanations as to why the lights have been deemed "unsafe". I also do hOt receive answers to questions regarding the allocation of $125,000 to the repair or replace the lights three years ago. I bave heena coach fot seven years and have spent most of my s~ time at the baseball stadium. I can Dot recall any reparations being dODe to the ligh;ts. All I am asking for is for i1 second, "outside"(objcctive) opinion regarding the safety of tile baseball lipts. Please assist me in lily struggle. Thank you. I agree with Janet, Matthew and Brad that the system needs to be completely redesigned and upgraded, however the process of designing construction documents and bidding the work encompasses several months. The Beach High baseball team, as well as other baseball and soccer leagues have had tournaments and games scheduled which require nighttime lighting. To accommodate these scheduled activities, I suggest the Administration consider temporary measures to provide adequate field lighting, such as rental lighting equipment WlW the system has been repaired. In light of the fact that the baseball season begins in February, please look into this immediately and advise the Commission of viable solutions. If Commission action is required, please place this on the next City Commission ;<genda.
