RESOLUTION NO. 2000-23791
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
.CITY MANAGER, OR HIS DESIGNEE, TO EXECUTE A GRANT
AGREEMENT WITH MIAMI-DADE COUNTY TO ACCEPT A
MIAMI-DADE CULTURAL AFFAIRS COUNCIL GRANT IN THE
AMOUNT OF $12,500 FOR THE SISTER CITIES COORDINATING
COUNCIL'S JAPAN WEEK 2000 PROJECT; AND TO
APPROPRIATE THE FUNDS.
WHEREAS, Miami-Dade County, represented by its Board of County Commissioners,
awards Miami-Dade Cultural Affairs Council monies for the uniform health and cultural welfare of
residents through the County; and
WHEREAS, the City of Miami Beach Sister Cities Coordinating Council promotes the
cultural prosperity of Miami Beach by strengthening relationships with Sister Cities around the
world; and
WHEREAS, Japan Week 2000 is a project that, in conjunction with the Miami Beach
Chamber of Commerce and the Japan Society of South Florida, will introduce Miami Beach to
representatives of culture and industry from the nation of Japan; and
WHEREAS, Japan Week 2000 is a project that will inform and educate residents about the
history, culture and people of the Nation of Japan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorizes the City Manager, or his designee, to execute a grant agreement with
Miami-Dade County to accept a Miami-Dade Cultural Affairs Council grant in the amount of
$12,500 for the Sister' Cities Coordinating Council's Japan Week 2000 Project; and to appropriate
the funds.
PASSED and ADOPTED this 9th day of February, 2000.

SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO EXECUTE A GRANT AGREEMENT

PROJECT; AND TO ACCEPT AND APPROPRIATE THE FUNDS.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
During the week of March 11-18, 2000, the City of Miami Beach's Sister Cities Coordinating
Council in conjunction with the Miami Beach Chamber of Commerce and the Japan Society of South
Florida will host JAPAN Week 2000. This event will provide opportunities for creative cooperation
between local and international groups and offer Florida residents and visitors, a seldom-experienced
opportunity to learn about the traditions and culture of Japan.
Japan Week 2000 was inspired by the Honorable Iwao Matsuda, a House of Councilors (Japanese
Senate) member, who visited South Florida in November of 1998. The goal is to enhance
communications between the peoples of the United States and Japan in order to advance new cultural
and economic initiatives. This event promotes Florida as not only a visitor destination but also as
an economically viable point of entry to burgeoning Latin American business opportunities. It is
estimated that 10,000 people will participate in the events programmed for Japan Week 2000.
Miami-Dade Cultural Affairs Council has allocated $12,500 for Japan Week 2000 which will be
spent on expenses related to the event activities. These activities includes art and crafts exhibitions;
lectures and demonstrations about Japanese traditions (i.e., tea ceremony; the etiquette of using

chopsticks) and clothing; and folk dance and music presentations by Japanese performers who will
travel to Miami Beach for the event.
CONCLUSION
The Administration recommends approval of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida authorizing the City Manager, or his designee, to
execute a grant agreement with Miami-Dade County to accept a Miami-Dade Cultural Affairs
Council Grant in the amount of $12,500 for the Sister Cities Coordinating Council's Japan Week
200 Project; and to accept and appropriate the funds.
