This letter to the Commission is to inform the Mayor and City Commission of the City of
Miami Beach Uniform Crime Report (UCR) statistics for Part I Crimes as indexed annually,
for the year of 2005. Part I Crimes include Homicide, Forcible Rape, Robbery, Aggravated
Assault, Burglary, Larceny, and Motor Vehicle Thefts.
Overall, Part I Crimes decreased significantly in year 2005 by 10.89% from 2004., This
follows a steady decline in Part I Crimes since 2000. Some highlights from the comparis6tJ

This dramatic decline in reported crime is directly attributed to the enforcement initiatives
implemented by the Patrol and Criminal Investigation Divisions to target short term crime
trends. These initiatives, with the deployment of a 4th shift of high profile bicycle patrol, and
the utilization of the Special Events Volunteer Response Team contributed to this downward
trend. One of our most successful enforcement initiative was "Operation G.R.I.P." (Grab
Robberies in Progress) was designed to prevent robberies or apprehend robbers as soon as
they commit the crime. This proactive measure was deployed in the entertainment area of
the South District and utilized a combination of undercover detectives and uniform officers.
Operation G.R.I.P. led to multiple arrests and an immediate decline in the number of
robberies. In addition, several narcotic reverse sting operations were conducted by the
Strategic Investigations Unit during Springfestand Memorial Day Weekend which resulted in
multiple arrests and the confiscation of illegal drugs.
Although overall Part I Crime is down, rapes increased by 19.23%. In the majority of these
62 cases, (92% of the cases), the subject was known to the victim. There were also 6 cases
involving strangers. It is important to note that the number of rapes involving strangers
dropped from 24% of rapes reported in 2004 to 8% of rapes reported in 2005. In a proactive
effort to curb these crimes, Criminal Investigations Unit detectives actively participated in the
Sexual Offender Apprehension Program. This program monitored the activities of sexual
predators and offenders who are current or former residents of Miami Beach. To date, none
of these offenders were reported to be involved in sex crimes. The Domestic Violence Unit
also provided public information and education during Spring Break and focused on sexual
crime prevention in the Entertainment District and other areas of the City. As a result, there
was a notable decline in reported rapes during Spring Break. We will continue with these
programs and other initiatives to proactively curb the crime of rape.
During 2006 the Miami Beach Police Department will continue to take a proactive and
innovative approach to curbing crime by effectively implementing and deploying personnel
resources based on timely crime analysis.
