AMENDMENT NO.4
TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE
MIAMI BEACH REDEVELOPMENT AGENCY, FLORIDA AND
KIMLEY -HORN AND ASSOCIATES, INC., FOR PROFESSIONAL
ENGINEERING AND LANDSCAPE ARCIDTECTURAL SERVICES, FOR
SURVEYING, PREPARATION OF CONSTRUCTION DOCUMENTS, AND
PERMITTING SERVICES FOR THE EXPANSION OF THE PARKING
LOT AT SOUTH POINTE PARK, TO BE INCLUDED AS PART OF
PHASE I OF THE SOUTH POINTE REDEVELOPMENT AREA
STREETS CAPE PROJECT
This Amendment No.4, dated as of k(1) (U(M~ 'I , 2000, to that certain
Professional Services Agreement ( Agreement), dated February 17, 1999, by and between the
Miami Beach Redevelopment Agency (RDA) and Kimley-Hom and Associates, Inc.
(Consultant).
RECITALS
WHEREAS, the Agreement provides for the preparation of the final Master Plan for the
South Pointe Redevelopment Area Project; and
WHEREAS, this Amendment No.4 to the Agreement provides for surveying,
preparation of construction documents, and permitting services for the expansion of the parking
lot at South Pointe Park; to be included as part of Phase I of the South Pointe Redevelopment area
Streetscape project; and
WHEREAS, the expansion of South Pointe Park's existing parking lot will allow the
connection of the lot with the driveway entrance provided into South Pointe Park, as specified
within the Phase I construction documents; and
WHEREAS, the modified lot will provide twenty-two (22) additional metered parking
spaces, to a total of sixty-eight (68) metered parking spaces; and
WHEREAS, the modifications of the current layout will start from a point approximately
600 feet east of the construction of the Washington Avenue extension; and
WHEREAS, all improvements will be fully coordinated with public utility companies
and governmental agencies, as required; and
WHEREAS, in order to meet the time schedule prepared as part of the Master Plan, the
Phase I construction documents are about to be completed and the construction bid package is
expected to be issued within thirty days; and
WHEREAS, due to the short time frame to incorporate the lot's expansion design into
the Phase I construction documents, it is recommended that these plans be completed and issued
as Amendment No.4 to the Agreement; and

1. RECITALS
The above recitals are true and correct and are incorporated as a part of this Amendment
No.4.
2. MODIFICATIONS
The Agreement is amended as follows:
Exhibit "A", entitled "Scope of Services/Fee", is amended to add the work attached
hereto and incorporated herein as Exhibit "A-4".
Exhibit "C", entitled "Schedule", is amended to add the schedule attached hereto and
incorporated herein as Exhibit "C-4".
3. OTHER PROVISIONS
All other provisions of the Agreement, as amended, are unchanged.
4. RATIFICATION
The RDA and Consultant ratify the terms of the Agreement, as modified by this
Amendment No.4.

SCOPE OF SERVICES
Task 1 - Field Survey
Kimley-Horn and Associates will provide the following survey services:
1. Ground control (horizontal) will be established within the existing parking lot. The
centerline of the parking lot will be established based upon the physical centerline of
said parking lot.
2. A bench level run will be performed and a benchmark will be set within the park.
The elevation of the benchmark will reference local Miami Bay Datum. This
benchmark will be set outside the limits of construction (where possible), and
referenced by station and offset to the centerline of construction.
3. A field topography survey (survey points only) will be performed along the
centerline of the proposed parking lot extension, approximately 50 feet south of the
north property line of the park. This extends to a point approximately 600 feet east
of the cel}terline construction of the Washington Avenue extension. The survey
limits are to a point 10 feet beyond the right-of-way (along Washington Avenue) and
approximately 75 feet to either side of the parking lot centerline. A DTM will be
developed for the project area. A topographic plan sheet will be developed for the
pedestrian promenade area (in areas where there is no Raster image).
4. The location, pipe size, rim and invert elevations will be obtained for accessible
drainage structures and gravity flow sewers within the project area. Confined space
entry surveys of structures will not be performed.
5, The above ground (surface) utilities associated with underground utilities (such as
valves, meters, fire hydrants, etc.) will be located.
This work does not include obtaining title information and identifying easements.
Task 2 - Construction Documentation
The plan set will include the following:
I. Plan and profile sheets for the extension of the existing parking lot. One sheet will be
prepared overlaying the existing Raster imagery and supplemental survey box
mapping. This sheet will be prepared at a scale of I" = 40' (based upon 11" x 17"-
sized plan sheet).
2. A typical section plan sheet: This sheet will include one typical section for the
entrance road and the existink parking lot extension.

3. Revisions to the existing drainage system that will include construction notes and
details. We will determine drainage requirements for both water quantity and
quality, provide final hydraulic design calculations, design the layout of the
inlet/pipe/exfiltration trench, and prepare the permit applications, as required by
permitting agency. Kimley-Horn will use the hydraulic calculations to establish the
systems' pipe invert elevations to avoid as many of the existing utilities as possible,
Our geotechnical sub-consultant will provide only sub-surface investigation and
testing information to KHA necessary for use in designing the drainage system.
4. Existing utility information, as obtained during survey data collection and the
information provided by the respective utility owners, will be added to the plans.
5. Signing and Pavement marking plans - This information will be shown on one plan
sheet information. These sheets will be prepared at a scale of I" = 40' (based upon
II" x I7"-sized plan sheets).
6. Landscape Horizontal Control Plans - These sheets will be prepared at a scale of 1 "
= 40' (11" x 17") and wi II detail the location of landscape materials.
7. Electrical Plans - These sheets will be prepared at a scale of 1 " = 40" (11" x 17")
and will identify necessary control equipment as well as electrical service point
locations. These sheets will identify existing and relocated street light poles, their
lighting circuit, mounting height and wattage as well as the coded notes for the
wiring schematic. Additional light poles will only be added to provide a safe area
and are considered temporary due to future park master plan improvements.
8. Hardscape, Softscape, and Electrical Details - Details required for implementation
of the design.
9. Lighting Service Point details.
Task 3 - Permitting
KHA will prepare permit applications with supporting documentation reports,
computations, ete,. for the owner's signature and subsequent transmittal to relative
governmental agencies (as required) including:
1. DERM for storm water management system.
2. Coordination with Florida Power and Light Company and BellSouth for service
locations.
Task 4 - Public Meetings and Presentations
Our proposal includes preparation and attendance at the following meetings:
I. Design Plan review with City staff.

2. Up to four coordination meetings with City staff and other consultants associated
with the South Pointe Park Master Plan Improvements.
Additional Services
Upon your authorization, we will provide any additional services that may be required
beyond those described in Task 1 through 4. These services may include but are not
limited to such items as the following:
· Preparation of right of way acquisition sketches or descriptions.
· Significant redesigns of the drainage system to meet additional DERM requirements.
· Providing construction phase services.
· Making tr:.lffic counts or undertaking other traftic related analysis.
. Traffic signal plans.
. Cross-sections.
. Site contamination assessment.
COMPENSATION
We will provide the services described in Tasks 1 through 4 for the lump sum amounts
(not including direct expenses) outlined below.

SCHEDULE
We will provide the services outlined in task 1 through 4 in accordance with a mutually
agreeable time frame between the City and Kimley-Hom to coincide with the South
Pointe Phase I submittals.
