RESOLUTION NO. 2000-23451
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, CALLING A PUBLIC
HEARING FOR WEDNESDAY, JANUARY 26,2000, AT 11:00 AM,
REGARDING THE PROPOSED USES OF LOCAL LAW
ENFORCEMENT BLOCK GRANT FUNDS.
WHEREAS, the City of Miami Beach Police Department has applied for and was
awarded grant funds, in the amount of $543,634, under the Local Law Enforcement Block
Grant Program; and
WHEREAS, the Mayor and City Commission authorized the filing of an application for
the grant funds at its regular meeting on October 6, 2000; and
WHEREAS, the grant application requires that at least one public hearing be held
regarding the proposed use of Block Grant Funds, prior to the obligation of any funds
received; and
WHEREAS, the proposed use of the Block Grant funds is shown in the attached
Exhibit "A".
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a public hearing regarding
the proposed use of the Local Law Enforcement Block Grant Funds is hereby scheduled on
Wednesday, January 26, 2000, at 11 :00 AM, in the City Commission Chambers at 1700
Convention Center Drive, Miami Beach, Florida, and the City Clerk is hereby authorized and
directed to publish and distribute the appropriate public notice of said public hearing at which
time and place all interested parties will be heard.
PASSED and ADOPTED this 12thday of Janaury , 2000.

ADMINISTRA TION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City of Miami Beach Police Department, through the Office of the City Manager, applied for
grant funds to the United States Department of Justice under the "Local Law Enforcement Block
Grant" Program. The Police Department is eligible to receive funds under the United States
Department of Justice "Local Law Enforcement Block Grant" Program. This is the fourth year the
Police Department will receive funds under this program.
The total estimated funds from this grant are $543,634, of which $489,271 will be funded by the
United States Department of Justice. The remaining $54,363 of matching funds will be funded by
the City from the Police Confiscations account. The grant funds will be available on October 1, 2000.
The grant will be used to fund three new non-sworn positions, salaries and benefits for two years
($201,343), purchase equipment ($204,791) and fund supplemental overtime for crime prevention
programs throughout the city ($137,500). A detailed list of expenditures is attached.
The Mayor and City Commission approved the application at the regular meeting of October 6, 1999
(Resolution No. 99-23343).
The guidelines for the grant requires that the City of Miami Beach holds at least one public hearing
on the proposed use of the Block Grant funds before the obligation of any funds are received. As
such, the Mayor and City Commission should schedule a Public Hearing for Wednesday, January 26,
2000, at 11 :00 AM.

The proposed use of these funds, as set forth in the attached list, has the approval of the
Administration and was also endorsed by the Dade-Miami Criminal Justice Council on November
23, 1999.
The Public Hearing will provide the public the opportunity to comment on the proposed use of the
Block Grant Funds and meet the requirement for a public hearing.
