SUBJECT: REQUEST FOR PROPOSALS (RFP) FOR THE COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) AND EMERGENCY SHELTER
GRANTS (ESG) PROGRAM FOR FY 2000/2001.
On February 1, 2000, the Department of Community / Economic Development made available to
the public the Request for Proposals (RFP) for the Community Development Block Grant (CDBG)
Program Year 26 (2000/2001):tl s and the Emergency Shelter Grants (ESG) Program FY
2000/2001 funds. Each ye e City is notified of the allocation of federal funds that it will receive
for the next fiscal. Thi year, the City was notified that it will receive approximately $2,770,000 in
CDBG funds (a decrease of $3,000 from FY 1999/2000) and $98,000 in the ESG Program for FY
2000/2001.
All proposals are due in the Community/Economic Development Department before the deadline
of 5 p.m. on March 6, 2000. Late applications will not be accepted and will be returned unopened
to the applicant.
Applicants are encouraged to develop programs that have substantial and comprehensive effects on
the needs and conditions of the City of Miami Beach, and as they relate to the overall goals and
objectives of the CDBG and ESG programs as stated in the Consolidated Plan. Once all proposals
are received, they are reviewed for statutory national objective compliance, regulatory eligibility,
and feasibility. A workshop for interested applicants will be held Monday, February 14 in the first
floor conference room at 9:00 a.m. to discuss the application forms and eligible CDBG and ESG
activities.
A planning phase schedule was initiated by the CommunitylEconomic Development Department in
conjunction with the Community Development Advisory Committee (CDAC) to begin the process
of determining the needs and priorities of community development target areas with regard to
neighborhood revitalization, streets and public facilities improvements, and the provision of public
services. A pre-development public hearing will be held February 29,2000 at 6:00 p.m. in the first
floor conference room of City Hall. The purpose of this meeting will be to obtain the views of
citizens' and other affected parties as they relate to housing and community development. CDAC
will co-host this public hearing with staff from the Community / Economic Development
Department.
